From "waiting in line" to processing documents in a digital environment.
This morning at the Cam Lo Commune Public Administrative Service Center, many people came to complete procedures, but there was no longer the crowding and long waits like before. Many applications were submitted online from home; people only came to receive the results or were guided by officials to complete a few additional steps directly on their smartphones. Procedures such as residency confirmation, notarization, and civil registration, which previously required multiple trips, are now largely processed faster thanks to the digitalization of the process.

Mr. Tran Chi Cong, residing in Hamlet 2, Cam Lo Commune, shared: “In the past, the biggest fear when dealing with paperwork was missing documents. Now, sometimes the only fear is… forgetting the password for the electronic identity verification account. What people feel most clearly now is not the term “digital government,” but the fact that they are “closer” to the government thanks to digital technology ; procedures are resolved faster, more transparently, and with less hassle.”
After implementing the two-tiered local government model, Cam Lo commune quickly focused on investing in infrastructure, putting software for administrative procedures into synchronized operation, and improving the quality of service to the people. The entire commune currently has 396 administrative procedures at the commune level in operation; of which 268 online public services are integrated on the National Public Service Portal. The percentage of people with level 2 electronic identity verification accounts in Cam Lo commune is nearly 80%. According to the assessment of the Index for Serving People and Businesses in Implementing Administrative Procedures in 2025, Cam Lo commune ranks 4th out of 78 communes and wards in the province.
Notably, the way the administrative apparatus operates and officials work has changed. Currently, 100% of commune officials and civil servants are equipped with computers, use official email accounts and document management software in handling their work. Many meetings are conducted online; the use of paper documents has decreased significantly.
Government is closer to the people thanks to digital technology.
According to Nguyen Van An, Chairman of the People's Committee of Cam Lo commune, Cam Lo commune has the advantage of inheriting the infrastructure and facilities left behind from the development of e-government in the former Cam Lo district. In the period 2025-2030, the locality plans to invest nearly 4.9 billion VND to upgrade digital infrastructure, ensure level 2 information security, invest in computers for villages, expand community wifi coverage, and provide digital skills training for officials and residents.
Along with infrastructure investment, Cam Lo commune aims to train 100% of its officials and civil servants in digital skills by 2030; increase the rate of online processing of administrative procedures to over 85%; achieve 95% 5G coverage; and digitize all administrative procedures.

Digital transformation at the commune level is not an easy task. It requires funding, human resources, and changes in the working habits of both the administrative apparatus and the people. But from the developments taking place in Cam Lo, it can be seen that when the government truly wants to change to better serve the people, technology becomes a useful tool in daily life. From the broadcasting system and electronic portals to community Zalo groups, information dissemination to the grassroots is now much faster than before. E-government is also putting pressure on the administrative apparatus to become more professional.
The journey of building a digital government in Cam Lo commune still has much work to be done. But the important thing is that the locality is determined to change its mindset to serve the people, putting them at the center; creating favorable conditions for people and businesses to carry out administrative procedures faster, easier, and with better service.
