The journey of rebuilding lives for those who have made mistakes is still fraught with difficulties, but with the attention of the government, the police force, and the support from the community, "doors" of opportunity are gradually opening. More importantly, it is about providing them with the strength of faith to confidently move forward, living more responsibly towards themselves, their families, and society.

After serving their prison sentences and returning to their communities, many people need not only empathy but also an opportunity to start their lives anew. However, the journey of reintegration into society is never easy, as they still face feelings of shame, difficulties in finding employment, and worries about making a living. Based on this reality, local police units in Ninh Binh province have proactively coordinated with the government, mass organizations, and the Social Policy Bank to effectively implement credit policies for those who have completed their prison sentences, providing them with the motivation to rebuild their lives.

Living up to expectations and with the help of his relatives and the police of Dinh Hoa commune, PDQ opened a packaging production workshop, and his business gradually stabilized, providing him with an income to support his family.

In Dinh Hoa commune, Ninh Binh province, with the commune police playing a core role, along with the Vietnam Fatherland Front Committee and its member organizations, the work of supporting people reintegrating into the community is implemented through many practical solutions. Not only do they educate and encourage those who have committed offenses to strictly abide by the law, but the authorities also regularly meet with them, understand their thoughts, aspirations, and difficult circumstances to provide timely support, career guidance, and access to preferential loan sources.

In September 2025, after serving his prison sentence and returning to his hometown, PDQ, from Hoanh Truc hamlet, Dinh Hoa commune, was in a state of confusion and disorientation. His past made him feel insecure when interacting with others, while his family faced many difficulties. His greatest wish at that time was to have capital to start a business, help his family, and take care of his parents.

Understanding Mr. PDQ's needs, the Định Hóa Commune Police coordinated with the local government and the Social Policy Bank to survey and guide him in completing the application for preferential loans under Decision No. 22/2023/QĐ-TTg of the Prime Minister on credit for people who have completed their prison sentences. With a loan of 100 million VND, Mr. PDQ boldly opened a packaging production workshop in the locality. “Thank you to the commune police officers for regularly visiting and encouraging my family. The loan program is very meaningful to my family. With this loan, my family will invest in production and business, hoping to have more income to stabilize our lives and repay the loan…,” Mr. PDQ shared.

Living up to the expectations of his family and the Định Hóa commune police, through hard work, a thirst for knowledge, and a determination to rebuild his life, PDQ's production and business activities gradually stabilized, providing him with an income to support his family.

The Duy Tien Ward Police are providing education, assistance, and support to those who have made mistakes in the past to reintegrate into the community.

With the spirit of "leaving no one behind," the Duy Tien Ward Police in Ninh Binh province has actively coordinated with local authorities, the Vietnam Fatherland Front Committee of the ward, and the Social Policy Bank to regularly meet with, encourage, and support former prisoners in accessing loans, vocational training, and finding suitable jobs to stabilize their lives.

Like Mr. PDQ, Mr. NTD, residing in Yen Le residential area, Duy Tien ward, also faced many difficulties after serving his prison sentence and returning to the locality. Through situational awareness campaigns, the Duy Tien ward police, in coordination with the residential area and relevant departments and organizations, understood Mr. NTD's concerns and aspirations and assisted him in accessing policy-based credit to develop his family's economy .

After a survey and guidance on completing the necessary documents, Mr. NTD was granted a loan of 100 million VND at a preferential interest rate of 6.24% per year to maintain his family's pig farming model. With this capital, he was able to expand production, stabilize his income, and gradually overcome his feelings of inferiority and reintegrate into the community.

In Ý Yên commune, many people who had previously made mistakes are gradually changing their lives thanks to timely support from the local government and police force. A typical example is Mr. PQL, from An Lộc Thượng village. Returning to his hometown in April 2025 after serving his sentence, Mr. PQL faced many difficulties in starting a new life. Without a stable job and with a tight family budget, he constantly worried about finding ways to make a living to support his family.

After learning of Mr. PQL's desire to borrow capital, the police in Ý Yên commune coordinated with the local authorities and the Social Policy Bank to assist him in completing the application for a preferential loan of 100 million VND. With this capital, he boldly invested in buying a truck to provide construction material transportation services. Thanks to his hard work and determination to rebuild his life, Mr. PQL's work gradually stabilized, creating a source of income to support his family. From feelings of inferiority and self-doubt, he gradually regained confidence in himself and actively integrated into the community.

Not only the cases mentioned above, but currently, many people reintegrating into the community in localities throughout Ninh Binh province are being guided by local police forces to access preferential loan sources for those who have completed their prison sentences. This creates opportunities for them to learn vocational skills, engage in production and business, and find stable employment and income.

In reality, when given the right opportunities and support, those who have made mistakes can completely overcome their guilt and rise up through their own honest labor. Supporting those who have completed their prison sentences to reintegrate into the community not only helps them stabilize their lives but also contributes to reducing the risk of recidivism and maintaining security and order at the grassroots level.

In order to connect former prisoners with jobs and support them in stabilizing their lives and sustainably reintegrating into the community, the Ninh Binh Provincial Police are implementing the "Green Market for Dreams" online model. This is considered a new step in community reintegration efforts, aligning with the digital transformation trend and meeting current practical needs.

A notable feature of the model is the formation of two databases: "job seekers" and "jobs seeking employees." The "job seekers" database will fully update information on educational qualifications, professional skills, work experience, and employment needs of those who have completed their prison sentences. This data is cross-referenced with the National Population Database to ensure accuracy and compliance with information security regulations. For the "jobs seeking employees" database, the system will publicly post recruitment needs from businesses and production facilities willing to support and create employment opportunities for former convicts.

It is expected that the collection and standardization of input data will be completed before June 15, 2026, and the "Reviving Dreams" online marketplace model will officially launch in early Q3 2026. It can be affirmed that the "Reviving Dreams" marketplace is not only a model for connecting people with jobs online but also a bridge opening opportunities for those who have made mistakes to regain confidence, gradually affirm their self-worth, and move towards a more stable and positive life.
