Accordingly, one of the notable points of Circular 24 is the reduction in the time for issuing certificates and inspection stickers for motor vehicles undergoing inspection outside of designated inspection facilities. This includes specialized motorcycles, motor vehicles operating on islands where there are no inspection facilities, or in areas requiring safety, security, and national defense certification, port areas, mines, construction sites, vehicles performing urgent tasks, oversized vehicles, etc.

Specifically, in these cases, when the inspection results meet the requirements, the time for issuing the certificate and inspection sticker is reduced from 3 working days to 2 working days from the completion of the inspection. The inspection facility must also remove any failed inspection warnings (if any) immediately after completing the inspection and evaluation.

For the procedure of reissuing vehicle modification certificates, the processing time has also been shortened from 3 working days to 1.5 working days from the time of receiving the application for cases where the application is stored at another inspection facility, and 1 working day for cases where the application is stored at the inspection facility.

Circular 24 also reduces the time required for administrative procedures related to issuing certificates of eligibility for vehicle inspection and motorcycle/moped emission testing for vehicle registration and inspection facilities. Specifically, the processing time for issuing new certificates of eligibility for vehicle inspection is reduced from 20 days to 10 days. For certificate renewals, the processing time is shortened from 5 working days to 2 working days. This regulation also applies similarly to the procedures for issuing new and renewing certificates of eligibility for motorcycle/moped emission testing.

The reduction in the time required for administrative procedures related to vehicle registration aims to ensure compliance with regulations on reducing, decentralizing, and simplifying administrative procedures under the management of the Ministry of Construction , while simultaneously enhancing transparency and the quality of service for citizens and businesses. Circular 24 takes effect from June 1, 2026.
