According to the draft Project on rearranging commune-level administrative units in the district, the rearrangement plan includes:
- Establish Nam Cuong commune (on the basis of merging Xuan Lac commune, Nam Cuong commune and Dong Lac commune, administrative headquarters in Nam Cuong commune).
- Establishment of Quang Bach commune (on the basis of merging Quang Bach commune and Tan Lap commune, administrative headquarters located in Quang Bach).
- Establish Yen Thinh commune (on the basis of merging Ban Thi commune, Yen Thinh commune and Yen Thuong commune, administrative headquarters located in Yen Thinh commune).
- Establish Cho Don commune (on the basis of merging Ngoc Phai commune, Phuong Vien commune, Bang Lung town and Bang Lang commune, administrative headquarters located in Bang Lung).
- Establish Yen Phong commune (on the basis of merging Dai Sao commune, Yen My commune and Yen Phong commune, administrative headquarters located in Yen Phong commune).
- Establishing Nghia Ta commune (on the basis of merging Luong Bang commune, Nghia Ta commune and Binh Trung commune, headquarters located in Nghia Ta commune).
On April 17 and 18, the People's Committees of communes and towns simultaneously organized meetings with people in villages and residential groups to deploy the content and collect opinions on the two draft projects. The meetings were held seriously, following the correct procedures, ensuring publicity and democracy, creating favorable conditions for people to access and contribute opinions.

In Nghia Ta commune, after receiving the instructions, the commune quickly implemented them. Commune leaders were assigned to be in charge of the villages and went directly to the villages in the commune to direct, propagate, and answer questions and contents that people did not understand clearly. Up to now, 8/8 villages of the commune have completed giving comments on the 2 drafts.

In Bang Lung town, by the afternoon of April 18, 10/17 residential groups had completed their comments on the two drafts. Mr. Lam Thanh Tao, residential group 10, Bang Lung town said: When I was informed of the contents of the two drafts of the Project, I found this to be a major policy, demonstrating innovation in state management. We strongly agree with the merger if it helps the apparatus become more streamlined and operate more effectively.

As of the afternoon of April 18, the entire district had 93/148 villages and residential groups completing the organization of meetings and collecting people's opinions. Some communes have completed 100% of the villages such as: Bang Phuc, Ban Thi, Yen Thinh, Yen Thuong, Dong Lac, Nghia Ta, Yen Phong, Yen My, Bang Lang... The remaining communes are actively implementing, striving to complete the collection of opinions for all villages and residential groups in the district by the end of April 19.
Through a preliminary summary, the majority of voters expressed their agreement with the content of the two draft projects. People highly appreciated the spirit of innovation and restructuring of the administrative apparatus towards streamlining and efficiency and expressed their hope that the merger and restructuring would contribute to improving the effectiveness and efficiency of state management, creating more favorable conditions for accessing public services, developing the socio-economy and ensuring national defense and security.
