Improving infrastructure and raising people's living standards.

In addition to investing in expanding and upgrading schools, using funds from Program 1719, Quang Tin commune has invested in renovating four cultural centers with a total cost of over 1.4 billion VND. These cultural facilities have been put into use, ensuring the needs of the people for activities and meetings.

Also from the funding of Program 1719, Quang Tin has supported disadvantaged people with seedlings and cultivation techniques; built houses for 4 households, each house worth 70 million VND, with 40 million VND from the central budget and the rest from the local budget.

The local authorities upgraded the centralized water supply system and provided support to 10 households in the commune, with each household receiving 2 million VND. Quang Tin commune is implementing a project to support 19 households with breeding cattle, with each household receiving 19 million VND.

According to Mr. Nguyen Trung Sang, Vice Chairman of the People's Committee of Quang Tin commune (Dak R'lap district), in the period 2021-2025, the commune was allocated approximately over 30 billion VND from 3 national target programs. In addition to implementing projects supporting production and diversifying livelihoods, the commune integrated resources and prioritized investment in over 30 projects to build and develop infrastructure, mainly transportation, education , cultural centers, and irrigation works.

The national target program has had a significant impact on socio -economic development in the commune, contributing to the completion of essential infrastructure. This has facilitated people's travel, work, production, and trade, improving their material and spiritual lives, especially those of ethnic minorities.

The road to Bu Bir hamlet, Quang Tin commune, Dak R'lap district, was funded by three national target programs.

Dak R'lap District comprises 11 communes and towns, with 97 villages, 12 hamlets, and 1 cluster of settlements inhabited by indigenous ethnic minorities, representing 25 different ethnic groups. The entire district has 23,970 households and 93,897 inhabitants. Ethnic minorities account for over 12.79% of the district's total population. However, four hamlets are particularly disadvantaged, with uneven levels of education. The poverty rate remains at 1.95%, comprising 468 households and 1,836 people; the near-poverty rate is 2.87%, with 687 households and 2,752 people. The living standards of the people, especially the ethnic minorities, are still low.

During the three years from 2022 to 2024, under Program 1719, Dak R'lap district provided land for housing and production to 36 households; and completed the construction of houses for 12 households (23 million VND/household).

From the program's funding, the district has spent over 4 billion VND on vocational retraining and job creation for hundreds of ethnic minority workers; provided 190 million VND in support for decentralized water supply for 61 households and one centralized water supply project in Chau Ma hamlet, Hung Binh commune.

Regarding preferential credit policies, the District Social Policy Bank provided loans totaling nearly 2.1 billion VND to 447 households to support housing and vocational retraining.

By integrating funding from Program 1719 and other programs, Ly Tu Trong Secondary School in Quang Tin commune, Dak R'lap district, has received investment for renovation and improvement of teaching and learning quality.

In 2024 alone, under Program 1719 with its sub-projects, Dak R'lap district implemented 3 new projects, including 2 irrigation projects and 1 transportation project.

Accelerate investment disbursement.

With funding from Program 1719, Dak R'lap district has invested in the construction and upgrading of many transportation infrastructure projects, irrigation canals, schools, water supply facilities, etc., better serving the production, living, and learning needs of the people.

The projects implemented initially contributed to motivating the people, especially ethnic minorities, to develop their internal strengths and have confidence in the Party's guidelines and the State's policies and laws.

During the period 2022-2023, the total planned budget for implementing Program 1719 in Dak R'lap district was over 24.461 billion VND, with 12 projects already completed, appraised, and approved.

According to the People's Committee of Dak R'lap district, after three years of implementing Program 1719, the district has achieved one of its set targets. In particular, several projects have disbursed over 90% of their allocated funds. By the end of August 2024, the units and localities allocated funds had implemented and disbursed the allocated capital according to plan. The implementation of support for investment projects ensured that the funds reached the intended beneficiaries.

During the 2022-2023 period, the district invested in four additional cultural facilities from the 1719 Program.

Several projects achieved 100% of their targets, such as Project 1 on planning, arranging, and stabilizing the population and providing centralized clean water in villages and hamlets; Project 5 on developing education and training to improve the quality of human resources; Project 7 on healthcare for the people, improving the physical condition and stature of ethnic minorities, and preventing child malnutrition; Project 8 on implementing gender equality and addressing urgent issues for women and children; Project 10, sub-project 3 on inspection and evaluation of the implementation of the national target program for socio-economic development in ethnic minority areas in Dak R'lấp district…

By integrating funding from three national target programs, Dak R'lấp district has invested in renovating, repairing, and upgrading many roads in the area.

Specifically for Project 4 on investment in essential infrastructure serving production and life in ethnic minority and mountainous areas and public service units in the ethnic affairs sector, the total planned capital allocated for 2022-2024 is over 4.8 billion VND. To date, 3.65 billion VND has been disbursed, reaching 75.71% of the planned capital.

According to the plan, the total investment capital for the three national target programs in Dak R'lap district for the period 2021-2025 is over 173 billion VND. The total number of investment projects and works for the entire period is 237.

People's Committee of Dak R'lap District

According to Ms. Vo Thi Kieu Linh, Vice Chairman of the People's Committee of Dak R'lap district, the locality is focusing on and accelerating the implementation of the goals of Program 1719. In particular, the district aims to reduce the poverty rate among ethnic minorities by 1-2% or more.

Thanks to financial support and technical guidance, the people of Pi Nao hamlet, Nhan Dao commune, have the opportunity to care for their crops, increase their income, and escape poverty sustainably.

Besides supporting production development and diversifying livelihoods for ethnic minority communities, the locality has assisted people in changing occupations, providing agricultural tools, seedlings, and livestock... to boost production development and achieve sustainable poverty reduction in ethnic minority areas, striving for the district to meet the new rural standards by 2025.
