As an elementary school teacher with an average income, for many years teacher Duong Dinh Vu (An Nam block, Hiep Duc commune) has lived in an old level 4 house.

In 2025, Mr. Vu's family accessed a preferential loan of VND 800 million from the social housing loan program under Decree No. 100/ND-CP of the Government , implemented by the Hiep Duc Social Policy Bank Transaction Office. From the above capital source and the accumulated money, Mr. Vu was able to build a new, solid and sturdy house, realizing his dream of settling down.

Mr. Ngo Quang Do, Deputy Director of the Transaction Office of Hiep Duc Social Policy Bank, said that Decree No. 100 of the Government with many suitable adjustments, simplification of beneficiary conditions, especially adjustment of loan levels and interest rates, has expanded opportunities for people.

Up to now, the Hiep Duc Social Policy Bank Transaction Office has facilitated 52 customers to borrow capital to build houses with outstanding loans of over 16 billion VND. Policy credit capital not only helps people stabilize their housing but also creates a foundation for them to escape poverty, develop production and business and contribute to building new rural areas.

“In the context of rising prices of construction materials and labor costs, the support for officials and people to access policy capital is a practical support, with profound humanistic meaning, realizing the dream of a stable home, creating a solid foundation for local socio -economic development. At the same time, it contributes to the completion of the criteria for building new rural areas,” said Mr. Do.

According to Mr. Ngo Quang Do, in order for this humane policy to continue to be effective, in the coming time, the Hiep Duc Social Policy Bank Transaction Office will proactively coordinate with local agencies and authorities to promote propaganda and dissemination of policies to the people. In addition, the simplification of administrative procedures, support for completing documents, transparency in appraisal and disbursement processes, etc. are also focused on. The goal is for eligible households to quickly access capital sources, fulfilling their dream of settling down.

Settle down and make a living

As one of the young people who benefited from the preferential loan program, Mr. Nguyen Truong Ca (born in 1991, Hoi Son village, Duy Nghia commune) said that after many years of renting a house, he and his wife are about to live in a new, spacious and safe house.

“Thanks to the preferential loan package of 400 million VND from the Duy Xuyen Social Policy Bank Transaction Office, borrowing from relatives and my wife's savings, I was able to build a new house. During the process of completing the procedures, the bank staff gave me detailed instructions. Each month, I only need to pay a reasonable amount, within my financial capacity. I hope the program will continue to be expanded, with more timely information so that more people know and can access it easily,” Mr. Ca shared.

Mr. Dao Anh Vu, Deputy Director of Duy Xuyen Social Policy Bank Transaction Office, acknowledged that preferential loans from the program have reached those who are in real need, such as workers, laborers, officials, civil servants, and soldiers of the armed forces. Access to low-interest loans with a maximum loan term of 25 years has helped them proactively balance their finances and gradually stabilize their lives.

According to statistics, Duy Xuyen Social Policy Bank Transaction Office has created favorable conditions for 88 customers to borrow preferential credit to build houses with a total outstanding loan of 27.6 billion VND. "The program not only solves the housing problem but also contributes to stabilizing social security, promoting local economic development as well as completing criterion No. 9 on residential housing in new rural construction," said Mr. Vu.

According to Mr. Dang Huu Phuc, Chairman of Duy Xuyen Commune People's Committee, in the construction of new rural areas, completing criterion No. 9 on residential housing will contribute significantly to improving the quality of people's lives. Accordingly, Duy Xuyen Commune focuses on propaganda, raising people's awareness, mobilizing resources to support poor households to eliminate temporary houses, creating conditions for borrowing policy credit... Thanks to that, the locality now basically has no temporary houses or dilapidated houses, more than 75% of households have houses that meet the standards of the Ministry of Construction .
