But the most important thing, like the red thread that the Government through every period has always been steadfast in, is to take the people as the root, identifying the people and businesses as the center and subject of all activities.
1945: Caring for the people with every grain of rice and letter of knowledge
On August 28, 1945, the Provisional Government was born in a precarious situation. The treasury was empty, surrounded by enemies both inside and outside. But instead of just worrying about maintaining power, the first Government chose to reach out to the people: launching the “Elimination of Hunger” movement with the “Rice Jar to Save Hunger”; the “Elimination of Ignorance” movement with “Education for the People”; and the “Golden Week” to raise resources for the young nation, raising 370 kg of gold in a short time.
Not only taking care of food and education, the Provisional Government also organized the first General Election on January 6, 1946 for the people to elect their own National Assembly , and in November of the same year passed the first Constitution of the Democratic Republic of Vietnam. These are the marks showing that the Government from the beginning "takes the people as the root", giving the people the right to control their destiny.
In the flames of war: The people are the main subject.
The decades-long resistance wars against the French and the Americans further highlighted the fact that the people’s strength is invincible. The government, under the leadership of the Party and Uncle Ho, not only conducted the resistance through military means but also through organizing the people’s lives: from the movement “All-people resistance, all-out resistance” to “Three readiness”, “Three responsibilities”, turning each citizen into a soldier, each village into a fortress.
When the Dien Bien Phu victory “resounded throughout the five continents, shook the world” and when on April 30, 1975 the country was completely unified, it was not only the victory of the army but also the victory of the entire nation. The Government knew how to arouse, organize and lead the strength of the People.
Innovation: “Contract 10” – returning power to the people
After the war, the subsidy mechanism plunged the country into crisis, with food and clothing shortages. The government faced a life-and-death question: how to escape poverty? And the answer started with the people.
Directive 100 (1981), then Resolution 10 (1988) on “Contract 10” in agriculture returned land ownership to farmers. The Prime Minister reiterated in his speech: “From a country with a lack of food, Vietnam became self-sufficient in food and began exporting rice after only one year of implementing Contract 10”. It was the daring to trust the people and empower the people that turned agriculture into a launching pad, bringing Vietnam from a country with a lack of food to one of the world’s leading rice exporting countries.
Innovation is therefore not just a change in management mechanisms, but an important political decision: putting trust in the people.
Integration and development: Enterprise is the center
Entering the integration era, the Government continues to expand the “people-first” mindset to the economic sector, considering enterprises as the center of development. As the Prime Minister emphasized: “Resources originate from thinking, motivation originates from innovation and creativity; strength originates from the People and enterprises”.
Vietnam has gone from being besieged and embargoed to now being among the top 15 countries attracting the most investment in the world and among the top 20 countries with the largest trade scale. This achievement does not come from a bureaucratic apparatus, but from a Government that knows how to untie businesses, accompany businessmen, and consider them a force in building the nation.

Government today: Decisive action for people and businesses
During the current term, the Government has carried out an unprecedented administrative reform – “reorganizing the country”, streamlining the apparatus, abolishing the district level, and establishing a two-tier government. The ultimate goal is not to save operating costs, but to make the apparatus serve the people and businesses faster and more effectively.
The Prime Minister stated: “For the people and businesses: do not say no, do not say difficult, do not say yes but do not do; for work: dare to think, dare to do, dare to take responsibility for the common good”. This is the declaration of action, the discipline of the creative government. It sets higher requirements than ever for the staff: must take people's satisfaction as a measure.
Concrete results have been achieved: 334,234 temporary and dilapidated houses were eliminated 5 years earlier than the target; administrative procedures are increasingly shortened; strategic infrastructure projects - high-speed railway, Ninh Thuan nuclear power plant, North-South expressway - are being accelerated. All are aimed at opening up new development space for people and businesses.
People-centered – The source of strength for the future
The Prime Minister affirmed: “The revolutionary cause is of the people, by the people and for the people; identifying the people and enterprises as the center and subject of all activities of the Government”. This is not only a historical lesson, but also a guideline for the new development stage.
The Government can change its structure and reform its organization, but the unchanging principle remains: Every policy and every action must stem from the interests of the People and the development of businesses. If in the past the Government cared for every grain of rice and every letter of knowledge for the people, today the Government acts to make the people rich, businesses strong, and the country powerful.
The 80 years of Government – from the Provisional Government in 1945 to the Constructive Government today – is a seamless journey of the idea of “taking the people as the root”. If the lesson of 1945 was “if the people are hungry, the country cannot be stable”, then the lesson of today is “without people, without businesses, there is no sustainable development”.
The Prime Minister sent a clear message: “I call on our compatriots and soldiers nationwide, our compatriots abroad and the business community to uphold the spirit of patriotism, self-reliance and self-improvement; join hands with the Government to build a prosperous, democratic, prosperous, civilized and happy Vietnam.”
That is a commitment to the People – that the Government, today and tomorrow, will always act for the people, by the people, and together with the people to create the future.
