Focus on planning and management.

Planning work, with a focus on completing the preparation, appraisal, and submission for approval of zoning plans, is one of the important tasks currently being carried out in the Nghi Son Economic Zone (NSEZ) and industrial parks (IPs). This aims to address inconsistencies, overlaps, and lack of uniformity between different types of plans, thereby creating favorable conditions for attracting investment and implementing projects.

In 2023, the Management Board of the Thanh Hoa Economic Zone and Industrial Parks advised and implemented many important plans, such as: advising the Provincial People's Committee to coordinate with the 4th Military Region Command to sign and issue the Regulation on coordinating the management and use of the Hon Me Island Cluster in Thanh Hoa province, in the direction of combining national defense with socio-economic development; developing a plan for the development of the system of economic zones, industrial parks, export processing zones, and high-tech zones, submitting it to the Department of Planning and Investment for integration into the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, which was submitted and approved by the Prime Minister in Decision No. 153/QD-TTg dated February 27, 2023. Following the approval of the Provincial Planning for the period 2021-2030, with a vision to 2045, by the Prime Minister, the unit advised the Provincial People's Committee to issue Plan No. 105/KH-UBND dated May 4, 2023, on the implementation of planning for industrial parks in Thanh Hoa province.

Also during the past year, the unit organized and submitted 22 planning projects for approval, specifically: Submitting for approval the partial adjustment of the General Planning for the Nghi Son Economic Zone, Thanh Hoa province until 2035, with a vision to 2050 (including the adjustment of port land to industrial land to implement the Nghi Son LNG power plant project, which has been approved by the Provincial People's Committee); submitting and obtaining approval from the Provincial People's Committee for 5 industrial park projects No. 21 and No. 22; and the zoning plan for urban areas No. 14 and No. 16...

The Provincial People's Committee has also approved the plan for selecting contractors and organizing bidding for consultants to prepare planning for 7 projects, including: the zoning plan for the ST-05 and ST-08 ecological zones; the zoning plan for Industrial Park No. 15; the adjustment and expansion of the zoning plan for Industrial Park No. 4; the partial adjustment of the zoning plan for Lam Son - Sao Vang Industrial Park (Tho Xuan); the zoning plan for the industrial park west of Thanh Hoa City; and the zoning plan for Ha Long Industrial Park (Ha Trung).

Adhering closely to the planning tasks and progress, in the first quarter of 2024, the Management Board of Nghi Son Economic Zone and Industrial Parks continued to prepare and submit for approval 19 planning tasks. Currently, the Provincial People's Committee has approved one planning project for Industrial Park No. 16; and submitted one planning project for the Tuong Linh Industrial Park (Nong Cong) to the Provincial People's Council. The Provincial People's Committee also sought opinions from the Ministry of Construction and the Ministry of Planning and Investment on two planning projects for the industrial parks west of Thanh Hoa City and a partial adjustment project for the General Planning of Nghi Son Economic Zone (regarding the two proposals from Dai Duong Cement Joint Stock Company and VAS Nghi Son Group Joint Stock Company to expand their projects).

The unit has also submitted to the Department of Construction for appraisal four zoning plans: Industrial Park No. 15; adjustment of Industrial Park No. 4; urban area No. 13; and partial adjustment of Lam Son - Sao Vang Industrial Park. Simultaneously, it is developing six planning projects: ST-05 and ST-08 ecological zones; Ha Long Industrial Park (Ha Trung); Bac Hoang Hoa Industrial Park (Hoang Hoa); KT-01 Warehouse and Service Zone; and adjustment of Dinh Huong - Tay Bac Ga Industrial Park. The unit has also completed and submitted to the Department of Construction for appraisal the cost estimates for surveying and planning five projects: zoning plan for ST-01 ecological zone; metallurgical industrial park; zoning plan at a scale of 1/2000 for Da Loc Industrial Park (Hau Loc) and Nga Tan Industrial Park (Nga Son); and the plan for marking boundaries according to the approved zoning plans and detailed construction plans in the Nghia Son Economic Zone.

Recently, the Provincial People's Committee issued Decision No. 1759/QD-UBND approving the 1/2000 scale zoning plan for Urban Area No. 13 in the Nghi Son Economic Zone. The planning study area covers approximately 390 hectares, with a projected population of about 12,000 people, along with technical infrastructure indicators for transportation and other infrastructure systems.

According to the Management Board of the Nghi Son Economic Zone and Industrial Parks, in 2024 the unit will focus on completing the zoning plan for the Tuong Linh Industrial Park (Nong Cong); the zoning plan for Industrial Park No. 15; the revised zoning plan for Industrial Park No. 4; the zoning plan for Urban Area No. 13; and the detailed planning project for the KT-01 warehouse and service area. The unit will also finalize the dossiers and procedures for approval of the zoning plan budgets submitted to the Department of Construction, as a prerequisite for the implementation of infrastructure projects in industrial parks and urban areas. The Board will regularly patrol and inspect the current status of construction projects by investors and individual housing construction activities within the Nghi Son Economic Zone, promptly reporting any cases of illegal construction to local authorities for resolution in accordance with regulations.
