Stimulating consumer demand and ensuring growth targets are met.

Domestic consumption is a crucial driver of economic growth; therefore, agencies, units, and retailers are implementing various solutions to stimulate consumer demand, promote positive market development, and especially effectively achieve overall growth targets.

Stimulating consumption and increasing purchasing power.

Since the beginning of this year, the Government has reduced the value-added tax (VAT) rate by 2% for certain groups of goods and services until June 30th. On June 17th, the National Assembly officially passed a resolution on the 2% reduction in the VAT rate, effective from July 1st, 2025 to December 31st, 2026.

The new resolution has an application period of 18 months, instead of just 6 months as in previous years; it also expands the categories of goods and services subject to a 10% tax rate that will be reduced to 8% to support increased purchasing power, stimulate domestic consumption and tourism . From this, the reduction in VAT makes the prices of goods more reasonable, and customers tend to spend more.

Mr. Ngo Van Trung (Hai Chau district) said: “Many people think this 2% reduction is insignificant, but if you calculate it on total monthly expenses, especially for families with young children or elderly people, the amount saved is not small at all. For me, this is important in balancing my family's finances. Goods will become more competitive, and consumers can buy more goods with the same amount of money.”

To stimulate consumer spending, supermarkets in the city proactively implement various activities to boost product consumption throughout the year, such as: discounts, loyalty points, gifts, shopping vouchers, fixed-price sales, online shopping, etc.

According to our findings, retailers have increased their supply of essential goods, focusing on high-quality Vietnamese products to ensure stable supply and price stability; they have also invested in expanding their sales outlets and diversifying their sales channels.

Mr. Phan Thong, Director of Co.opmart Da Nang supermarket, said that from now until the end of the year, the supermarket will implement many attractive promotional programs and offers. Specifically, there will be the "Proud of Vietnamese Goods" program (August-September) with thousands of products discounted up to 50%; and the Customer Appreciation program (November) with attractive discounts on domestically produced products, gift vouchers, lucky draws, etc.

Meanwhile, Ms. Vo Thi Thu Thuy, Director of GO! supermarket in Da Nang, said: “From the beginning of the year, we have proactively worked with suppliers to negotiate good prices and support deep discounts and promotions for consumers. In addition, the supermarket focuses on promoting programs that strongly support the campaign “Vietnamese people prioritize using Vietnamese goods”; connecting and bringing OCOP products from localities into business to support the development of this product group.”

Striving to achieve growth targets.

In 2025, the government aims for GDP growth of 8% or higher, focusing on three key areas: domestic consumption, exports, and public investment. Accordingly, to achieve this GDP growth target, the total retail sales of goods and consumer service revenue must increase at a rate of 12%.

On April 4, 2025, the Ministry of Industry and Trade issued Directive No. 08/CT-BCT on continuing to promote the development of the domestic market and stimulate consumer demand. The Ministry of Industry and Trade assigned the Departments of Industry and Trade of provinces and centrally-administered cities to strive for a growth rate of 12-22% in total retail sales of goods and consumer service revenue in 2025 compared to 2024; with Da Nang assigned a target of 18%.

According to the Department of Industry and Trade, the scale of domestic goods in Da Nang is expanding, and consumer purchasing power continues to grow impressively with a shift in consumer behavior towards essential products, healthcare, and online shopping.

According to statistics, in the first six months of 2025, total retail sales of goods and services revenue is estimated at VND 79,149 billion, an increase of 24.53% compared to the same period last year; of which retail sales of goods are estimated at VND 43,533 billion, an increase of 18.27% compared to the same period in 2024. The city has an abundant and diverse supply of goods, so prices have not fluctuated significantly.

Price stabilization measures have been implemented, contributing to market stability. A series of commercial, cultural, and tourism events have been organized, such as: the Da Nang International Fireworks Festival 2025, the Da Nang Summer Promotion Season 2025, and the Da Nang Mega Sale 2025; the Vietnam Goods Fair 2025 - Honoring OCOP products… all of which have contributed to stabilizing commodity prices and meeting the consumption needs of residents and tourists.

In order to further promote the implementation of the Prime Minister's directives on stimulating consumer demand, supporting production, business, and developing the domestic market, the Department of Industry and Trade has issued a plan to implement the domestic trade promotion program and the Da Nang product promotion program in conjunction with the "Vietnamese people prioritize using Vietnamese goods" campaign in 2025.

From now until the end of 2025, the Department will organize events such as the cashless payment market (July), the International Trade, Tourism and Investment Fair of the East-West Economic Corridor - Da Nang 2025 (August), and the Logistics Exhibition 2025. In particular, the Department of Industry and Trade is researching and developing a plan to implement a night shopping program at Han Market and a night food program at Con Market during the summer to help traditional markets maintain their competitiveness.

In addition, the organization launches promotional programs for the year-end shopping season; livestream programs to introduce OCOP products and local specialties; organizes promotions and introductions of Da Nang products; facilitates trade connections; and creates promotional videos for OCOP products on social media platforms…

With the synchronized implementation of these solutions, the Department of Industry and Trade believes it will contribute to promoting production and business, stimulating consumer demand, and creating momentum for the growth of Da Nang's domestic market in the coming period.
