No "pink book" yet even though 100% of the apartment value has been paid
According to residents, the investor of the Discovery Complex Project is Cau Giay Investment, Trade and Service Joint Stock Company (under Kinh Do TCI Group). In the period of 2017-2018, residents received apartments in Tower B, paid 100% of the apartment value but until now still do not have "pink books".
Ms. Bui Thi Chinh, who lives in apartment 1812, said: "Residents have repeatedly raised this issue with the investor but have only received vague answers such as "in process", "coming soon"... Over the past 7 years, we have sent dozens of petitions to authorities at all levels asking for our rights to be guaranteed, but there have been no results."
Not only that, Discovery Complex apartment is also a "hot spot" for violations of fire prevention and fighting regulations. According to residents' feedback, at the end of 2022, only tower B had its fire prevention and fighting system inspected, while tower A had not been inspected but was still operating while tower A shared the same base with tower B. The building also has a restaurant on the 6th floor and a cinema on the 8th floor, so the lack of fire prevention and fighting safety has aggravated the risk of fire and explosion.
Speaking to reporters of the Hanoi Moi Newspaper, Ms. Manh Thi Thanh Nga, Head of the Discovery Complex Apartment Management Board, said that at a dialogue with residents on April 8, 2025, Mr. Tran Duc Minh, Chairman of the Board of Directors of Cau Giay Investment, Trade and Service Joint Stock Company, admitted that the project had not been accepted and inspected for fire prevention and fighting before being put into use, so it did not meet the legal conditions to be granted a certificate of ownership. "The investor has collected 100% of the apartment value, but according to the 2023 Law on Real Estate Business, the seller can only collect a maximum of 95% of the apartment value before completing the procedures for granting the pink book," Ms. Nga said.
According to Vice Chairman of Dich Vong Ward People's Committee (Cau Giay District) Luong Quang Viet, the ward has organized many meetings with residents and investors to find common ground. However, up to now, the investor has not yet completed the necessary procedures to issue "pink books" to residents, and has not completed the requirements on fire prevention and fighting for acceptance. This has caused the disagreement between residents and investors to last.
Suspended but still operating openly
Regarding the issuance of “pink books”, Ms. Manh Thi Thanh Nga said that since 2023, residents have submitted petitions to the Hanoi Department of Natural Resources and Environment (now the Hanoi Department of Agriculture and Environment) and received specific responses. According to regulations, investors must be responsible for sending necessary documents to this agency requesting legal assessment to serve the registration and issuance of home ownership certificates to residents. However, since 2015, the Department has not received applications for legal assessment and applications for issuance of “pink books” from the investor of Discovery Complex apartment building.
Regarding fire prevention and fighting, on May 9, 2025, the Fire Prevention and Fighting and Rescue Police Department ( Hanoi City Police) had a meeting with residents, investors and related units, confirming that Tower A has been suspended from operation since the end of 2022 according to Decision No. 164/QDDC-CACG-PCCC dated December 27, 2022 of Cau Giay District Police. However, up to now, the podium and office floors are still operating illegally. This violation was also administratively sanctioned according to Decision No. 4782/QD-XPHC dated September 12, 2024 of the Hanoi City People's Committee with the request for the investor to stop all activities in areas that have not been accepted for fire prevention and fighting; complete in accordance with regulations.
Also on May 9, 2025, the Fire Prevention and Fighting and Rescue Police Department requested Cau Giay Investment, Trade and Service Joint Stock Company to strictly comply with Decision No. 164/QDDC-CACG-PCCC of Cau Giay District Police to suspend operations, immediately stop all production, business and use of premises at Tower A and seriously organize the acceptance of fire prevention and fighting for the violating area.
To learn more about the incident, Hanoi Moi reporters repeatedly contacted Mr. Nguyen Van Du, the investor's representative and Deputy Head of the Apartment Management Board, to request information, but Mr. Du avoided providing information on the grounds that he "did not have the authority to respond." Meanwhile, according to the reporter's records, from the time of suspension on May 9, 2025 until now, all activities in Tower A have continued normally.
The violations of the Discovery Complex apartment investor are clear, showing intentional violations of current regulations, affecting the rights and safety of residents.
