However, the irony and paradox is that many workers in need are not eligible to rent housing while some workers are not interested because they think the quality of housing is too low.

People who can't reach it, people who despise it
The biggest problem at present is that although the supply of rental housing for workers is still abundant, the conditions for renting are limited. Specifically, according to the provisions of the Housing Law No. 27/2023/QH15 dated November 27, 2023, to be able to rent housing for workers, workers must prove conditions such as not having their own housing, having housing but the average housing area per capita is lower than 15m2 of floor space/person.
In addition, if you are single, you must prove that your actual monthly income does not exceed 15 million VND. If you are married, you must confirm that the total monthly income of both husband and wife does not exceed 30 million VND.
With the above regulations, many workers have difficulty meeting the requirements. For example, Ms. Nguyen Thu Ha (a worker at Thang Long Industrial Park) cannot obtain a certificate confirming that she does not own a house because the company she works for only agrees to confirm her place of work and salary. The reason is that the locality where she registered her temporary residence or temporary absence, the Kim Chung Commune government (old), cannot confirm the ownership of houses and land for workers who have been temporarily residing for less than 1 year because it is not within its authority. Therefore, many workers in this category do not have the opportunity to rent a house here and have to rent a place outside with cramped space and more expensive prices.
According to a survey, the average rental price for a 45-60m2 apartment for a family in Kim Chung Workers' Housing Area is from 1.5-2 million VND/month. Mr. Phan Minh Khanh (a worker at Toto Vietnam Co., Ltd.) is currently renting a 2-bedroom apartment on the 13th floor, CT1A building. He said that with this area, if he rented a room outside, his family would have to pay 4-6 million VND/month. Therefore, he feels lucky to be able to rent a house in Kim Chung Workers' Housing Area.
While many people are not qualified to rent housing here, there are some who are not interested in this because they think the quality of the housing is poor.
According to Ms. Nguyen Thi Hanh (worker at Daiwa Plastic Thang Long Company), although she wanted to rent a house for workers to save money because it was cheaper than renting outside, when looking for a place to live, Ms. Hanh discovered that the apartment she planned to rent in a 5-storey building was arranged in a collective style, the rooms for rent were designed in a dormitory style, with bunk beds, shared toilets and auxiliary facilities, which was very inconvenient. Therefore, Ms. Hanh refused to rent.
Similarly, Mr. Hoang Manh Hung, a worker at Thang Long Industrial Park, although he was eligible to rent an apartment at Kim Chung Workers' Housing Area, after investigating, he found the quality of the house was quite low, the walls and ceilings were peeling, the elevators in all four 15-storey buildings CT1A, CT1B, CT2, CT3 were constantly broken, so he decided to rent a room outside even though it was more expensive.
Still difficult due to the mechanism
Pointing out the reason, Deputy Head of the Resettlement Housing Management Department ( Hanoi Housing Management and Development Company Limited) Nguyen Tuan Anh said that the rental housing fund in Kim Chung Workers' Housing Area is still vacant due to the fact that the Housing Law 2023 stipulates that the subjects eligible to rent houses are narrowed, only for workers. Many other people who want to rent are not eligible.
Another reason is that because the houses are degraded, many workers, although approved for rent, have decided not to accept the houses. 8 elevators in 4 buildings are seriously damaged, causing frustration for residents. The fire prevention and fighting systems in 24 low-rise buildings are installed according to old fire prevention and fighting standards, not suitable for new conditions, many equipment items have degraded.
Responding to this issue, Deputy General Director of Hanoi Housing Management and Development Company Limited Dang Tran Trung said that the company has reported to the Hanoi Department of Construction about the difficulties, obstacles, and inadequacies in the procedures for renting houses at Kim Chung Workers' Housing Area. However, because the regulations on rental conditions are very clear, the company has no other choice but to guide, receive documents, sign contracts with workers according to the correct procedures and time, not letting tenants wait too long.
Regarding the deterioration of the quality of workers' housing, which has caused many workers to not rent, Mr. Dang Tran Trung affirmed that the company has reported these shortcomings many times but they have not been resolved. On June 26, the Department of Construction sent a document to the City People's Committee reporting the deterioration of the housing area, requesting the city to assign the Hanoi Housing Management and Development Company Limited to inspect and review the entire project. On that basis, the city will consider assigning the Department of Finance to guide the Hanoi Civil Works Construction Investment Project Management Board, the Hanoi Housing Management and Development Company Limited and related units to organize the establishment of a project to renovate and repair the Kim Chung Workers' Housing Area using state budget funds according to regulations.
