Officially exempting tuition fees for public students nationwide from the 2025-2026 school year

(LĐ online) - On the afternoon of June 26, with 440/441 delegates present voting in favor (accounting for 92.05%), the National Assembly passed a Resolution on tuition exemption and support for preschool children, general education students, and those studying general education programs at educational institutions in the national education system. The Resolution takes effect from June 26, 2025 and will be applied from the next school year.

All students studying at public schools from kindergarten to high school will be exempted from tuition fees.

According to the Resolution, all students studying at public schools from kindergarten to high school will be exempted from tuition fees. Meanwhile, students at privateeducational institutions will be supported with tuition fees according to the decision of the People's Council of the province or centrally-run city, based on the tuition fee framework prescribed by the Government. The support level will not exceed the actual collection level of non-public educational institutions.

Presenting a report to the National Assembly, Minister of Education and Training Nguyen Kim Son said that the tuition fee exemption and support policy should have been integrated into the Law on Education (amended) to ensure consistency. However, the effective date of these laws will be after the 2025-2026 school year, so the Government proposed to pass a separate resolution to promptly implement the policy right from the new school year.

Regarding the budget impact, according to Document No. 283/TTr-CP, the total budget needed to implement the policy of exempting and supporting tuition fees for students from kindergarten to grade 12 nationwide is about 30,600 billion VND/year. The estimated budget for exempting tuition fees for 5-year-old preschool children, primary and secondary school students in the 2025-2026 school year is about 22,400 billion VND. The additional budget needed to fully implement the policy according to the conclusion of the Politburo is 8,200 billion VND.

The Government has also clearly reported the costs for students of general education programs at continuing education institutions and other educational institutions, with a budget of more than VND774 billion/school year for 418,850 students.

The National Assembly's approval of this resolution not only realizes the Party and State's major policy on equity in education, but is also a practical step to reduce the financial burden on millions of families across the country.
