(Dan Tri) - The draft of the 2025 university admission regulations of the Ministry of Education and Training tightens regulations on considering high school transcripts in particular and early admission in general.
The draft university admission regulations for 2025 have many new points regarding early admission, especially the admission method based on high school transcripts.
Accordingly, the Ministryof Education and Training (MOET) proposed that the early admission quota should not exceed 20% of the total quota.
All admission methods must be converted to a common scale. The admission score by early admission method must not be lower than the admission standard score of the 2025 high school graduation exam results.
Schools are still autonomous in their admission methods. However, with the option of considering transcripts, the Ministry requires the academic results of the entire 12th grade year, as well as a combined score of at least 3 subjects including compulsory math and literature.
Thus, if this regulation is passed, universities using the high school transcript admission method cannot announce admission scores before May as they do now.
According to the viewpoints expressed by many leaders of the Ministry before, early admission based on academic records as well as using many different scoring scales in early admission has the risk of creating unfairness in admission. Candidates with only high school graduation exam scores have their chances of entering university narrowed due to low quotas and high standard scores.
Currently, schools use more than 20 admission methods, mainly focusing on international certificates, competency assessment test scores, thinking assessment or a combination of certificates.
The draft also stipulates the entry threshold for teacher training and health-related majors that require a practice certificate. Accordingly, the learning outcomes in all three levels of high school must be good or higher, or the high school graduation score must be 8.0 or higher.
For the majors of Physical Education, Music Pedagogy, Fine Arts Pedagogy, Preschool Education at college level and the majors of Nursing, Preventive Medicine, Midwifery, Dental Prosthetics, Medical Testing Technology, Medical Imaging Technology, and Rehabilitation Technology, the applicable entrance threshold is the academic results in all 3 years of high school ranked at good level or higher or the high school graduation score is from 6.5 or higher.
