On the morning of June 1st, at the Nam Cao Street Cultural Center in Tan Son Ward ( Thanh Hoa City), the Nam Cao Neighborhood Committee held a meeting to gather voter opinions on the plan to merge Dong Son District into Thanh Hoa City and establish wards within Thanh Hoa City; and to merge Tan Son Ward into Phu Son Ward in Thanh Hoa City.

In his opening remarks at the conference, Comrade Nguyen Duc Thanh, Secretary of the Party Branch and Head of the Voter Consultation Team of Nam Cao Street, emphasized: The reorganization of district and commune-level administrative units is a major policy of the Party and the State. This reorganization aims to rationally organize district and commune-level administrative units in accordance with the practical realities and development trends of the country. Merging administrative units will create favorable conditions for stronger investment and development in the area, leading to faster and more comprehensive infrastructure development.

Accordingly, the incorporation of Dong Son district into Thanh Hoa City is consistent with the local culture and history, an inevitable trend, and meets the management requirements for the urbanization process. It contributes to the reform and streamlining of the organizational structure, ensuring effective and efficient operation in accordance with Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam and Resolution No. 37-NQ/TW of the Politburo .
The incorporation of Dong Son district into Thanh Hoa city aims to expand urban space, build and develop Thanh Hoa city to be worthy of a Class I urban area, the political-administrative, economic , cultural-social, and scientific-technical center of the province; to build Thanh Hoa city into a smart, civilized city with its own identity, a center for finance, trade, tourism, science and technology, high-tech industry, healthcare, culture and sports, and education and training for the North Central and South Northern regions; in accordance with local historical traditions, to promote the potential, advantages, traditions and cultural history of the Ma River Delta and Dong Son culture; and to contribute to building and developing Thanh Hoa into a model province, a new growth pole of the whole country.

Regarding Tan Son ward, established by adjusting a portion of the natural area and population of Phu Son ward (in 2002), it does not yet meet the prescribed standards and is therefore subject to restructuring in the 2023-2025 period. Therefore, merging Tan Son ward into Phu Son ward is an inevitable trend contributing to streamlining the administrative organization; it is consistent with historical traditions, customs, demographic characteristics, and the transportation system, ensuring convenience for leadership and guidance by the Party committee, management by the local government, and the daily life, administrative transactions, education, and healthcare of the people.

At the meeting, representatives of the Nam Cao residential area's voter consultation team briefed and implemented several contents related to the voter consultation, such as: the purpose and requirements of the voter consultation; the reasons for the reorganization, the reorganization plan, the name, and the working headquarters of the administrative unit after the reorganization... Specifically, the name of the city after merging Dong Son district into Thanh Hoa City is "Thanh Hoa City"; the name of the new administrative unit after merging Tan Son ward into Phu Son ward of Thanh Hoa City is "Phu Son ward".

At the conference, voters in Nam Cao residential area expressed their agreement, support, and determination to work together with the local Party committee and government to effectively implement the policies of the Party and State that have been set forth and are being implemented.

Speaking at the conference, Chairman of the People's Committee of Thanh Hoa City, Tran Anh Chung, emphasized the role and significance of the merger and reorganization of administrative units; and expressed his hope that voters would exercise their rights and obligations, fostering unity and consensus between the Party's will and the people's aspirations, so that the city government and its people could complete the task of merging Dong Son district into Thanh Hoa City, merging Tan Son ward into Phu Son ward, and establishing two wards, Hoang Dai and Hoang Quang, within Thanh Hoa City.
