The working delegation of the Board of Directors of the Vietnam Bank for Social Policies was led by Senior Lieutenant General Pham Hong Huong - Vice President of the Veterans Association, Member of the Board of Directors of the Vietnam Bank for Social Policies.
Receiving and working with the delegation, on the side of Nghe An province, there was comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Representative Board of the Provincial Social Policy Bank. Also attending were Major General Nguyen Sy Hoi - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Veterans Association; representatives of the State Bank of Region 8, relevant departments and branches.
In 2024 and the first 7 months of 2025, the Board of Directors of the Provincial Bank for Social Policies (BSP) directed the Provincial Bank for Social Policies Branch to closely coordinate with socio- political organizations and relevant departments, branches and sectors to focus on implementing well policy credit activities, contributing to effectively implementing the goals of sustainable poverty reduction, ensuring social security, building new rural areas, and stabilizing security and order.
By July 31, 2025, total capital will reach VND 14,419 billion, an increase of VND 734 billion compared to 2024, with a growth rate of 5.36%; in 2024, capital will increase by VND 1,024 billion compared to 2023 and achieve a growth rate of 8.09%.
Loan turnover in the first 7 months of 2025 reached VND 3,015 billion, an increase of VND 356 billion over the same period in 2024, an increase of 13.4%.
As of July 31, 2025, social policy credit capital has been provided to 45,719 poor households and other policy beneficiaries. With these results, social policy credit continues to make important contributions to the completion of the province's socio -economic development targets in 2024 and the first 7 months of 2025.
Implementing Resolution No. 50/NQ-HĐQT dated June 19, 2025 of the Board of Directors of the Social Policy Bank on the plan to reorganize the apparatus, the Social Policy Bank, Nghe An Branch, continues to maintain the operating network with 19 transaction offices and provincial headquarters, 412 transaction points in communes (stable as before the reorganization). The total number of staff and employees is 346 people; employees are mentally stable to work.
Since July 1, 2025, when the two-level local government comes into operation, to ensure that policy credit activities are implemented smoothly and conveniently for the people, the Provincial Branch of the Social Policy Bank has advised the Provincial People's Committee and the Head of the Provincial Board of Directors to direct the good implementation of work before and after the merger.
At the meeting, delegates made a number of recommendations and proposals. Comrade Nguyen Thi Thu Thu - Director of the State Bank of Vietnam Region 8 proposed to study the reduction of interest rates to provide timely incentives, avoiding disadvantages for beneficiaries.
Along with that, instructions on perfecting the Representative Board in accordance with the 2-level model; attention should be paid to organizing transactions at the commune level according to the 2-level model, not arranged in the village; there should be specific and timely instructions on confirming subjects so that the social policy bank can carry out lending...
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An affirmed the role of policy credit in the socio-economic development security in the area. Regarding recommendations and proposals, the Permanent Vice Chairman of the Provincial People's Committee said that it is necessary to establish a representative board of the Board of Directors at the commune level, bring policies closer to the people, and maintain the capital entrustment activities through 4 socio-political organizations. It is necessary to maintain transaction activities at the commune level but must ensure the safety of transaction points, and have coordination regulations between the police and the policy bank.

On the basis of grasping the situation of implementing policy credit activities in the province, concluding the meeting, Senior Lieutenant General Pham Hong Huong - Vice President of Vietnam Association of War Veterans, Member of the Board of Directors of Vietnam Bank for Social Policies acknowledged the attention and direction of the Provincial Party Committee and People's Committee of Nghe An province in implementing the Secretariat's directives on social policy credit in the area.
Regarding the local recommendations, Senior Lieutenant General Pham Hong Huong, on behalf of the working delegation, received and reported to the Chairman of the Board of Directors of the Vietnam Bank for Social Policies and the Prime Minister, ministries and branches for adjustment.
