
In his opening remarks, Ho Chi Minh City Party Secretary Tran Luu Quang emphasized two major tasks for the city in the coming period. First, addressing existing problems and overcoming obstacles the city is facing, particularly the four issues suggested by General Secretary To Lam at the City Party Congress: traffic congestion, flooding, air pollution, and the goal of building a drug-free city.
The second set of tasks is to enhance Ho Chi Minh City's new role and position in the context of a larger scale, broader development space, stronger potential, and more room for growth, with very significant responsibilities. The city continues to play the leading role in the national economy ; it is a center for science and technology development, innovation, digital transformation, and a series of other centers where many new models are applied, such as an international financial center and a free trade zone. "We have two major tasks like that, and the ultimate goal is to ensure that the quality of life for each individual and each family is better," stated Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee.

According to Mr. Tran Luu Quang, the city currently enjoys many advantages from existing mechanisms. The general mechanisms and policies of the entire country are becoming increasingly open, with stronger decentralization and delegation of power, and many administrative procedures have been streamlined. In particular, the National Assembly recently passed a resolution amending Resolution 98/2023/QH15 on the special mechanism for the development of Ho Chi Minh City, creating even more favorable conditions for the city's development. With such conditions, Ho Chi Minh City is fully capable of effectively implementing many major tasks. In the context of changes and mergers of administrative units and the organization of a two-tiered local government model, the city needs new thinking and new approaches that are appropriate to the current reality. The tasks set at the conference are immense; therefore, Mr. Tran Luu Quang hopes that the members of the City Party Committee will actively discuss, contribute heartfelt opinions, propose creative ideas and effective methods, in order to create clear changes starting in 2026, striving to achieve double-digit growth. This is not an easy goal, but Ho Chi Minh City has every reason to believe it can achieve it.
