On the morning of November 9th, in Pleiku City (Gia Lai province), the Central Steering Committee for National Target Programs (NTPs) held a conference to evaluate the results of the National Target Program for socio -economic development in ethnic minority and mountainous areas (Program 1719) Phase I (2021-2025) and propose the content of the program for Phase II (2026-2030) in the Central and Central Highlands regions.

Member of the Political Bureau, Secretary of the Central Committee of the Party, and Standing Deputy Prime Minister Nguyen Hoa Binh chaired the conference.

Also attending the conference were: Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam; Minister and Chairman of the Committee for Ethnic Minorities Affairs Hau A Lenh; Deputy Minister and Vice Chairman of the Committee for Ethnic Minorities Affairs Y Vinh Tor; along with representatives from central ministries and agencies; leaders of the People's Committees and Ethnic Affairs Committees of 16 provinces and cities in the Central and Central Highlands regions.

Accordingly, the Central - Central Highlands region comprises 16 provinces and cities, including 445 communes in Area I, 66 communes in Area II, and 476 communes in Area III, with 3,243 particularly disadvantaged villages, accounting for 24.53% of the country's particularly disadvantaged villages, ethnic minority and mountainous areas.

As of September 30, 2024, the disbursement of central government budget funds under Program 1719 in the 16 provinces in the region was higher than the national average, with disbursed capital reaching VND 12,933 billion (equivalent to 60.6%). Specifically, the current disbursement rate of investment capital under the Program is 74.3%, nearly 1.3 times higher than the national average of 57.7%. Among them, Ninh Thuan, Khanh Hoa, and Binh Dinh provinces had the best disbursement rates: 76.5%, 76.3%, and 69.5%, respectively. The provinces with the lowest disbursement rates were Quang Ngai (49.2%), Dak Lak (51.9%), and Quang Binh (53.3%).

At the conference, delegates, including leaders from ministries, sectors, and localities, focused on discussing and evaluating the results of the Program's implementation during the 2021-2025 period, especially the achievements and limitations in the implementation of each project, sub-project, and component; clearly identifying areas that are lagging or facing obstacles and need to be addressed. They proposed key tasks and solutions for the coming period to achieve the goals, targets, and objectives of the Program in Phase I, as well as specific contents for Phase II, particularly the identification of the overall goal and specific goals and targets of the Program. They also proposed the structure, content of the component projects and funding sources of the Program; and specific mechanisms and policies for implementing the Program in Phase II.

In his concluding remarks at the conference, Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated the determination, efforts, and involvement of the entire political system, as well as the support and cooperation of the people of the 16 provinces in implementing Program 1719.

Through the implementation of Program 1719, the lives of ethnic minorities have improved significantly, the number of poor households has decreased, infrastructure has developed, and the appearance of ethnic minority and mountainous regions has changed considerably; many humane policies have reached the people. Many localities have effectively implemented livelihood support policies, helping to increase income and improve the lives of the people. Average income has increased significantly, reaching an average of 34.5 million VND/person/year, more than 2.5 times higher than in 2019.

However, alongside the positive results achieved, Deputy Prime Minister Nguyen Hoa Binh noted that the implementation of Program 1719 still has some shortcomings and limitations that need to be addressed. For example, some mechanisms and policies remain inadequate, unreasonable, and have not been amended or supplemented in a timely manner. The disbursement rate of public investment capital remains low. Coordination between ministries, agencies, and localities is sometimes inconsistent and not sufficiently close. The implementation of infrastructure projects is still difficult, partly due to objective reasons such as the terrain of the region, but also partly due to the avoidance, shirking of responsibility, indifference, fear of making mistakes, and incomplete work by some officials.

Regarding key tasks and solutions for the coming period, Deputy Prime Minister Nguyen Hoa Binh requested that localities proactively review and identify difficulties and obstacles in the implementation process in order to find solutions to overcome them or report to competent authorities for consideration, guidance, and timely handling in accordance with current regulations and the actual situation.

Along with that, emphasis should be placed on improving the organizational structure and enhancing the quality of the implementing staff; strengthening decentralization and empowering the grassroots level, coupled with training and capacity building to implement and monitor the Program. "We must pay utmost attention to personnel restructuring. Those participating in the implementation of Program 1719 must be truly selected from individuals with experience, knowledge, dedication, responsibility, and a genuine commitment to the people and ethnic minority regions," emphasized Deputy Prime Minister Nguyen Hoa Binh.
