- Storm No. 9 (Ragasa) is approaching our country. Along with many other localities, Lang Son province has been implementing measures to proactively respond to the storm as well as heavy rain.
According to information from the National Center for Hydro-Meteorological Forecasting; Lang Son Provincial Hydro-Meteorological Station, this morning (September 24), after entering the sea area south of Guangdong province (China), storm No. 9 has reduced its intensity to level 15 (no longer super typhoon level). At 7:00 a.m., the center of the storm was at about 21.3 degrees North latitude; 113.7 degrees East longitude, about 620 km east of Mong Cai ( Quang Ninh ). The strongest wind near the center of the storm is level 15 (167 - 183 km/h), gusting above level 17, moving in the West Northwest direction at a speed of about 20 km/h.
Due to the impact of storm No. 9, from early morning on September 25, some communes and wards in the province had winds gradually increasing to level 5 - 6, some places level 7, gusting to level 8 - 9, Mau Son commune had winds of level 7 - 8, gusting to level 9 - 10. From the night of September 24 to the end of the night of September 26, the province had moderate rain, heavy rain, some places very heavy rain and thunderstorms. The rainfall was generally from 100 - 200mm, some places over 250mm. In the face of the complicated developments of rain and storms, all levels, sectors and people in the province have proactively deployed response measures.
Specifically, on September 23, the Provincial People's Committee issued Official Dispatch No. 2100/UBND-KTCN on proactively responding to super typhoon Ragasa (typhoon No. 9). It requires the Chairman of the People's Committee and the Head of the Civil Defense Command of communes and wards to focus on grasping the storm's developments and be ready with response measures; deploy shock troops to inspect and review low-lying areas at risk of landslides to proactively evacuate people and property to safe areas; prepare plans to organize forces to guard, control, and support traffic safety...
Along with that, departments and branches, based on their functions and tasks, proactively issue directive documents; maintain on-duty regime, fully arrange forces, promptly coordinate and support communes and wards to respond to rain and storms; proactively take measures to ensure safety of lakes, dams and production; strengthen information and propaganda so that people can grasp developments to have timely response measures...
In parallel with the direction of the province, the communes, wards and related units quickly started to deploy proactive measures to respond to storm No. 9. Mr. Huong Duy Tung, Vice Chairman of Trang Dinh Commune People's Committee said: To proactively respond to storm No. 9, in addition to proactively issuing directives and urging documents, on September 24, the Commune People's Committee directed specialized departments and villages to organize inspections and reviews of vulnerable areas, especially low-lying areas that are often flooded, to have warning measures and evacuate to safe places when necessary; focus on preparing human resources and equipment to serve the work of responding to rain and storms, especially the frequent flooding in the area...
Ms. Luong Thi Binh, Party Cell Secretary, Head of Na Ao Village, Trang Dinh Commune said: To proactively respond to storm No. 9, I proactively informed the villagers about the storm's developments on the village's zalo group. At the same time, the villagers also proactively implemented measures such as preparing to move belongings to a safe location; preparing necessary supplies, rafts to move when the water level rises; harvesting and preserving agricultural products to minimize damage caused by storms and flooding.
Similar to Trang Dinh commune, in Van Nham commune, the response to storm No. 9 is also being urgently implemented. Ms. Linh Thu Huong, Vice Chairman of the Commune People's Committee, said: To respond to storm No. 9, the Commune People's Committee continues to coordinate to promote propaganda to people about the developments of storms and rains, including propaganda about using phone number 112 to report information when encountering incidents and natural disasters; prepare means, equipment, human resources, strictly maintain on-duty regime; quickly overcome the consequences of the previous rain and storm; prepare drainage plans to ensure safety for people as well as develop production...
Along with the proactiveness of communes and wards, relevant units also deployed measures to be ready to respond to rain and storms. Mr. Nguyen Viet Quyen, Director of Loc Binh Irrigation Works Exploitation Enterprise, said: Due to the impact of storm No. 9, it is forecasted that in the coming days, the province will have moderate rain, with some places having heavy to very heavy rain. In response to the storm, the unit is currently assigning personnel to work 24/24 hours to monitor the storm developments to promptly respond. Especially for the Ban Lai reservoir project, in addition to assigning 4 people/shift, during the time of rain and storm, the unit will add 6 more people to work together. At the same time, in the early afternoon of September 24, the unit will release water to lower the reservoir water level to proactively respond to the flood.
Storm No. 9 is approaching our country and is forecast to cause strong winds and heavy rain in the province. With the solutions that have been and are being implemented, we believe that the response to Storm No. 9 in the province will achieve positive results. Thereby, it will contribute significantly to minimizing human and property damage caused by storms and rains.
