Dien Bien Province - With the involvement of the entire political system from the central to local levels, and the participation and support of the whole population, within just 9 months, Dien Bien province completed 5,000 solidarity houses and handed them over to poor and near-poor households. This is the result of implementing Project No. 09 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on mobilizing support for building solidarity houses for poor households in Dien Bien province. This result affirms a meaningful and practical program; it has mobilized the joint efforts and solidarity of the whole population in supporting poor households to have a place to live and stabilize their lives.
The entire Dien Bien province simultaneously commenced the construction of solidarity houses with high consensus among all segments of the population. Propaganda efforts were intensified through various diverse forms; households receiving support for house construction were carefully selected to ensure they met the eligibility criteria. During the construction process, the households followed the principle of "Community assistance, households proactively building their own homes." Therefore, during the implementation of the house construction, the Fatherland Front Committees at all levels in the province mobilized armed forces, officials, union members, association members, and the people to contribute over 1,000 man-days of labor to help poor households dismantle old houses, transport materials, and build new houses. With the determination of the entire political system, after 9 months of implementation, 5,000 solidarity houses for poor households in the province were completed and handed over for use before the Lunar New Year of the Year of the Dragon. The completion of the solidarity housing project was more than three months ahead of schedule. Receiving their new homes, everyone was joyful and happy because now they have sturdy houses, allowing them to work and produce with peace of mind, striving to escape poverty. Upon receiving their new homes, along with gifts of a portrait of President Ho Chi Minh and the national flag, each family respectfully placed the portrait of President Ho Chi Minh in the center of their house, with the national flag flying proudly in front. Even more joyful was the fact that the program to support housing for poor households demonstrated the spirit of solidarity and collective support of people of all ethnic groups in each village and hamlet, working together to build houses for impoverished families.

In addition to the 50 million VND support from Project 09, households also saved and borrowed more money to build spacious houses, with each house costing over 97 million VND. Therefore, out of the 5,000 completed solidarity houses, 1,818 were built with bricks, 1,894 with traditional wooden frames, and 1,288 with steel frames, all meeting quality and usable area requirements. Furthermore, villagers contributed to leveling the ground and transporting building materials to ensure the houses were completed on schedule. With housing support from Project 09, 1,132 households have escaped poverty and are determined to achieve sustainable poverty alleviation. This is a very meaningful result and success, in line with the theme "Millions of loving hearts - A thousand happy homes" at the launch ceremony of Project 09.

Based on the practical experience of building solidarity houses and the way the entire population mobilized support in Dien Bien, the Standing Committee of the Central Committee of the Vietnam Fatherland Front will use this experience to apply and implement support for the provinces of Lai Chau, Son La, Hoa Binh, Yen Bai , and Lao Cai, with each province receiving 100 solidarity houses. At the conference summarizing the work of building solidarity houses for poor households in Dien Bien province, the Central Committee highly appreciated the province's efforts and determination in implementing Project 09. Dien Bien province actively directed and mobilized resources to complete a large and extremely meaningful program, exceeding the set schedule; it has good, creative, and flexible methods in organizing the construction of houses, especially in the work of mobilizing people to participate in supporting particularly disadvantaged families...

Thanks to the determined leadership and support of the Party and State leaders, the coordination and support of central ministries, agencies, and local Party committees and authorities, the program has been more successful than expected. More importantly, the program has spread a humanitarian spirit, awakened national pride and self-respect, and called on the people nationwide to commemorate the 70th anniversary of the Dien Bien Phu victory. The experience gained from building 5,000 solidarity houses for poor households will serve as a foundation for the province to achieve its goals of economic development, poverty reduction, improving the material and spiritual lives of the people, and successfully implementing the Resolution of the 14th Provincial Party Congress.
