A solid foundation for the career of cultivating people

At the 9th session, the 15th National Assembly officially passed the Law on Teachers with 9 chapters and 42 articles, marking an important milestone not only for the education sector, with 1.6 million teachers, but also having profound significance for the sustainable development of the country.

According to the Ministry of Education and Training , the process of building the Law on Teachers has been carried out by this unit for a long time and has begun to make important progress since 2018.

The Ministry of Education and Training spent 4 years, from 2018 to 2021, researching to propose the development of the Law on Teachers, mobilizing many experts inside and outside the industry to review the legal system, survey practices and refer to international experience; another nearly 4 years, from the end of 2021 to mid-2024 to propose the development of the Law on Teachers, marking the official legal step.

The time to draft the law and submit it to the National Assembly for approval took place quickly within a year. The Ministry of Education and Training had to concentrate all its resources, urgently and seriously to carry out this task.

Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) Vu Minh Duc said that for the first time in history, the National Assembly has issued a separate law, fully regulating the position, role, rights, obligations and regimes and policies for teachers, the key force in the career of educating people.

The Law on Teachers is a concrete demonstration of the Party and State's major policy in honoring, caring for, protecting and developing the teaching staff; at the same time, it clearly demonstrates the political determination in fundamental and comprehensive innovation in education and training.

The Law on Teachers is the result of close coordination and consensus from the central to local levels; it is the crystallization of collective intelligence, demonstrating the responsibility and dedication of many agencies, organizations and individuals. The Law not only meets the expectations of the teaching staff but also receives widespread support from voters and people nationwide.

To ensure the law takes effect from January 1, 2026, within 6 months of its passage, the Ministry of Education and Training will submit to the Government three decrees and issue 12 circulars under its authority. The content of sub-law documents focuses on core issues such as: Working regime, salary, allowances, professional standards, code of conduct, titles and recruitment rights.

In addition, the Ministry of National Defense and the Ministry of Public Security will also issue circulars regulating the teaching staff of the armed forces. The guiding documents will play a particularly important role, ensuring the feasibility of the law, while at the same time anticipating new requirements of education in the period of digital transformation, innovation, science and technology development and deep international integration.

Sharing about the law-making process, Vice Chairwoman of the National Assembly's Committee on Culture and Society Nguyen Thi Mai Hoa emphasized: This is a difficult law project, with a profound impact on nearly 1.6 million teachers and more than 20 million students. The process of making the law requires caution, openness and a high level of responsibility from the drafting and reviewing agencies.

The Law on Teachers is a typical example of innovative legislative thinking, only regulating contents under the authority of the National Assembly, ensuring long-term stability; while detailed regulations are specified by decrees and circulars, ensuring flexibility and practicality.

From the perspective of a university education manager who directly trains future teachers, Associate Professor, Dr. Nguyen Duc Son, Principal of Hanoi National University of Education, said: The Law on Teachers is a great source of motivation for pedagogical students, helping them to have a clearer picture of their career, a more stable future, and a more respected job. From there, it is expected to attract more capable and dedicated students to choose the teaching profession.

The three factors that the Law on Teachers ensures are honor, life assurance and empowerment, the prerequisites for building a team of standardized, professional teachers, fulfilling the mission entrusted by the Party and the people.

Continuing to emphasize the role and value of the Law on Teachers, Deputy Minister of Education and Training Pham Ngoc Thuong pointed out four major milestones. First, for the first time, there is a separate law for teachers, demonstrating the special attention of the Party and State.

Second, the law meets the expectations of the drafting agency, reviewers and the direction from the highest leaders of the Party, especially General Secretary To Lam.

Third, this is a model law of innovative legislative thinking.

Fourth, the law is a strong and comprehensive legal basis from which to issue specific policy documents on teachers. From the practical process of building the Law, 6 lessons have been drawn, including: Clearly defining the viewpoints, objectives, and scope of the law's application; consistent and clear leadership and direction; coordination must be proactive, sharing, and understanding; promoting collective intelligence, consulting and assessing impacts carefully and cautiously; being receptive, seriously listening, and explaining convincingly, based on practice and solid theory, along with promoting communication work to create social consensus.

Minister of Education and Training Nguyen Kim Son said that the National Assembly's passing of the Law on Teachers is a special milestone, not only for the industry but also for the whole country, a joy not only for more than 1.6 million teachers but also a common joy for all those interested in education.

“If we want an education system that creates change for the country, we cannot fail to develop the teaching force. Therefore, in the process of building the law, the slogan and spirit that we pursue is to build the law to develop the teaching force. Whatever we do to develop the teaching force, we will resolutely do it and try to do it. With the important tool in hand, the Law on Teachers will be a sharp tool, a solid foundation to develop the teaching force of our country in the new period,” affirmed Minister Nguyen Kim Son.
