
The People's Committee of Ho Chi Minh City has issued Report No. 316/BC-UBND on the situation and results of the implementation of the National Action Program to improve policies and laws to promote responsible business practices in Vietnam (National Action Program 843).
To implement the above program, Ho Chi Minh City has completed the drafting of legal documents in the area; reviewed and improved policies and laws on labor, wages, social security, and protection of the rights of vulnerable groups; and proposed amendments, additions, and new promulgation of laws and regulations related to promoting and protecting labor rights and welfare of workers in labor relations and employment, ensuring compatibility with international labor standards that Vietnam has ratified.

Simultaneously, research will be conducted to develop policies for job protection, retraining of workers, and safeguarding workers' rights in their relationship with platform companies in the context of digital transformation; proposing amendments, additions, or new regulations related to gender equality and combating discrimination… Reviewing and improving laws and policies on environmental protection, cleaner production, and the circular economy ; reviewing and improving laws and policies on consumer protection to promote responsible business practices.
In addition, Ho Chi Minh City is also reviewing and improving the implementation of laws and policies in bidding activities; enhancing transparency and preventing corruption in business operations; and organizing training, workshops, and communication on responsible business practices.

According to the Ho Chi Minh City People's Committee, the implementation of National Action Program 843 still faces many difficulties. Specifically: In the field of occupational safety and health: Occupational safety and health training, workplace environmental monitoring, and remediation mechanisms still have many shortcomings, from regulations to their implementation in practice. Therefore, further standardization is needed to suit the current development situation, and revised and supplementary legal documents should be issued soon.
Employment and Digital Transformation: Currently, there is a lack of regulations related to sustainable employment, green jobs, the sharing economy, etc. Therefore, when implementing National Action Program 843, there will be difficulties in evaluating the set objectives.
Information transparency in the private sector is uneven; increasing competitive pressure gives rise to a "compromise" mentality in business (in a fiercely competitive environment, some businesses tend to seek advantages through opaque relationships, reducing the effectiveness of overall anti-corruption efforts).

Based on the practical implementation of the program, Ho Chi Minh City proposes that the Ministry of Industry and Trade, the Ministry of Justice , and other relevant ministries and agencies continue to improve the legal framework and issue detailed guiding documents for the implementation of the 2023 Law on Consumer Rights Protection. This is especially important for regulations related to e-commerce, investment, production, and distribution of goods and services in the digital environment. This will create a comprehensive and feasible legal basis to protect the legitimate rights of consumers and encourage businesses to conduct their operations responsibly, transparently, and sustainably.
Regarding laws on preventing and combating corruption and negative practices, there is a need for early guidance on implementing relevant regulations for the non-state sector, concerning inspection and auditing procedures for the implementation of laws on preventing and combating corruption and negative practices in non-state enterprises and organizations…
Furthermore, it is necessary to strengthen administrative reforms and digital transformation in business management and public services in accordance with the goals of efficiency, transparency, and putting citizens and businesses at the center…
