The "key" to Thanh Hoa's rapid and strong progress

More than a decade ago, Thanh Hoa was often associated with a poor region lacking significant development. However, in recent years, the name Thanh Hoa has truly made a strong impression with remarkable economic development, achieving many important targets and unprecedented figures. This is the result of Thanh Hoa's strong political determination in consistently pursuing administrative reform and improving the investment and business environment.

The determination to reach higher goals in administrative reform is clearly demonstrated when Thanh Hoa boldly set the target of being among the top 10 provinces and cities nationwide in terms of PAPI, PAR INDEX, SIPAS, and PCI by 2025. This was followed by a series of resolutions, decisions, programs, and major plans to promote administrative reform issued by the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Chairman of the Provincial People's Committee. The foundation for this goal is not only technological solutions, but the most important "root" determining success or failure is the human factor. Therefore, Thanh Hoa has resolutely implemented the responsibility of leaders and "ignited the reform spirit" in the awareness and actions of each official and employee through various forms such as scoring administrative reform indices and DDCI scores, aiming to create a competitive spirit starting from the grassroots level.

To encourage everyone to compete and use the satisfaction of organizations and citizens as a measure of the quality and effectiveness of public service delivery, all levels and sectors have strongly reformed their management thinking, shifting from administrative "commands" to service. The use of the "key" of openness, transparency, and commitment to partnership to unlock trust from the people and businesses has brought Thanh Hoa not only outstanding development on the national growth chart, but also a growing level of satisfaction among citizens and businesses with the government at all levels.

With clear direction and decisive action, after four years of implementing the breakthrough "Promoting administrative reform, creating a transparent and attractive investment environment in the 2021-2025 period," many set goals have been achieved and exceeded compared to the plan. Thanh Hoa is very pleased to be one of the provinces with the highest number of administrative procedures providing online public services nationwide; it is also one of the first five provinces in the country to complete the connection and data sharing from the province's administrative procedure information system with the inter-agency public service software of the Ministry of Public Security and the common electronic civil registration and management software of the Ministry of Justice to receive and process applications for two inter-agency public services: birth registration and death registration. Thanh Hoa is also one of the eight pioneering provinces in issuing criminal record certificates via the VNeID application as directed by the Prime Minister, creating a new step forward in the digitization of public services and being one of the first provinces to implement the service of certifying electronic copies from original documents on the provincial-level administrative procedure information system, bringing many benefits to the people. In implementing Project 06, 100% of commune-level units have implemented and generated records on the system, and the province has been assessed by the Government's Project 06 Task Force as being among the top provinces nationwide.

Thanh Hoa's development in recent years has been built upon a series of pioneering and groundbreaking reforms. This is evidenced by the continued construction of monumental projects of century-long scale; the implementation of major, key transportation routes connecting with economic regions of the area and the country; the emergence of modern urban areas everywhere; and the successive establishment of large-scale factories and enterprises...

Thanh Hoa has every right to be proud of becoming a shining example nationwide in terms of socio-economic development. Many important indicators for 2024 have set unprecedented impressive figures, such as a GRDP growth rate of 12.16%, ranking second nationwide; state budget revenue reaching VND 54,341 billion, the highest ever, leading the North Central region and among the top 10 localities with the highest revenue nationwide. During the year, Thanh Hoa attracted 108 projects, including 19 FDI projects, with a total registered capital of VND 13,321.6 billion and USD 422.9 million, a 1.3-fold increase in the number of projects and a 15.9% increase in registered capital compared to 2023... With persistent and unwavering efforts, Thanh Hoa is increasingly affirming its position and brand as a safe, transparent, attractive, and successful investment destination.

The achievements that Thanh Hoa has made in the 2021-2024 period are very encouraging, providing motivation for the province to be determined to complete the remaining goals and tasks in 2025 to the highest degree, contributing to Thanh Hoa's rapid and strong progress forward.
