- Towards the first Provincial Red Cross Congress, term 2026-2031, commune-level Red Cross branches are actively preparing and organizing their congresses according to plan. This is an important political and social event, marking a new turning point for the organization in the context of implementing the two-tiered local government model.
On April 17th, the first Congress of Delegates of the Yen Phuc Commune Red Cross Society, for the term 2026-2031, was successfully held. This is the first unit to organize a congress at the grassroots level. In the context of implementing a two-tiered local government model, the Commune Red Cross Society proactively developed a plan and fully prepared the necessary conditions to organize the congress in accordance with regulations.

Ms. Hoang Thi Bich, Vice Chairperson of the Vietnam Fatherland Front Committee, Secretary of the Youth Union of the commune, and Chairperson of the Red Cross Society of the commune, said: Immediately after the congress, the society will focus on developing a plan to implement the resolution for the new term. At the same time, it will continue to consolidate and improve the quality of activities of the branches, promoting their core role in humanitarian work and contributing to ensuring social security in the area.
According to the plan, the grassroots-level congresses will be completed before May 30th. As of May 22nd, 19 communes have successfully held their congresses. In the remaining communes and wards, preparations for the congresses are being carried out urgently and seriously. The grassroots organizations have developed organizational plans, established organizing committees and subcommittees to ensure the congresses are conducted in accordance with regulations and the actual conditions.
Ms. Tran Thi Phuong Trinh, Vice President of the Provincial Red Cross Society, said: The Provincial Red Cross Society has issued a plan and specific guidelines on the process of organizing the congress, requiring local branches to prepare thoroughly in terms of content, personnel, and documents.
In addition, the association regularly monitors and keeps abreast of the situation at the grassroots level, promptly providing guidance and resolving any difficulties or obstacles that arise to ensure that the congresses are organized on schedule, in accordance with regulations, and in line with the realities of each locality.
Following the guidance from the provincial level, local branches of the association proactively reviewed the targets and tasks of the previous term; held expanded executive committee meetings to evaluate the results of implementing the congress resolution, and gathered feedback on the draft documents and directions for the new term. Mr. Hoang Van Toan, Vice Chairman of the Vietnam Fatherland Front Committee of Tan Tri commune, Secretary of the Youth Union, and Chairman of the Red Cross Association of the commune, said: The commune successfully organized the congress on May 20th. During the preparation for the congress, the association focused on thoroughly evaluating the effectiveness of humanitarian activities in the locality. Areas of weakness, such as resource mobilization and maintaining the activities of some branches, were frankly discussed to find solutions for improvement in the next term.
Local-level associations have innovated in document drafting, focusing on conciseness, practicality, accurate reflection of the actual situation, operational effectiveness, and proposing appropriate directions and solutions for the next phase. Personnel work is implemented in accordance with established procedures, standards, and structures, prioritizing the selection of individuals with responsibility, dedication, and the capacity to organize humanitarian activities at the local level. Particular emphasis is placed on identifying and recommending young personnel with communication skills, knowledge of information technology, and the ability to connect with the community to improve the quality of association activities and meet the demands of digital transformation in the new context.
We believe that, with thorough preparation from the grassroots level, the new term's congress will create momentum for all levels of the association to continue improving the quality of humanitarian activities, better caring for those in difficult circumstances, and spreading the spirit of compassion widely in the community.
