From June 1, the Social Insurance Agency will no longer issue paper health insurance cards to participants. Instead, people will use electronic health insurance cards on the VssID or VNeID application when going to see a doctor...
Specifically, from June 1, for cases of requesting re-issuance or exchange of health insurance cards, social insurance officers are required to directly guide participants to install the VssID application, the VNeID application and guide them to use the health insurance card image on the applications to go to the hospital instead of the paper health insurance card. To ensure their rights and avoid interruptions in the medical examination and treatment process, people need to perform the following steps:
- Install the VssID or VNeID application on your smartphone to be able to use the electronic health insurance card image instead of the paper card.
- Link health insurance information with chip-embedded Citizen Identification Card (CCCD) to ensure data synchronization.
From June 1, the Social Insurance agency will not issue paper health insurance cards to participants.
According to Vietnam Social Security, from June 1, 2025, the Social Security agency will only issue paper health insurance cards for those who cannot install VssID, VNeID and do not have a chip-embedded ID card. This regulation is part of the digital transformation program of Vietnam Social Security, implementing the directions of the Government and the Prime Minister on cutting administrative procedures, aiming to modernize the process and bring many practical benefits to health insurance participants.
Integrate health insurance cards into VNeID and VssID applications
To use the VNeID or VssID application instead of a paper health insurance card, people can integrate their health insurance card into these applications by following these simple steps: Integrate health insurance card into VNeID: First, people need to update the latest version of the VNeID application. Then, open the application and log in, select the Paper Wallet section, then select Integrate information. Next, select Create new request and enter the health insurance card number and information of the card issuing unit to complete the integration.
Regarding the VssID application, currently, most accounts have been authenticated with population data and updated CCCD numbers. For accounts that have not been updated, users can follow these steps to update the CCCD number or personal identification number for social insurance and health insurance participants in the VssID application.
Update CCCD number to VssID application on phone
To check the updated CCCD number on the VssID application: Open the VssID application on your phone - log in to your account. If the account already displays the CCCD number, there is no need to update. If you still have the old ID number and need to change the information, follow these steps:
Step 1: Access the address: https://dichvucong.baohiemxahoi.gov.vn - Log in with your VssID account.
Step 2: When you have successfully logged in, look up and select Account Information to change your ID card/CCCD number.
Step 3: In the information management section, you can easily edit your ID card/CCCD number.
Step 4: Confirm at the Social Security Agency. After completing the online information change, the user will receive a notification requesting to go to the nearest Social Security Agency to confirm and complete the information change on the Social Security system.
If people have difficulty installing, contact the local Social Security agency for support in installing the application if it is not possible or if there is no chip-embedded CCCD. Social Security officers are responsible for guiding participants to install and use the image of the health insurance card on the VssID, VNeID application; use the chip-embedded CCCD to go to the hospital instead of the paper health insurance card.
Some other outstanding policies
New points on invoices and documents come into effect
According to Decree 70/2025/ND-CP issued by the Government effective from June 1, 2025 (amending and supplementing a number of articles of Decree 123/2020/ND-CP), there are some notable points such as:
- Integrated tax and fee receipts into electronic invoices for buyers.
- Prohibit falsifying invoices and not transferring data to tax authorities as prescribed.
- Add new regulations on invoice usage.
Replace contract templates related to derivative securities
Article 2 of Circular 14/2025/TT-BTC has replaced Form No. 01 and Form No. 02 of the Appendix issued with Circular 58/2021/TT-BTC with 2 new forms:
Form No. 01: Clearing and payment trust contract between non-clearing member and general clearing member.
Form No. 02: Contract for opening a derivative securities trading account between a securities company and a customer.
Cases of stopping collecting Union fees in effect
According to Section 1 of Official Dispatch 4133/TLĐ-ToC 2025, it is stipulated that the organization will be reorganized, dissolved, downgraded, and the activities of the executive committee, standing committee, and inspection committee of the Trade Unions at the level directly above the grassroots level and the grassroots Trade Unions of administrative agencies, enterprises, and public service units receiving 100% of the state budget salary, and the armed forces will be terminated in accordance with the spirit of Resolution 60-NQ/TW in 2025.
Time to complete the work of dissolving the Trade Union organization, ending the activities of the executive committee, standing committee, and inspection committee of the above Trade Union before June 15, 2025.
Time to stop collecting union dues and trade union funds for union members, grassroots trade unions of administrative agencies, public service units receiving 100% of state budget salary, armed forces (not subject to the Vietnam General Confederation of Labor) from June 1, 2025.
Supplementing the disciplinary form of dismissal for those who handle administrative violations
In Clause 20, Article 1 of Decree 93/2025/ND-CP, Article 29a was added after Article 29 of Decree 19/2020/ND-CP, stipulating the additional form of disciplinary dismissal in the enforcement of the law on handling administrative violations applicable to officials in one of the following cases:
- Disciplined by dismissal and reoffending;
- First-time violations causing particularly serious consequences, in the following cases: failure to promptly amend, supplement, cancel or issue new decisions when detecting errors or violations in handling administrative violations; failure to fully and accurately implement conclusions of inspections of law enforcement on handling administrative violations...
