Ministry of Science and Technology surveys one-level public administration model in Hanoi

Deploying the model of a one-level Public Administration Service Center is a breakthrough in innovation in management thinking, improving service efficiency for people and businesses.

On August 21, 2025, the working delegation of the Ministry of Science and Technology (MOST) led by Deputy Minister Bui Hoang Phuong worked at the Hanoi City Public Administration Service Center, Branch No. 1 (in Xuan La Ward), Branch No. 8 and the Dong Anh Commune Public Administration Service Point (in Dong Anh Commune) to grasp the situation, record results, and at the same time remove difficulties and obstacles in the process of operating local governments at the commune, ward and special economic zone levels.

At the meeting, the representative of the Hanoi City Public Administration Service Center said that immediately after the Government issued Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP, the City proactively and synchronously deployed many key tasks.

Special attention was paid to training and coaching: Thousands of cadres, civil servants and public employees were trained in digital skills and information system operation skills; more than 240 civil servants and public employees in the science and technology sector participated in training on digital transformation and artificial intelligence (AI) application.

Notably, the City People's Committee has directed the arrangement to ensure that 100% of the People's Committees of communes and wards have civil servants and public employees with professional degrees in information technology (IT) to perform tasks in state management positions on IT, digital transformation and professional civil servant positions shared to serve two-level local governments to ensure effective implementation of digital transformation work at the local level.

One of the highlights is the "Digital Education for All" movement and the "45 Days and Nights to Support Digital Transformation" campaign, with the direct participation of students, youth union members and businesses in 126 communes and wards. These forces have accompanied and guided people to access and use online public services. Thanks to that, the rate of online records in the City has grown impressively, from less than 1% in the early stages to more than 25% in just one month, a figure that shows a strong change in people's awareness and actions in accessing digital services.

Regarding technical infrastructure, Hanoi has reviewed and made the most of available equipment and gradually invested in synchronous IT systems, connecting data to serve operations, while ensuring information security and having a data backup mechanism. All 126 communes and wards have completed 16 monitoring criteria as required by Steering Committee 57, reaching a rate of 100%, affirming the City's determination in operating a two-level government.

The city is also deploying the Intelligent Operations Center (IOC), testing the application of AI and remote sensing data in management and operation, opening up a new direction in building smart cities and digital government.

In the field of science and technology, the Hanoi Department of Science and Technology proactively advised and submitted to the Public Administration Service Center to promulgate 119 administrative procedures, develop internal procedures, and electronic procedures to resolve 181 administrative procedures.

In addition to the positive results, the report also frankly pointed out many difficulties in the implementation process. The volume of administrative procedures decentralized to localities is very large, many procedures are completely new, requiring deep expertise while the capacity of commune-level officials is limited.

In the field of digital transformation, there is a lack of specialized IT human resources, while many specialized systems and databases are not ready to connect and share with the City, affecting the progress of deploying online public services.

During the survey, the Center made 8 recommendations focusing on improving mechanisms, processes, forms and infrastructure for implementation. Notably, the proposals include promoting the elimination of unnecessary certification requirements; implementing the "Digital Station" model at one-stop-shop departments at all levels; piloting decentralization for the Hanoi People's Committee to determine the list of procedures that are issued electronic copies; integrating the VNeID system with the City's Public Service Portal; allowing Hanoi to build and pilot the application of public services on mobile devices; piloting the digital authorization mechanism in performing administrative procedures...

Deputy Minister Bui Hoang Phuong said: On July 11 and 17, 2025, the Politburo and the Secretariat issued Conclusions No. 177 and 178 on continuing to build and operate a two-level local government model, ensuring streamlining, smoothness and efficiency. To implement these Conclusions, the Ministry of Science and Technology has established 12 working delegations to work with 34 provinces and cities. Through the reality in a number of provinces and cities, it shows that localities are proactive and determined to arrange their apparatus, shorten the time for processing procedures, strengthen coordination and connectivity, and at the same time promote the application of IT, bringing practical benefits to people and businesses.

The Deputy Minister affirmed that in the coming time, the Ministry of Science and Technology will continue to accompany and support Hanoi and localities in operating the two-tier model, especially in matters related to the fields of science and technology, innovation and digital transformation. The Ministry has established a Standing Team and 24/7 online interaction groups to promptly receive and respond to recommendations, and at the same time review and amend inadequate legal documents, ensuring a clear and unified legal corridor.

Along with that, the Ministry will coordinate with Hanoi to promote the application of science and technology, digital transformation in providing online public services throughout the process, shortening the time to process procedures, reducing costs for people and businesses; at the same time, focusing on training and fostering officials, especially digital transformation capacity, to meet service requirements in the new period.

The Ministry of Science and Technology's direct survey, timely guidance, response and recognition of recommendations and proposals have significantly contributed to promoting Hanoi City as well as other localities to smoothly implement the two-level local government model, in accordance with the policies of the Central Party Committee, the Government, and the Prime Minister, while meeting the requirements in state management of the fields of science, technology, innovation and digital transformation in the current period./.
