Prime Minister: Simplify investment registration certificates, carry out administrative procedures without administrative boundaries

Prime Minister Pham Minh Chinh signed an official dispatch on strict control, focusing on cutting and simplifying administrative procedures, business conditions and implementing administrative procedures regardless of geographical boundaries.

According to the dispatch, the plan to reduce and simplify administrative procedures and business conditions under the management of 14 ministries and agencies with 2,051/4,888 administrative procedures, reaching a rate of 42%, reducing 2,263/6,974 business conditions, reaching a rate of 32%; expected to amend and supplement 466 legal documents.

The rate of online procedures related to businesses is still low.

However, the rate of administrative procedures related to enterprises provided online by ministries is generally low. Of which, 8 ministries have a rate of less than 50%; 3 localities have a rate of integration and provision of online public services reaching less than 70%.

The list of administrative procedures regardless of the administrative boundaries of the provinces mostly only reaches about 50% to 95% of the administrative procedures being provided, of which some localities only reach less than 10%.

Therefore, the Prime Minister requested ministers and provincial chairmen to strictly control and strictly implement the assessment of the impact of administrative procedures, review and evaluate business conditions in projects and drafts, consult with affected subjects, especially regulations related to the private economy , enterprises and business households.

Public administrative agencies focus on improving the quality of commenting and evaluating regulations. Seriously and qualitatively implement plans to reduce administrative procedures and business conditions, proactively reduce and simplify procedures, ensuring at least 30% reduction in implementation time and compliance costs.

Fully and accurately publicize procedures, monitor implementation, amend and supplement inappropriate regulations. Research and reform licensing procedures in the direction of reducing and simplifying investment registration certificates, implementing online, and shortening market entry time.

Loosen barriers on investment restriction lists; coordinate with ministries, branches and localities to immediately remove difficulties and obstacles that businesses encounter due to administrative procedures and implementation by state agencies, especially administrative procedures related to investment and market entry, etc.

To carry out procedures regardless of administrative boundaries and provide online public services throughout the process, the Prime Minister requested ministers and provincial chairmen to direct the review and implementation of online public service provision for 100% of administrative procedures related to enterprises, ensuring smoothness, continuity, efficiency, transparency, minimizing paperwork, and completing in 2025.

Building specialized databases, connecting national data

Focusing on completing the construction of specialized databases and putting them into operation, connecting with national databases (such as land, civil status, construction...) to meet the requirements of "correct, sufficient, clean, live, unified, shared" data, connecting and sharing complete data...

Speed ​​up the completion of process restructuring and provide online public services. Timely and fully publicize the list and organize the implementation of administrative procedures regardless of administrative boundaries. Organize implementation and provide guidance for people and businesses to ensure efficiency and smoothness, avoiding local congestion.

Complete the data transfer from the information systems of the provinces before the merger to the unified, shared information system after the merger. Review and allocate sufficient funding and human resources, ensure the conditions of equipment and network infrastructure for communes with an average number of transactions of less than 20 records/day, not requiring the equipment of number taking machines and display screens, ensuring efficiency and avoiding waste.
