National Assembly Chairman opens the 25th session of the National Assembly Standing Committee

On the morning of August 14, at the National Assembly House, the National Assembly Standing Committee opened the 25th session under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Speaking at the opening of the session, National Assembly Chairman Vuong Dinh Hue emphasized that this was the session with the largest number of contents since the beginning of the year with 21 contents, focusing on supervision, legislation and a number of other important issues.

With such a large amount of work, the meeting time will be relatively long (total time is 7 days), flexibly arranged into 2 sessions (session 1 from August 14 to August 18, session 2 from August 24 to August 25).

First time broadcasting live radio and television session of thematic supervision

According to the 2023 Supervision Program and Plan, the National Assembly Standing Committee will conduct thematic supervision on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on Innovation of GeneralEducation Programs and Textbooks"; at the same time, organize a question-and-answer session.

For the first time, the thematic supervision session of the National Assembly Standing Committee will be broadcast live on radio and television for National Assembly deputies, voters and people nationwide to follow, contributing to promoting democracy, rule of law, publicity and transparency in the activities of the National Assembly.

In accordance with legal regulations, based on proposals from 53 National Assembly delegations with 132 groups of questions, the National Assembly Standing Committee considered and decided to set aside 1 day (August 15) to organize questions on 2 groups of questions.

The first group under the Ministry of Justice will focus on issues related to the implementation of the law and ordinance making program; improving the quality of the legal system, controlling power, preventing corruption and negativity in law making; inspecting legal documents; improving the effectiveness of asset auctions and judicial appraisal.

The second group belongs to the Ministry of Agriculture and Rural Development, focusing on issues related to removing difficulties for agricultural exports; exploitation, protection and development of aquatic resources; solutions to remove the European Commission's (EC) "yellow card" for aquatic products; conversion of land use purposes, recovery of rice-growing land areas, ensuring food security and rice export.

The National Assembly Standing Committee will give initial comments on the results of the thematic supervision of "Implementation of the National Assembly's resolutions on the National Target Program on New Rural Construction for the 2021-2025 period, Sustainable Poverty Reduction for the 2021-2025 period, and Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period".

The National Assembly Chairman said that this is one of two supervisory topics of the National Assembly in 2023. The implementation of this supervisory topic continues to record two outstanding innovations in the National Assembly's supervisory activities.

Firstly, innovation in thinking and approach in selecting monitoring content: Conducting thematic monitoring right in the initial stage of implementing the 3 National Target Programs. Thereby, promptly assessing, drawing experience, pointing out the achieved results and remaining problems to promptly resolve with the Government, Ministries, branches and localities, contributing to ensuring the effective implementation of important policies and guidelines decided by the National Assembly.

Second, the combination of different forms and monitoring activities to ensure overall effectiveness. The combination and resonance of monitoring activities have helped agencies to perceive and evaluate monitoring issues from many perspectives, creating changes right in the monitoring process.

On June 24, the Government issued Decree No. 38/2023/ND-CP amending and supplementing a number of articles of Decree No. 27/2022/ND-CP stipulating the management and implementation mechanism of National Target Programs, aiming to overcome a number of shortcomings that are not suitable to reality, causing difficulties and obstacles in implementation as proposed by localities, agencies of the National Assembly, and National Assembly deputies through the supervision process.

In addition, the National Assembly Standing Committee commented on the draft plan and report outline of the 3 Thematic Supervision Delegations in 2024.

Large legislative workload

In the legislative work, the National Assembly Standing Committee will give opinions on the explanation, acceptance, and revision of 8/9 draft laws that the National Assembly has commented on at the 5th Session; and give initial opinions on 2/8 draft laws that will be submitted to the National Assembly for initial comments.

According to the National Assembly Chairman, the volume of legislative work at this session is very large, including many complex and important draft laws that are of great interest to voters and the people.

Typical examples are the group of 3 draft laws on land, housing, and real estate business. The National Assembly Chairman said that these are draft laws that have a great impact on the economy and society, are closely related to each other, and are also directly related to the contents of the draft Law on amending and supplementing a number of articles of the Law on Property Auction. It is necessary to ensure high synchronization and unity to unlock development resources, properly and fully institutionalize the Party's resolutions; at the same time, it is necessary to pay close attention to avoid creating new institutional obstacles, avoiding loopholes that can lead to negativity, waste, group interests, and local interests.

The Land Law Project (amended) is one of the very important legislative tasks of the entire term, expected to be submitted to the National Assembly for approval at the next session.

The Economic Committee and agencies of the National Assembly have been very active in organizing seminars and discussions to collect opinions from experts, relevant agencies and organizations; promptly coordinating with the Government to absorb, revise and complete the project; reporting to the National Assembly Chairman and Vice Chairmen for guidance on major contents with different opinions.

Up to now, many contents have been basically agreed upon by the agencies. As for some contents that were brought up for comments at this session, the National Assembly Chairman requested that members of the National Assembly Standing Committee continue to carefully study and pay attention to contributing opinions to complete and submit to the National Assembly the draft with the highest quality.

The group of laws in the field of national defense and security at this session also accounted for a large number with 3 projects including: Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots; Law on Citizen Identification (amended).

These are important draft laws, contributing to perfecting the legal system in the field of national defense and security to meet the requirements of protecting the Fatherland and ensuring security in the new situation.

The National Assembly Chairman emphasized and requested that delegates study and give specific opinions, including continuing to work with the Government to frankly, comprehensively and receptively assess the impact of regulations, especially on organization, staffing, budget... to contribute to perfecting the draft laws submitted to the National Assembly.

In addition, the draft Law on Social Insurance (amended) also raises many "hot" issues that have a great impact on social security. The National Assembly Chairman requested the National Assembly Standing Committee to focus on giving opinions on such issues as the time of social insurance payment, one-time withdrawal of social insurance, salary as the basis for social insurance payment, and subjects participating in compulsory social insurance.

At this session, the National Assembly Standing Committee will consider and decide on a number of other issues within its authority.

After the opening speech of the National Assembly Chairman, the National Assembly Standing Committee gave opinions on the explanation, acceptance and revision of the draft Law on Water Resources (amended). Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting.
