On May 9th, information from the People's Committee of Buon Ma Thuot City ( Dak Lak ) indicated that they are directing a review and proposing additional funding to enable schools to compensate for preferential allowances for teachers, as directed by the Provincial People's Committee in document No. 3901.
The reason is that, through an inspection, the People's Committee of Dak Lak province discovered that Buon Ma Thuot city underpaid teachers in 36 schools (8 kindergartens, 19 primary schools, and 9 secondary schools) in 7 units located in ethnic minority and mountainous areas.
Speaking with GD&TĐ, Mr. Pham Tien Hung, Vice Chairman of the People's Committee of Buon Ma Thuot City, said that based on the direction of the Provincial People's Committee, the city will make every effort to ensure that teachers receive their allowances in full according to current regulations.
"In the event that sufficient funding is not allocated before July 31, 2025 (the time of implementing the two-tiered local government system), the City People's Committee will hand over the responsibility to the wards and communes for implementation. The general principle is to ensure that teachers are not disadvantaged," Mr. Hung said.

Previously, the Inspectorate of Dak Lak province concluded that, from June 4, 2021 to 2025, Buon Ma Thuot city would only have 7 out of 21 communes and wards in Zone I belonging to the mountainous and ethnic minority areas (according to Decision No. 861/QD-TTg), including 6 communes: Cu Ebur, Ea Kao, Ea Tu, Hoa Phu, Hoa Khanh and Ea Tam ward.
The People's Committee of Buon Ma Thuot City has allocated budget for schools to pay preferential allowances to teachers directly teaching in schools in the aforementioned area at a rate lower than the regulations.
Specifically, a preferential allowance of 35% will be paid to teachers teaching in preschools and primary schools (lower than the allowance they are entitled to, which is 15%), and a preferential allowance of 30% will be paid to teachers teaching in secondary schools (lower than the allowance they are entitled to, which is 5%).
According to the explanation from the People's Committee of Buon Ma Thuot City, although the city is located in a mountainous area, Circular No. 01/2006/TTLT of the Joint Ministries (Ministry of Education and Training - Ministry of Interior - Ministry of Finance ) does not stipulate preferential rates for mountainous areas. Therefore, the City People's Committee pays according to the rates for lowland, city, and town areas.
Inspections conducted by the Dak Lak Provincial Inspectorate across 16 units, including 15 districts, towns, and cities, as well as the Department of Education and Training, revealed that localities and units had overspent on preferential allowances for teachers by a total of over 125 billion VND. The highest amount was in Krong Pac district, exceeding 21.8 billion VND. Two districts, Buon Don and Lak, complied with regulations. Significantly, schools are required to recover the overspent funds by December 31, 2025. This has caused considerable anxiety among teachers due to the large sums of money they must repay (the highest amount being nearly 60 million VND) in such a short period.
