Chairman of Nghe An Provincial People's Committee signed an urgent dispatch to proactively respond to floods and storms.

Recently, heavy rain occurred in the province, causing local flooding, landslides, and damage to people and property.

According to the forecast of the North Central Hydrometeorological Station, from October 13 to October 15, Nghe An will have moderate to heavy rain and thunderstorms with common rainfall from 50 to 100 mm, some places over 150 mm and still complicated developments; high risk of deep flooding in low-lying areas, urban flooding, flash floods, landslides in mountainous areas.

Implementing the Prime Minister 's Official Dispatch No. 950/CD-TTg dated October 12, 2023 on proactive response to floods in the Central region, to ensure safety of life, minimize damage to people's and State's property, the Chairman of the Provincial People's Committee - Head of the Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense of Nghe An province requests the Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense of districts; Directors of departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns not to be negligent or subjective, to closely monitor the developments of natural disasters, focus on directing and proactively implementing timely and effective measures to respond to natural disasters.

Assign the Chairmen of the People's Committees of districts, cities and towns to: Organize the review and proactively evacuate households in dangerous areas, especially households in areas at high risk of landslides, flash floods and deep flooding to safe places; have plans to support temporary accommodation, food and necessities for people who have to evacuate, ensuring stable lives for people.

At the same time, organize forces to guard and strictly control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, areas with landslides or areas at risk of landslides, and resolutely not allow people and vehicles to pass through if safety is not ensured; proactively direct the implementation of work to ensure safety for teachers, students, andeducational facilities in flooded areas.

Proactively deploy work to ensure the safety of dikes and dams according to alarm levels, especially key works under construction, to minimize damage.

Organize propaganda, mobilize and guide people to proactively implement measures to ensure safety and limit damage when floods occur; strictly prohibit people from collecting firewood, fishing, etc. on rivers, streams, and downstream of dams during floods to avoid human losses; at the same time, guide people in areas frequently affected by natural disasters to stockpile food and necessities to proactively prevent floods, landslides that cause local isolation and last for many days.

In particular, it is necessary to proactively arrange forces and means in key areas to promptly organize support for people to evacuate and rescue when situations arise.

Units:

The North Central Region Hydrometeorological Station closely monitors and supervises natural disaster situations, warns, forecasts, and provides complete and timely information to competent authorities to serve the direction and response to natural disasters according to regulations.

The Department of Agriculture and Rural Development and the Department of Industry and Trade, according to their assigned state management functions, coordinate with localities to promptly direct the work of ensuring safety for agricultural and industrial production, safety of irrigation and hydroelectric dams, especially for small hydroelectric reservoirs and important irrigation reservoirs.

The Department of Education and Training coordinates with localities to direct the work of ensuring the safety of teachers, students, facilities, equipment, tools and learning materials in areas affected by floods.

The Department of Transport directs and guides the organization of traffic and ensures traffic safety in areas affected by floods, promptly overcomes incidents, and ensures smooth traffic, especially on main traffic routes.

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police proactively direct and coordinate with localities to deploy response, search, and rescue work, ensuring timeliness and effectiveness.

Provincial Radio and Television Station, Nghe An Newspaper and mass media agencies increase reporting, proactively instruct people on skills to prevent, respond to, and minimize damage caused by natural disasters.

Directors of Departments, Heads of other provincial-level departments, branches and organizations, according to their assigned state management functions, proactively direct and coordinate with localities to promptly deploy flood response work.

The Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense organizes a duty to closely monitor the natural disaster situation, proactively directs, inspects and urges localities to deploy the work of preventing, combating, overcoming consequences, and limiting damage caused by natural disasters; promptly reports and proposes to competent authorities to direct and handle issues beyond their authority.

The Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests Directors of Departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns and related agencies and units to seriously implement.
