'Quang Trung Campaign' completed ahead of schedule.

On January 16th, the Ministry of Agriculture and Environment announced that the "Quang Trung Campaign" had been completed ahead of schedule, with 100% of households whose homes were damaged now having safe and stable housing, ready to celebrate the 2026 Lunar New Year and welcome the 14th National Congress of the Communist Party of Vietnam.

According to the Ministry of Agriculture and Environment , from the beginning of October to the end of November 2025, the central region of Vietnam was continuously affected by several major natural disasters (typhoons No. 10, 12, and 13 and prolonged heavy rains and floods), causing floods exceeding historical values ​​on six rivers. The disasters caused serious damage to people and property, resulting in 1,597 houses collapsing, being destroyed, or swept away; 34,759 houses being severely damaged, along with significant property losses for the people.

Following the directives of General Secretary To Lam and the Politburo , at the meeting on November 29, 2025, after inspecting and directing the work of overcoming the consequences of natural disasters and visiting the people in the flood-stricken area of ​​Hoa Thinh, Dak Lak province, the Prime Minister launched the "Quang Trung Campaign" to rapidly rebuild and repair houses for households damaged by storms and floods in the Central region.

In particular, the Prime Minister issued Official Dispatch No. 234/CĐ-TTg, assigning specific tasks to ministries, sectors, and localities to urgently organize the repair of severely damaged houses, to be completed no later than December 31, 2025; to build new houses and arrange resettlement for households whose houses have collapsed, been destroyed, or swept away, to be completed no later than January 31, 2026, ensuring that all citizens have housing to celebrate the Lunar New Year 2026.

During the implementation of the Campaign, the Prime Minister and Deputy Prime Ministers chaired five in-person and online meetings with provinces and cities from Quang Tri to Lam Dong to monitor progress and promptly resolve difficulties and obstacles. At the same time, the Prime Minister decided to allocate an additional 328 billion VND from the central budget to localities (Gia Lai 200 billion VND, Dak Lak 120 billion VND, Quang Tri 8 billion VND) to implement the Campaign.

At the review meeting on December 30, 2025, based on the results achieved exceeding the set targets, the Prime Minister directed localities to continue to promote the spirit of "speed and boldness," shorten the timeline, and strive to complete the reconstruction of all houses for households whose houses were destroyed, collapsed, or swept away before January 15, 2026.

On January 7, 2026, the Prime Minister continued to direct ministries, sectors, and localities to simultaneously build and repair houses, urgently ensure the supply of electricity, water, and telecommunications; address environmental sanitation and disease prevention; ensure transportation; and promptly provide essential living supplies to disadvantaged households, especially those whose houses have collapsed, been destroyed, or swept away.

Following the Prime Minister's directives, ministries, sectors, and localities have mobilized maximum resources and forces with the spirit of "3 shifts, 4 teams," "working day and night," "overcoming the sun and rain," to organize and implement the campaign decisively, synchronously, and effectively.

Specifically, the Ministry of National Defence mobilized over 312,000 officers, soldiers, and militia members, along with thousands of vehicles, to directly assist the people in building 619 new houses and repairing 363 houses, completing and handing them over ahead of schedule; at the same time, they provided many essential household items, with a total estimated value of over 136 billion VND.

The Ministry of Public Security mobilized more than 126,000 officers and soldiers to lead the construction of 419 new houses, completing and handing them over 21 days ahead of schedule; at the same time, it mobilized social resources to support the people with a total value of more than 120 billion VND.

The Ministry of Agriculture and Environment has coordinated the mobilization, reception, and allocation of international aid worth nearly US$11.5 million to 9 provinces; guided the arrangement of resettlement land; compiled and reported on progress regularly and promptly, advising the Prime Minister on directing and resolving difficulties.

The Ministry of Finance promptly advised on the allocation and disbursement of 328 billion VND to support localities in building and repairing houses and addressing landslides.

The Ministry of Construction has published 360 house design models, including 45 models designed to withstand storms and floods, and has directed that the supply of construction materials be ensured.

The Vietnam Fatherland Front Committee and other mass organizations have mobilized and allocated 486.2 billion VND to support localities and stand alongside the people in overcoming the consequences of natural disasters.

The Central Committee of the Ho Chi Minh Communist Youth Union has supported the construction of 60 new houses and the repair of 82 houses, with the participation of more than 1,300 youth union members.

Local authorities directly led and mobilized the entire political system, coordinating closely with various forces and organizations to implement the campaign decisively and effectively, completing it on schedule and ahead of schedule.

According to representatives from the Ministry of Agriculture and Environment, the results of the "Quang Trung Campaign" were not only completed on schedule but also ahead of schedule, all for the joy and happiness of the people.

Specifically, regarding the repair of damaged houses, by December 30, 2025, 34,759 out of 34,759 damaged houses had been repaired, achieving 100% of the plan, with 97.5% of the houses completed 5-10 days ahead of schedule.

Regarding the reconstruction of houses that collapsed, were destroyed, or swept away, by January 15, 2026, 1,597 houses needing to be rebuilt in various localities have been basically completed; Gia Lai province alone has 23 large-scale houses remaining and is committed to completing them before January 19, 2026; Dak Lak province has 16 houses in resettlement areas that have been basically completed and are expected to be handed over on January 19, 2026.

"Thus, 100% of households whose homes were damaged now have safe and stable housing, ready to celebrate the Lunar New Year 2026 and welcome the 14th National Congress of the Communist Party of Vietnam," a representative from the Ministry of Agriculture and Environment stated.

Accordingly, through the implementation and the great significance of the "Quang Trung Campaign," many lessons have been learned: The "Quang Trung Campaign" clearly demonstrated the centralized, unified, and decisive leadership and direction of the Party and the State, directly led by the Prime Minister, in responding to and overcoming the consequences of natural disasters. The campaign became a vivid symbol of the spirit of "putting the people first," placing the lives, housing, and happiness of the people above all else.

The campaign mobilized the combined strength of the entire political system: the military, the police, ministries, departments, localities, the Fatherland Front, mass organizations, the business community, international organizations, and the people. The spirit of "national solidarity and brotherhood" spread strongly, creating enormous resources both materially and spiritually.

The program demonstrated an unprecedented spirit of swift, decisive action with the motto "speed - boldness - decisiveness - effectiveness." The campaign was implemented as a "special operation in peacetime," working "3 shifts, 4 teams," overcoming harsh weather conditions and complex terrain to complete the mission in a very short time.

The campaign not only rebuilds housing but also has social welfare and psychological stability implications, helping people to settle down and make a living as soon as possible, enabling them to celebrate the Lunar New Year warmly and joyfully, and looking forward to welcoming the 14th National Congress of the Party.

The "Quang Trung Campaign" left behind many valuable lessons regarding leadership, inter-sectoral coordination, mobilization of social resources, and implementation, which can be applied to create a foundation and model for future disaster prevention, mitigation, and recovery efforts.

Based on the results achieved and the lessons learned from the rapid implementation of the "Quang Trung Campaign" to rebuild and repair houses for households damaged by storms and floods, the Ministry of Agriculture and Environment also proposed and recommended that the Prime Minister consider and direct several issues, such as: directing ministries, sectors, and localities to research, summarize, and standardize the organizational, leadership, and operational model of the "Quang Trung Campaign" to serve as a model for responding to and mitigating the consequences of large-scale natural disasters in the future; considering this a valuable lesson to improve leadership and operational capacity in emergency situations.

The Ministry proposes that the Prime Minister direct a review and improvement of mechanisms and policies to support the construction and repair of safe housing against natural disasters, especially storm and flood-resistant housing for people in areas frequently affected by natural disasters; and encourage the application of safe house designs that are suitable to the natural conditions, customs, and financial capabilities of the people.

At the same time, continue to prioritize the allocation of resources from the central budget, while also establishing mechanisms to effectively encourage and mobilize social resources, businesses, and domestic and foreign organizations to participate in supporting disaster relief efforts and stabilizing people's lives in a transparent, timely, and effective manner.

The government directs ministries, sectors, and localities to continue implementing programs to support people in areas affected by natural disasters with essential living supplies, production tools, and livelihood restoration, linked with vocational training and job creation, contributing to helping people stabilize their lives and achieve sustainable development; directs strengthening the work of forecasting and early warning of natural disasters; reviewing and adjusting residential and infrastructure planning in high-risk areas; and continuing to invest in projects to prevent and mitigate natural disasters, landslides, and flash floods, ensuring the safety of people's lives and property, and minimizing damage caused by natural disasters.
