From March 1, 2025, visa requirements will be waived for citizens of three countries traveling to Vietnam for tourism.

The government issued Resolution No. 11/NQ-CP January 15, 2025, regarding visa exemption under the Tourism Development Stimulus Program in 2025 for citizens of the following countries: Republic of Poland, Czech Republic, and Swiss Confederation.

According to the Resolution, visa exemption applies to citizens of the following countries: the Republic of Poland, the Czech Republic, and the Swiss Confederation, for a temporary stay of 45 days from the date of entry for tourism purposes under programs organized by Vietnamese international travel service businesses, regardless of passport type, provided they meet all entry requirements as stipulated by Vietnamese law.

The visa exemption policy for citizens of the aforementioned countries entering Vietnam will be implemented from March 1, 2025 to December 31, 2025, within the framework of the tourism development stimulus program in 2025.

From March 1, 2025, ministries, ministerial-level agencies, and government agencies will have a new organizational structure.

New regulations on specialized agencies under the People's Committees at the provincial and district levels, effective from March 1, 2025.

The Government has issued Decree No. 45/2025/ND-CP dated February 28, 2025, regulating the organization of specialized agencies under the People's Committees of provinces, centrally-administered cities, and districts, towns, and cities under provinces and centrally-administered cities.

Specifically, Decree 45/2025/ND-CP stipulates that the following departments are organized uniformly at the local level: 1. Department of Internal Affairs; 2. Department of Justice; 3. Department of Finance; 4. Department of Industry and Trade; 5. Department of Agriculture and Environment; 6. Department of Construction; 7. Department of Science and Technology; 8. Department of Culture, Sports and Tourism; 9. Department of Education and Training; 10. Department of Health; 11. Provincial Inspectorate; 12. Office of the People's Committee.

Decree 45/2025/ND-CP stipulates that specialized departments are to be established in some localities, including: 1. Department of Foreign Affairs; 2. Department of Ethnic Minorities and Religion; 3. Department of Tourism; 4. Department of Planning and Architecture, to be established in Hanoi and Ho Chi Minh City.

Each province is allowed to have no more than 14 departments, except for Hanoi and Ho Chi Minh City, which are allowed to have 15 departments.

New regulations on rice exports will be applied from March 1, 2025.

From March 1, 2025, the Decree Decree No. 01/2025/ND-CP Issued on January 1, 2025, amending and supplementing several articles of Government Decree No. 107/2018/ND-CP dated August 15, 2018, on the business of rice export, which is now in effect.

Accordingly, regarding the right to conduct rice export business, Decree No. 01/2025/ND-CP adds the following regulation: Traders holding a Certificate of Eligibility for Rice Export Business are only allowed to entrust the export of rice to other traders holding a Certificate of Eligibility for Rice Export Business.

Regarding the responsibilities of rice export businesses, according to Clause 3, Article 24 of Decree No. 107/2018/ND-CP, it is stipulated that: Every Thursday, rice export businesses must report to the Ministry of Industry and Trade on the actual amount of paddy and rice in their inventory, categorized by specific types, for data compilation to support management activities.

Change the timeframe for sand and gravel extraction from riverbeds.

The government issued Decree No. Decree No. 10/2025/ND-CP On January 11, 2025, amendments and supplements were made to several articles of decrees in the field of minerals; including Decree No. 23/2020/ND-CP dated February 24, 2020 of the Government regulating the management of sand and gravel in riverbeds and the protection of riverbeds, banks, and floodplains.

Specifically, Decree No. 10/2025/ND-CP amends and supplements several clauses of Article 9 of Decree No. 23/2020/ND-CP regarding the content of permits for exploiting sand and gravel from riverbeds.

According to the new regulations, permits for sand and gravel mining in riverbeds must specify the permitted operating hours, from 5:00 AM to 7:00 PM, and the mining period per year. (Under the old regulations in Decree No. 23/2020/ND-CP, the mining timeframe was from 7:00 AM to 5:00 PM, and nighttime mining was prohibited).

Decree No. 10/2025/ND-CP takes effect from March 1, 2025.

New regulations on the use of temporarily idle state funds.

The government issued Decree No. Decree No. 14/2025/ND-CP On January 14, 2025, Decree No. 14/2025/ND-CP amends and supplements several articles of Government Decree No. 24/2016/ND-CP dated April 5, 2016, regulating the state treasury management regime. Decree No. 14/2025/ND-CP takes effect from March 10, 2025.

Specifically, Decree No. 14/2025/ND-CP amends and supplements Article 7 of Decree No. 24/2016/ND-CP on the use of temporarily idle state funds.

According to the new regulations, temporarily idle state funds will be used in the following order of priority:

a) Allow the central government to make advances or loans.

b) Providing advances and loans to provincial-level local budgets.

c) Repurchasing government bonds.

d) Depositing money for a fixed term at commercial banks.

The Minister of Finance decides on the specific limits for each use of temporarily idle state funds, in order of priority, in the quarterly state fund management plan.

Increase the benefits and policies for militia members from March 23rd.

Decree No. Decree No. 16/2025/ND-CP Government Decree dated February 4, 2025, amending and supplementing regulations on social insurance for permanent militia members.

Specifically, Decree No. 16/2025/ND-CP amends Clause 1, Article 7 of Decree No. 72/2020/ND-CP, which stipulates the level of allowance for commanding positions in the Militia and Self-Defense Forces.

According to the new regulations, the Commander and Political Commissar of the Commune-level Military Command; and the Commander and Political Commissar of the Military Command of agencies and organizations are entitled to an allowance of 561,600 VND (the old regulation was 357,600 VND).

The Deputy Commander and Deputy Political Commissar of the Commune-level Military Command; the Deputy Commander and Deputy Political Commissar of the Military Command of agencies and organizations; the Battalion Commander and Battalion Political Commissar; the Naval Squadron Commander and Naval Squadron Political Commissar; the Permanent Militia Naval Squadron Commander and Naval Squadron Political Commissar; and the Company Commander and Company Political Commissar of the Mobile Self-Defense Militia are entitled to an allowance of 514,800 VND (the old regulation was 327,800 VND).

Deputy Battalion Commander, Deputy Political Commissar of the battalion; Deputy Naval Squadron Commander, Deputy Political Commissar of the naval squadron; Deputy Naval Detachment Commander, Deputy Political Commissar of the permanent militia naval detachment; Deputy Company Commander, Deputy Political Commissar of the mobile self-defense militia company are entitled to an allowance of 491,400 VND (the old regulation was 312,900 VND)...

Amend regulations on tax management for enterprises with related-party transactions.

The government issued Decree No. Decree No. 20/2025/ND-CP On February 10, 2025, amendments and additions were made to several articles of Decree No. 132/2020/ND-CP dated November 5, 2020, regulating tax management for enterprises with related-party transactions.

Decree No. 20/2025/ND-CP takes effect from March 27, 2025. Specifically, Decree No. 20/2025/ND-CP amends and supplements point d, clause 2, Article 5 of Decree No. 132/2020/ND-CP regarding related parties as follows: d) An enterprise guarantees or lends capital to another enterprise in any form (including loans from third parties secured by the related party's financial resources and financial transactions of a similar nature) provided that the total outstanding debt of the borrowing enterprise with the lending or guaranteeing enterprise is at least 25% of the owner's equity of the borrowing enterprise and accounts for over 50% of the total outstanding debt of all medium and long-term debts of the borrowing enterprise.

The provisions in point d above do not apply to the following cases:

d.1) The guarantor or lender is an economic organization operating in accordance with the Law on Credit Institutions 2024 that does not directly or indirectly participate in the management, control, capital contribution, or investment in the borrowing enterprise or the guaranteed enterprise as stipulated in points a, c, d, e, g, k, l, and m of this clause.

d.2) The guarantor or lender is an economic organization operating in accordance with the Law on Credit Institutions, and the borrowing or guaranteed enterprise is not directly or indirectly under the same management, control, capital contribution, or investment of another party as stipulated in points b, e, and i of this clause./.

35 critical illnesses may be eligible for voluntary support from March 1, 2025.

According to Circular 50/2024/TT-BYT dated December 31, 2024, issued by the Ministry of Health, from March 1, 2025, up to 35 critical illnesses will be eligible for voluntary donations from individuals to support patients.

These include severe meningitis and Listeria meningitis; severe sepsis requiring techniques such as hemodialysis and cardiopulmonary bypass; acute poliomyelitis with sequelae and no possibility of recovery; HIV leading to infections and parasites/malignancies/other specific diseases/other pathologies, including HIV in the AIDS stage with opportunistic infections and inability to care for oneself; end-stage malignancies...
