Make thorough preparations for the ceremony to announce resolutions and decisions on the merger of administrative units.

Attending the conference were Comrade Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; members of the Standing Committee of the Provincial Party Committee and Provincial Party Committee members; and leaders of several departments, agencies, organizations, and localities in the province.

According to the report presented at the conference, socio-economic development achieved many positive results in the first six months of the year. Economic growth (GRDP) is estimated at 14.04%. Total state budget revenue for the first six months is estimated at VND 16,980 billion, an increase of 78.2% compared to the same period in 2024. In the 2024 Provincial Competitiveness Index (PCI), Bac Giang continues to maintain its position among the leading provinces nationwide, ranking 4th out of 63 provinces and cities. The province's investment attraction continues to yield quite positive results, especially for new investment projects in the domestic direct investment (DDI) sector.

Disbursement of public investment capital has yielded positive results; socio -economic infrastructure continues to improve. Existing shortcomings and limitations in the fields of land, resources, environment, investment, and construction are being gradually addressed. Culture and society continue to develop; the quality of education continues to affirm its top position nationwide; social security is implemented effectively.

Administrative reform, reorganization of administrative units, and digital transformation have been accelerated. The quality of citizen service and handling of complaints and denunciations has improved. Political security and social order and safety have been ensured, and traffic accidents have decreased in all three criteria...

At the conference, delegates focused on discussing and providing feedback on the draft reports: the situation regarding the implementation of the socio-economic development plan; the situation regarding the implementation of the state budget estimates for the first six months of the year, and tasks and solutions for the last six months of 2025; the draft report analyzing the settlement of the local budget of Bac Giang province in 2024 and the draft Resolution of the Provincial People's Council approving the settlement of the local budget for 2024; and the draft reports on the situation and results of ensuring security and order, and the situation and results of implementing local defense and military tasks in the first six months of the year; and the direction and tasks for the last six months of 2025.

Concluding these points, the Provincial Party Secretary emphasized: The Provincial Party Committee acknowledges and commends all levels, sectors, and localities, especially the district and commune-level officials who will soon complete their historical mission, along with the team of officials from the province to the grassroots, for their efforts in comprehensively implementing political tasks and achieving many positive results. Bac Giang continues to be a bright spot nationwide in economic growth, creating confidence and motivation before its merger with Bac Ninh province.

From July 1st, 2025, the two provinces of Bac Giang and Bac Ninh will officially merge to form the new province of Bac Ninh. Given the role, position, and development space of the new province, all levels, sectors, localities, and every official and Party member need to demonstrate even greater effort and determination; decisively and intensely lead, direct, and organize the implementation to successfully complete all tasks. The goal is to achieve the highest possible results in all targets and tasks set for 2025, while also successfully organizing the Bac Ninh Provincial Party Congress for the 2025-2030 term.

The Provincial Party Committee basically agreed with the reports prepared by the Provincial People's Committee Party Committee. The Provincial People's Committee Party Committee was tasked with directing the full incorporation of the delegates' feedback to finalize the draft reports and documents for submission to the Provincial People's Council meeting on June 27, 2025 for consideration and decision.

Also at the conference, delegates reviewed and approved the Draft Resolution of the Provincial People's Council on adjusting, supplementing, and allocating in detail the medium-term public investment plan for the period 2021-2025 (provincial budget capital within the balance).

Through the Draft Proposals: Establishing a new Party Committee of the People's Committee of Bac Ninh province based on the merger of the Party Committee of the People's Committee of Bac Giang province and the Party Committee of the People's Committee of Bac Ninh province; establishing a new Party Committee of the Party Agencies of Bac Ninh province based on the merger of the Party Committee of the Party Agencies of Bac Giang province and the Party Committee of the Party Agencies of Bac Ninh province; establishing a new Party Committee of the Military of Bac Ninh province based on the merger of the Party Committee of the Military of Bac Giang province and the Party Committee of the Military of Bac Ninh province; establishing a new Party Committee of the Public Security of Bac Ninh province based on the merger of the Party Committee of the Public Security of Bac Giang province and the Party Committee of the Public Security of Bac Ninh province.

In addition, contributions were made to the Draft Working Regulations of the Bac Ninh Provincial Party Committee (new); the Draft 2025 Work Program of the Bac Ninh Provincial Party Committee (new); the Draft Political Report of the Bac Ninh Provincial Party Committee at the Provincial Party Congress for the 2025-2030 term; and the Draft Review Report of the Bac Giang Provincial Party Committee, 19th term, 2020-2025. Regarding these drafts, Comrade Nguyen Van Gau requested delegates to continue studying and contributing opinions. The Provincial Party Committee assessed that the draft Political Report basically reflected the outstanding achievements of the past term; proposed the theme and motto of the Congress and the breakthrough goals, solutions, and tasks for the next term. However, it is necessary to continue to leverage collective intelligence, conduct thorough, scientific, and systematic research to accurately outline the direction, vision, goals, and breakthrough development solutions for the new Bac Ninh province.

Concluding the meeting, the Provincial Party Secretary emphasized: Time is running out between now and July 1st, and there are many urgent tasks to be completed. Therefore, it is necessary to focus intensely on directing the completion of procedures and issuing decisions related to the organizational structure for the announcement. He stressed the importance of limiting farewell parties and gatherings; and strictly prohibiting celebrations and congratulations for appointments or promotions resulting from the reorganization of administrative units in accordance with the Central Committee's directives.

The comrade stated that the nationwide unification announcement ceremony will be held at 8:00 AM on June 30, 2025. A live video broadcast will be organized at one location in the province, connecting online to all communes and wards within the province. He requested that district leaders disseminate this information and the regulations regarding the composition of attendees at the commune level, delegate attire, etc., to the communes for implementation.

The comrade suggested that from now until the end of the district-level activities, the secretaries of the district, town, and city Party committees should continue to focus on directing the resolution of remaining tasks such as directing support for the people in selling lychees; closely monitoring the situation, and preventing and mitigating natural disasters and floods.

Agencies, units, and localities shall carry out the handover of finances, assets, and personnel according to the arrangement plan. Focus on strengthening propaganda work along roads, residential areas, public places, and among the people regarding the ceremony announcing the new province and new communes.

The Party Committee of the Provincial People's Committee continues to focus on directing the preparation for the announcement ceremony to ensure thoroughness. Contingency plans are in place in case of bad weather, especially for the art program and fireworks display on the evening of June 30th.

The Party Committee of the Provincial People's Council directed the urgent preparation for the first session of the new Bac Ninh Provincial People's Council. Departments and agencies focused on transferring, allocating, and distributing finances and assets, supporting the establishment of information technology infrastructure, and guiding necessary procedures for commune-level administrations to operate from July 1st. Between now and June 30th, all agencies and units proactively moved vehicles, equipment, and personnel to their new workplaces.
