Proposal to promote decentralization, delegation of power, and abolish unnecessary procedures

According to the Ho Chi Minh City Department of Home Affairs, in order for Resolution 66 to truly create change, the City needs to continue to decentralize more strongly to the grassroots level; at the same time, abolish unnecessary procedures when electronic data is available, in order to save costs and serve people more conveniently.

On October 7th, Comrade Nguyen Van Tho, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the People's Committee of Ho Chi Minh City, chaired a working session with the Department of Justice and related units to hear a report on the progress of implementing Resolution No. 66-NQ/TW of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era.

Research on software for tracking the progress of issuing legal documents.

According to the Ho Chi Minh City Department of Justice, as of September 23rd, the city has established a more basic and clearer legal framework for the development and implementation of laws; and has strengthened the responsibility of each agency and unit in organizing their implementation. To date, 68 units have issued plans to implement Resolution 66, including 9 departments and agencies and 59 commune and ward People's Committees.

Notably, current legislative drafting is carried out under a special mechanism stipulated in Resolution No. 197/2025/QH15 of the National Assembly , in which the expenditure per draft legal document has been significantly increased. This approach aims to encourage officials and civil servants to improve their professionalism, ensure the quality of content, and maintain strict adherence to regulations regarding the procedures for issuing legal documents.

According to a representative from the Department of Justice, preliminary statistics show that Ho Chi Minh City currently has 393 new legal documents (including those previously issued by Ba Ria - Vung Tau and Binh Duong provinces) that have been reviewed, but 1,110 documents remain unreviewed. The issuance of the list of documents by the People's Council and People's Committee is still slow. Therefore, the Department of Justice recommends that city leaders direct relevant units, especially at the ward and commune levels, to strengthen coordination with the Department to standardize and systematize documents, ensuring consistency and avoiding overlaps.

The agency also suggested that the City maintain regular thematic meetings on lawmaking; research and develop software to track the progress of issuing legal documents so that leaders can easily monitor them; and at the same time, focus on building a team of more specialized and in-depth officials and civil servants in the field of legal affairs.

On behalf of the Ho Chi Minh City Department of Internal Affairs, a representative shared that Resolution 66 is a significant step forward, as the General Secretary directly heads the Central Steering Committee. Therefore, localities also need corresponding steering committees to ensure uniformity and consistency. The internal affairs sector sees this as an opportunity for the city to continue making breakthroughs in institutional reform, especially in decentralization and delegation of power.

According to the department's representative, in order to implement Resolution 66 in a truly groundbreaking way, the city needs to review all administrative procedures, proposing the abolition of any unnecessary procedures, especially in the areas of notarization and certified copies. For example, many types of documents currently require certified copies, while electronic data can completely replace them. Reducing these procedures would lower costs for the government, provide convenience for citizens, and create a foundation for a more open and innovative legal system.

At the meeting, representatives from various departments and agencies discussed and identified difficulties and obstacles, while also proposing numerous solutions to remove "bottlenecks" in the law-making process.

Avoid delays in the issuance of legal documents.

Speaking at the meeting, Comrade Nguyen Van Tho, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the People's Committee of Ho Chi Minh City, requested that agencies and units continue to implement Resolution No. 66 with the highest sense of responsibility.

Comrade Nguyen Van Tho emphasized that Ho Chi Minh City, after the merger, holds the position of a megacity and is the engine of development for the whole country, therefore the work of building and enforcing laws is of particularly crucial importance.

Departments, agencies, and localities need to proactively coordinate with the Department of Justice to research, develop, and propose specific regulations and mechanisms suitable for the city. During this process, they must fully incorporate feedback from agencies, units, and citizens, ensuring consistency and uniformity among the three localities after the merger.

The Standing Vice Chairman of the Ho Chi Minh City People's Committee requested that there be no delays or omissions in the drafting and issuance of legal documents. Heads of departments and agencies must demonstrate a high level of responsibility, considering this a key task, and absolutely not allow any mistakes to occur.

Departments and agencies must address professional issues early and proactively advise the City People's Committee; at the same time, they must review and improve the policy system, especially specific policies that previously differed between the three localities.

In addition, it is necessary to strengthen the training and development of legal staff, and the Department of Justice, in coordination with the Department of Home Affairs, should compile and evaluate the capacity of legal staff in departments, agencies, and localities.

Paying attention to working conditions and the application of technology is crucial to ensuring effective digital transformation in lawmaking. Initially, it is necessary to establish a data center for the system of legal documents so that all units can access, share, and manage them uniformly.
