Standardizing Front cadres in the digital transformation era

In the context of implementing a two-tiered local government model and promoting digital transformation, the Vietnam Fatherland Front Committee of Hanoi City is focusing on innovating the training and development of grassroots officials in a practical and modern direction.

In May 2026, the Standing Committee of the Vietnam Fatherland Front Committee of the city organized three training courses for the Chairpersons and Vice-Chairpersons of the Vietnam Fatherland Front Committees of communes and wards, covering many new and practical topics, and for the first time applying digital platforms to assess output standards.

Practical and relevant to real-world needs.

In the current period, along with the need to reform the organizational structure and improve the effectiveness and efficiency of the grassroots political system, the Front's cadres are facing many new tasks. Not only must they firmly grasp the Party's guidelines and the State's policies and laws, but Front cadres must also improve their skills in propaganda, mobilization, supervision, and social criticism, while simultaneously adapting quickly to digital transformation.

Arising from that need, from May 19th to 26th, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, in coordination with the Le Hong Phong Cadre Training School, organized three training courses on Fatherland Front work in 2026 for approximately 600 trainees, including Chairpersons and Vice-Chairpersons of the Vietnam Fatherland Front Committees of communes and wards in the city.

The program is designed to be streamlined yet practical, focusing on four key themes: enhancing the effective use of artificial intelligence in the work of Front officials; the monitoring and social critique work of the Vietnam Fatherland Front; inspection and supervision work within the Fatherland Front system; and improving the effectiveness of the Front's propaganda and public opinion guidance work in the context of digital transformation.

According to Bui Huyen Mai, Standing Committee Member of the Hanoi City Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, in the context of the city implementing a two-tiered local government model and streamlining the organizational structure for efficiency, most grassroots Fatherland Front officials are facing new demands. Therefore, studying and improving professional skills and expertise is a mandatory and urgent requirement. These training courses not only provide specialized knowledge but also aim to build a team of Fatherland Front officials with "courage, intelligence, dedication, creativity, and action," meeting the demands of the new era.

As a participant in the training course, Tran Thi Minh Xuan, Chairwoman of the Vietnam Fatherland Front Committee of Dong Da Ward, assessed that the topics covered were concise, not rambling, and especially practical, closely adhering to current key issues such as digital transformation, social monitoring and criticism, communication skills, and handling public opinion on social media. Notably, the Steering Committee of the course incorporated many new contents related to the organizational structure of the Fatherland Front within the two-tiered government model into the lectures, helping grassroots officials gain more knowledge and skills to effectively implement their tasks.

According to Le Van Vinh, Vice Chairman of the Fatherland Front Committee and Chairman of the Veterans Association of Minh Chau commune, although the training only lasted two days, the content was very relevant to practical work at the grassroots level. Knowledge about applying AI in document drafting, digital transformation, and propaganda work will help grassroots officials reduce processing time and improve the effectiveness of the Fatherland Front's activities in the locality.

Innovate training methods and standardize outputs.

A notable new feature of the 2026 training courses on Front work is that, for the first time, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City will apply an output-based assessment approach of "learning effectively and applying immediately".

Instead of writing assignments on paper in the traditional way, the entire assessment system is designed on Google Forms. Students use smartphones or computers to answer questions, demonstrating their level of knowledge acquisition and their ability to apply it to practical work.

The trainees noted that this format is suitable for current practical requirements, as grassroots officials are gradually applying information technology in their daily work. This is not only a form of knowledge testing after training but also an assessment of the current information technology application capabilities of grassroots Front officials.

Evaluating learning outcomes on a digital platform is a new approach that helps to realistically assess the quality of learners as well as the effectiveness of instructors' teaching.

Speaking about the digital assessment method for senior officials, Le Van Vinh, Vice Chairman of the Fatherland Front Committee and Chairman of the Veterans Association of Minh Chau commune, affirmed: "Learning is a constant requirement for every official, regardless of age. There is no such thing as old or young. What is important is that each person must take responsibility for learning and absorbing knowledge to better serve their work."

According to the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, along with applying information technology to assess learning outcomes, the course also emphasizes the self-discipline and seriousness of the trainees; encourages officials to report difficulties and obstacles from practice and share good models and innovative approaches in their localities.

This spirit of innovation is evident throughout the training courses, aiming to ensure that 100% of key Front Committee officials in 126 communes and wards across Hanoi have solid knowledge, master technology, and better meet the demands of their tasks in the new era.

It is evident that organizing professional training courses in May 2026, along with a strong innovation in training methods, demonstrates the Hanoi Fatherland Front's determination to build a professional, modern, and adaptable grassroots cadre capable of quickly embracing digital transformation. This is also an important foundation for the Capital's Fatherland Front system to continue improving the quality of its activities, promoting its role as a bridge between the Party, the government, and the people, and contributing to building a more cultured, civilized, and modern Hanoi.
