Proactively anticipate scenarios to ensure people's safety

The Prime Minister directed ministries and localities to review and update plans, and be ready to immediately deploy measures to respond to super typhoon Ragasa with the most drastic spirit; proactively take response measures at the highest level, anticipating the worst-case scenario to ensure people's safety.

On September 22, the Prime Minister issued a telegram on proactively responding to super typhoon Ragasa. The storm, internationally named Ragasa, is active in the eastern sea of ​​Luzon Island (Philippines).

This is a very strong storm (currently reaching super typhoon level and will continue to maintain super typhoon level for the next 2 days when operating in the East Sea), the range of strong winds is very wide (from the 18th parallel northwards there are very strong winds), especially need to be careful of thunderstorms before the storm directly affects (even when the storm center is still about 300-400km away).

According to the forecast of the National Center for Hydro-Meteorological Forecasting (up to now), it is likely that storm Ragasa will directly affect the mainland of the Northern and North Central provinces. However, the storm's developments are still very complicated. Localities, authorities and people need to monitor and regularly update the latest storm forecast bulletins on the developments of super storm Ragasa. It is forecasted that on September 25, the storm may directly hit the mainland of our country in the area from Quang Ninh to Ha Tinh .

In order to respond to super typhoon Ragasa early and from a distance, ensure the safety of people's lives, minimize property damage, first of all to ships and activities at sea and along the coast, the Prime Minister requested the Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health; Secretaries and Chairmen of People's Committees of provinces and cities from Quang Ngai and above not to be negligent or subjective in organizing monitoring, updating, and grasping the developments of the storm and the situation in the locality; focus on leading, directing, reviewing, updating plans, and being ready to immediately deploy measures to respond to super typhoon Ragasa with the most drastic spirit, early and from a distance, proactively taking response measures at the highest level, anticipating the worst scenario to ensure the safety of people's lives, limit damage to people's and State's property, and not to be passive or surprised in any situation.

The Prime Minister also requested the Secretaries and Chairmen of the People's Committees of coastal provinces and cities from Quang Ninh to Quang Ngai, especially Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Hue (areas where very strong storm winds are forecasted) to postpone unnecessary meetings, mobilize the entire political system to participate, focus on leading, directing the implementation and urging the response to super typhoon Ragasa, including:

Urgently review and count all local vessels and vehicles operating at sea and along the coast; coordinate with relevant agencies by all means to inform ship owners and captains of vessels and vehicles still operating at sea about the developments and forecast of the storm's movement; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide vessels and vehicles to safe shelters; at the same time guide and support the implementation of necessary measures to ensure the safety of vessels at anchorage.

Based on the specific situation of the risk and level of impact of the storm on the locality, proactively decide to restrict ships and means of transport from going out to sea, operating at sea or prohibit the sea when necessary (pay attention to prevent storms and lightning before the storm directly affects); decide to control and limit means of transport during the storm causing strong winds and heavy rain to limit incidents and ensure the safety of people's lives.

Deploy as soon as possible measures to prevent and combat storms at sea, on islands, in coastal areas and on land, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; support people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.

Review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.

Regarding ministries, the Prime Minister directed the Minister of Agriculture and Environment to closely monitor, coordinate, and consult international forecast information to forecast and provide the earliest, most complete, and most accurate information on the developments and impacts of the storm, and at the same time identify the worst possible scenario so that authorities and people know and proactively deploy appropriate, timely, and effective response measures; to prevent dam safety incidents.

The organization closely monitors the situation, regularly updates and proactively announces dangerous areas at sea so that ships and vehicles operating at sea know not to enter and exit dangerous areas.

The Minister of Construction directed the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas where Ragasa storm is forecast to directly affect, to be ready to coordinate with relevant units and forces to quickly deploy response and search and rescue work when bad situations occur.

The Ministries of National Defense and Public Security direct the implementation of work to ensure safety for military and police forces, vehicles, and equipment; direct units stationed in areas at risk of being affected by storm Ragasa to proactively review plans, arrange forces and vehicles ready to support localities in evacuating and relocating residents, responding to storms, and conducting rescue operations when requested.
