On June 6, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed a document to send to heads of departments, branches, and sectors, Chairman of the Thu Duc City People's Committee, and districts to implement the Prime Minister 's telegram on rectification and strengthening responsibility in handling work of officials and agencies.
Accordingly, the head of the Ho Chi Minh City People's Committee requested heads of departments, branches, and sectors, the Chairman of the Thu Duc City People's Committee, and districts to focus on reviewing, promptly amending, and supplementing the process of assigning and organizing the implementation of tasks and work at agencies and units under their authority.
Request to cut down and simplify unnecessary processes and procedures; specifically, personalize the authority and responsibility of the collective and individuals in each stage of the work processing process.
The Chairman of Ho Chi Minh City directed that there should be absolutely no shirking or evasion of responsibility, ensuring that work within authority must be handled quickly, promptly, and the implementation time must be shortened.
In cases of shirking, evasion, lack of responsibility leading to delays or failure to decide on issues and tasks within the authority, it is necessary to review and handle the responsibility of the relevant collectives and individuals according to regulations; strictly handle acts of causing trouble, harassment, corruption, and negativity.
Mr. Phan Van Mai also requested units to strengthen the inspection of public service activities, especially surprise inspections. From there, promptly review, replace or transfer to other jobs for cadres, civil servants and public employees with weak capacity, who do not dare to do, avoid, push back, lack responsibility, delay and do not meet the requirements of the work assigned by competent authorities.
In addition, the Chairman of Ho Chi Minh City directed that work under the authority of one's agency or unit should not be transferred to another agency or unit. When handling work, the units assigned to preside must proactively and actively coordinate effectively with the heads of relevant agencies or units, and not seek coordination opinions from unrelated or unnecessary agencies, which would affect the progress of work handling.
The agencies and units consulted have the responsibility to respond on time, with clear opinions; do not respond generally, irresponsibly or avoid responsibility. At the same time, the Chairman of the City People's Committee also proposed to promptly and appropriately commend and reward collectives and individuals who are determined in performing their duties, completing their tasks well, daring to speak, daring to think, daring to act, being proactive and creative for the common good.
