(Baoquangngai.vn) - Drawing lessons from the response to Typhoon No. 3 and the subsequent rain and floods in the northern provinces, the Chairman of the Provincial People's Committee requested localities to review and compile a complete and specific list of high-risk areas for landslides, flash floods, and geological fault lines in their areas… in order to proactively respond when rain and floods occur.

On September 14th, the Chairman of the Provincial People's Committee, Nguyen Hoang Giang, signed and issued an urgent document directing the implementation of solutions to respond to landslides and urban flooding in Quang Ngai province.

The Chairman of the Provincial People's Committee requested the heads of departments, agencies, and the Chairmen of the People's Committees of districts, towns, and cities to learn from the experience of responding to Typhoon No. 3 and the subsequent rain and floods in the northern provinces, and to continue to fully implement the directives of the Standing Committee of the Provincial Party Committee and the directives of the Chairman of the Quang Ngai Provincial People's Committee in the relevant Directives.

During the rainy and stormy season, the risk of landslides in mountainous areas is very high.

The Chairman of the District People's Committee is fully responsible for implementing flood and storm prevention and control measures, as well as responding to landslides, hillside erosion, and urban flooding within their jurisdiction; and for promptly updating weather information to provide appropriate guidance.

Proactively inspect and review residential areas, houses, and offices of agencies and units in the area (especially in mountainous areas) located in high-risk landslide and flash flood zones, and develop early and specific plans to ensure the safety of people in the area; proactively monitor the developments of natural disasters closely and promptly relocate and evacuate people in the area to safe places.

The districts of Ba To, Minh Long, Son Ha, Son Tay, and Tra Bong are to review and compile a complete and detailed list of high-risk areas for landslides and flash floods, as well as geological fault lines within their areas, and send this information to the Department of Agriculture and Rural Development for compilation and reporting to the Provincial People's Committee. Simultaneously, they should develop detailed scenarios for responding to landslides and flash floods to implement when rain and floods occur.

Local authorities need to thoroughly review and compile detailed statistics on each area at high risk of landslides, flash floods, etc., in order to proactively respond.

Urgently review and inspect the dredging of the drainage system, clearing manholes, canals, sewers, and drainage channels that are at risk of blockage; manholes in construction projects that pose a risk of flooding residential areas; and prevent localized or widespread prolonged flooding in the central area of ​​Quang Ngai City. Maintain a 24/7 presence to handle localized flooding and drainage system blockages during the rainy season.

The Department of Agriculture and Rural Development (the Standing Agency for Disaster Prevention and Control) is responsible for closely monitoring the developments of natural disasters, promptly posting and providing complete information on systems, websites, and social media so that all levels, sectors, and localities are aware and can implement measures.

Coordinate and direct the Quang Ngai Irrigation Works Exploitation Company Limited, and the People's Committees of districts, towns, and cities to inspect and review water reservoirs, especially those that have deteriorated or been damaged, and to implement solutions to ensure safety during the 2024 rainy and stormy season.

Local authorities in mountainous areas need to proactively develop detailed response plans in case of rain and floods.

The Department of Transport directs functional forces to regularly patrol and promptly handle landslides or areas at risk of landslides and damage on provincial roads to ensure the safety of people and vehicles; during patrols, if localized flooding is detected, they should promptly report it to the local authorities for appropriate action.

The Department of Industry and Trade is responsible for directing hydropower reservoir owners to inspect the safety conditions of the structures; requiring reservoir owners (especially those with large capacities such as Dakdrinh...) to comply with the reservoir and inter-reservoir operating procedures approved by competent authorities...

Departments, agencies, and localities should proactively monitor the situation and developments of natural disasters regularly through mass media and provincial disaster prevention and control websites, in order to promptly implement response measures.

Review and inspect the dredging of the drainage system and the clearing of manhole covers to prevent localized flooding on roads during heavy rains.

Recently, several areas in Quang Ngai province have experienced cracks in the hillsides and mountain slopes, posing a high risk of landslides. Some of these areas have already suffered serious landslides, affecting many households, such as Van Ca Vai mountain (Di Lang town, Son Ha district) and Dak Dep residential area (Son Mau commune, Son Tay district).

According to the Quang Ngai Meteorological and Hydrological Station, the natural disaster situation will be very complex in the coming period, and the risk of storms, heavy rain, and floods occurring in the province is very high.

Currently, there are many high-risk areas in the province prone to landslides and flash floods during rainfall, posing a threat to residents, especially in mountainous districts. Additionally, heavy rains have caused localized flooding in Quang Ngai City and some densely populated areas.
