On the evening of June 26, in Vinh City, the Ministry of Public Security coordinated with the People's Committee of Nghe An province to organize a rally to respond to the Month of Action for Drug Prevention and Control; International Day and National Day for Drug Prevention and Control (June 26); Commendation of typical examples in implementing the Project to build "Non-drug-free border communes". The program was broadcast live on NTV channel, NTVgo app, livestream on digital platforms of Nghe An Radio and Television Station and rebroadcast on People's Police Television channel (ANTV).

Nghe An identifies ensuring security, order and social safety, including drug prevention and control as an important, urgent and regular task, in parallel with the process of socio-economic development and ensuring security and national defense. Nghe An has made constant efforts to promote the potential and strengths of the land of "talented people", improve the investment environment, develop the economy and society in a comprehensive manner and has achieved important results, in which drug prevention and control in the province has achieved many important results.

After more than 2 years of implementing and expanding the Project to build "Drug-free Border Communes", up to now, the whole province has had 227/460 commune-level localities recognized as "drug-free", of which 5 district-level localities have achieved 100% of "drug-free" commune-level localities; currently, there are 76 more commune-level localities that have achieved 2 criteria of "clean drug lines, points, and complex gathering places", "clean addicts" and the Provincial Police are conducting appraisal of the results according to regulations.

Responding to the theme of the Month of Action against Drugs, International Day, National Day against Drugs this year launched by the Government "Joining hands to build drug-free communes, wards and towns", on behalf of the Nghe An provincial government, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested all levels, sectors and functional organizations of the province to resolutely and actively implement solutions to prevent and combat drugs, at the same time, closely coordinate with the Provincial Police to effectively implement and replicate the Project to build "Narcotics-free border communes" towards building "Drug-free districts, cities and towns"; At the same time, calling for joint action, further enhancing the role and responsibility of each citizen. Nghe An province will join localities nationwide in resolutely containing and repelling the dangers of drugs.

Bac Ly Commune, Ky Son District is one of the mountainous communes, bordering Nghe An Province with particularly difficult conditions. This is also one of the first localities of Ky Son District in particular and Nghe An Province in general to be recognized as a "Drug-free Commune".

Similarly, Hoang Mai town, with its geographical location as the "gateway" of the province, bordering Thanh Hoa province, residents frequently cross, causing many difficulties in the work of controlling households and people, especially in the context of the local police force being thin and the methods and tricks of drug crimes becoming increasingly sophisticated, cunning, and reckless, the "cleaning" and "keeping clean" of drugs in 100% of commune-level areas is an especially outstanding achievement of the locality in general and the drug prevention and control force of Hoang Mai town in particular. Thereby, the security and order situation in the area is ensured, drug-related crimes and evils have decreased significantly in all criteria, contributing to creating an important premise for local socio-economic development.

In Vietnam, due to the direct impact of the world drug situation, especially the "Golden Triangle" area (one of the largest drug production centers in the world), the situation of crime and drug abuse in our country in recent years has become very complicated. The methods and tricks of the subjects are increasingly sophisticated, using high technology and cyberspace to operate recklessly and recklessly, ready to use hot weapons to fight back when being pursued, causing many difficulties and dangers for the authorities in the process of fighting and arresting.

Along with that, the number of drug addicts, illegal drug users and people under post-rehabilitation management nationwide is still very high (over 223,000 people, accounting for 0.23% of the country's population). The number of drug addicts and illegal drug users is present in most localities, components, ages and especially tends to increase and spread among the young generation.

It is forecasted that in the coming time, the situation of drug crimes in our country will continue to develop complicatedly. In order to create strong changes in the work of preventing and combating drugs, contributing to the successful implementation of the task of "ensuring national security, social order and safety; maintaining a peaceful environment for the country's economic development" and "ensuring human security" as set out in the Resolution of the 13th National Party Congress, Deputy Prime Minister Le Thanh Long has outlined a number of key contents for ministries, branches and localities to focus on implementing.

Firstly, Continue to lead, direct, promote the role and responsibility of leaders to resolutely and effectively implement the directive documents of the Party, National Assembly, Government and National Committee on drug prevention and control; effectively implement the 2021 Law on Drug Prevention and Control and guiding documents for implementation.

Second, strengthen the propaganda work on drug prevention and control in the direction of diversifying the content and forms and promoting the application of information technology and social networks; focusing on key and complicated areas and locations of drug problems, high-risk groups, especially youth, teenagers, students, workers and laborers to gradually improve the "resistance" of the whole society to the dangers of drugs.

Third, Organize the construction and replication of pilot models, drug-free communes, wards and towns; move towards building drug-free districts and provinces. In particular, border provinces study and refer to Nghe An's experience to build and implement in their localities in accordance with the actual situation and conditions; thereby creating a "drug-free border belt", improving the ability to prevent the infiltration and smuggling of drugs from outside into the interior. Along with that, it is necessary to continue to resolutely implement "clean" solutions for areas that have met the criteria, ensuring sustainable effectiveness, absolutely not allowing drugs to arise again. In particular, it is necessary to attach importance to and implement substantial and regular social prevention solutions, associated with ensuring social security, ensuring sustainability in drug prevention and cleaning work in the areas. Attach responsibility to the heads of sectors, Party committees and authorities at all levels for the results of drug prevention and control work, "cleaning up" and "keeping clean" of drugs.

Fourth, Closely combine prevention and control, supply reduction, demand reduction and harm reduction of drugs. Strengthen the fight to stop "supply sources", destroy illegal drug use venues. Focus on investing in repairing and upgrading facilities and improving the quality and effectiveness of drug rehabilitation and post-rehabilitation management. Grasp the situation of drug addicts and illegal drug users in the area to apply appropriate rehabilitation measures and strictly manage, especially those showing signs of psychosis and "stoned" to prevent crime and violations of the law. Effectively organize drug rehabilitation work in conjunction with management, capital support, vocational training, job creation and income for post-rehabilitation people, helping them reintegrate into the community. Build, maintain and replicate effective drug rehabilitation models at the grassroots level; closely coordinate with the procuracy and courts at all levels to investigate, prosecute and strictly try drug crimes.

Fifth, Improve the effectiveness of international cooperation on drug prevention, control and combat with countries and international organizations, especially with countries sharing borders, countries in the region and developed countries to gain support and assistance in terms of resources, equipment and experience in the fight against drug crimes; drug rehabilitation and treatment.
