On September 5, 2025, the Minister and Head of the Government Office issued Circular 02/2025/TT-VPCP to provide detailed guidance on the implementation of regulations on electronic Official Gazette. This is an important step in modernizing the management, publication and storage of legal documents, ensuring transparency and convenience for people as well as management agencies.

Scope of regulation and applicable subjects
According to Circular 02/2025/TT-VPCP, this regulation includes:
Form, format, and presentation techniques of the Electronic Gazette;
Send, receive and post documents on the Electronic Gazette;
Coordinate the handling of documents with errors during the receiving and posting process;
Manage and store electronic Gazettes and documents sent for posting.
This Circular applies to agencies assigned to manage and publish the Vietnam Electronic Gazette and provincial Electronic Gazette; agencies issuing legal documents and agencies making copies of international treaties. This Circular officially takes effect from September 5, 2025.
Send, receive and post documents on the Electronic Gazette
Article 5 of the Circular details the process of sending, receiving and posting documents:
Documents submitted for publication
The agency issuing the document must send the original along with an electronic copy (editable format, ensuring the content matches the original).
The "Recipients" section of the document must include the name "Official Gazette"; the header clearly states "Document sent for posting on the electronic Official Gazette".
The Ministry of Foreign Affairs is responsible for sending copies of international treaties that have come into effect to the Government Office for posting in accordance with the provisions of the Law on International Treaties 2016.
Receive text
The Government Office and the Provincial People's Committee Office receive documents and enter the following information: type name, number, symbol, summary, issuing agency, date of issue, date of receipt and page number.
The receiving agency is responsible for reviewing and comparing the original and the electronic copy. If any errors are detected, the handling shall be carried out in accordance with the provisions of Article 6 of the Circular.
Post text
Documents are posted in order of receipt and urgency.
In the electronic Official Gazette publication, the text is divided into three parts: Legal documents, other documents, and International treaties (if any).
Arrange in order by issuing agency level, legal value from high to low, and document number increasing; if at the same level, arrange in alphabetical or numerical order.
Documents posted on the provincial electronic gazette
According to the provisions of Clause 3, Article 7 of Decree 78/2025/ND-CP (amended by Decree 187/2025/ND-CP), documents posted on the provincial electronic Official Gazette include:
Legal documents issued by the People's Council, People's Committee at provincial level, Chairman of the People's Committee at provincial level, authorities at special administrative-economic units, People's Council and People's Committee at commune level;
Documents on handling illegal legal documents;
Document correcting legal documents;
Document announcing documents that continue to be effective or list of documents that have expired;
Other documents decided to be posted by the issuing agency.
Clear regulations on the scope, process and form of publication help increase publicity and transparency, while improving the effectiveness of state management in the period of strong digital transformation.
