Changing the face of rural highlands
In 10/10 Projects and 12/14 Sub-projects in the National Target Program 1719 that Quang Binh has implemented, the development investment capital in all projects has a high disbursement rate. In which, there are projects with development investment capital that have disbursed over 70% of the plan such as: Project 2: 89.9%; Project 4: 79.7%; Project 5: 87.8%. Or in Project 1, a project that is assessed as difficult to implement, in Quang Binh the development investment capital has a disbursement rate of 47.2%.
The high disbursement rate has made the capital effective. Accumulated from 2022-2024, in the highlands of Quang Binh, 205 projects have been invested in construction and upgraded and repaired. The development investment capital in the National Target Program 1719 has become an important driving force to strongly change the appearance of the ethnic minority and mountainous areas of Quang Binh.
Lam Ninh village, Truong Xuan commune, Quang Ninh district has 100% ethnic minorities living. Many years ago, the road to the village was winding, rocky and slippery during floods. Traveling was difficult, trade was slow to develop, and people's lives were lacking in many ways. When the National Target Program 1719 was implemented, the main road in the village was included in the investment and construction plan. With a total cost of over 1.2 billion VND, the road to Lam Ninh village was paved with smooth concrete and put into use to the joy of the villagers.
Lam Ninh village chief Ho Hon excitedly introduced: “Not only investing in road construction, the National Target Program 1719 also invested in building village cultural houses…; Thanks to convenient roads, the lives of people in the village are no longer limited to “self-sufficiency” but have shifted to commodity production”.
Not only in Lam Ninh village, in the period of 2022 - 2023, Quang Ninh district has built 7 projects from the capital of the National Target Program 1719. Projects such as: Khe Ngang village internal road, Lam Ninh village cultural house campus, Khe Ngang village Kindergarten campus (Truong Xuan commune); Long Son Primary School campus, Thuong Son village cultural house, Da Chat village cultural house campus (Truong Son commune)...
In 2024-2025, Quang Ninh district will continue to allocate investment capital for 9 projects in villages of Truong Son and Truong Xuan communes, with a total investment of over 11 billion VND. Currently, these projects have been funded and are being urgently constructed.
In the mountainous district of Minh Hoa, many projects using funds from the National Target Program 1719 have been completed and put into use, including many projects built in areas where the Chut ethnic group lives.
Present at the Ooc village school, Bai Dinh Primary School, Dan Hoa border commune on the first day of the week. Instead of having to study together like previous school years, this school year teachers and students of the school have enough standard classrooms to study. From the capital source of the National Target Program 1719, in 2023, this school was invested 1.2 billion VND to build 2 new classrooms. Entering the new school year 2024-2025, this project has been completed and put into use.
Mr. Dinh Van Chinh, Chairman of Dan Hoa Commune People's Committee, said: "After 3 years of implementing the National Target Program 1719, the locality has invested in repairing and building many new projects such as: Ban Ooc Primary School, Bai Dinh Primary School, K Ai residential road and 4 large-scale residential stabilization points under construction. The rural appearance of the border area has improved a lot."
Cumulatively, the development investment capital in 10 projects of the National Target Program 1719 has invested in building new and upgrading, and renovating 205 works in ethnic minority and mountainous areas. Along with that, the housing support capital in Project 1 also supported the construction of nearly 400 new houses... After 3 years of implementation, the National Target Program 1719 has become an important driving force to make the face of the mountainous rural areas of Quang Binh flourish.
Poverty rate decreased sharply
Regarding career capital, the total capital allocated from 2022 - 2024 for Quang Binh to implement the National Target Program 1719 is 508 billion VND. This capital focuses on the following contents: Livelihood support, vocational training, production development according to the value chain...
The effectiveness of career capital in the National Target Program 1719 has had a direct and positive impact on each ethnic minority household. Since then, the poverty rate in ethnic minority areas in Quang Binh has decreased by an average of 8.2% per year. Along with that, the average income per capita in ethnic minority areas has increased to over 23 million VND/person/year.
The family of Mr. Cao Nhu Y (born in 1989) and Ms. Cao Thi Hien (born in 1993) in Chuoi village, Lam Hoa commune, Tuyen Hoa district, are beneficiaries of support under Project 3, National Target Program 1719. To implement this project, the local government has chosen the bamboo rat breeding model to support the people in breeding and forming a value chain in production. Each family is supported with 6 bamboo rats to raise. After providing the breed, the supplier sent staff to instruct the people on care techniques and disease prevention. Along with that, the supplier also committed to purchasing commercial bamboo rats for the people.
According to the report of Lam Hoa Commune People's Committee, in the period from 2021 to 2025, the whole commune will have 20 households in the area benefiting from the policy of supporting bamboo rats for breeding. Each household benefiting from the support policy from Project 3 will be provided with bamboo rats, with a cost of nearly 10 million VND/household. People are trained in knowledge and skills of raising bamboo rats and throughout the care process, the company's staff providing the breeds actively supports and advises the people. Regarding product output, in addition to local consumption, the company also commits to buying bamboo rats back from people who want to sell.
Along with supporting production according to the value chain, livelihood models using career capital in the National Target Program 1719 in Quang Binh have also been effective. For example, the model of supporting goat farming in Trong Hoa commune (Minh Hoa); the model of raising local pigs in Lam Hoa commune (Tuyen Hoa)... These livelihood models have directly impacted each poor household in the ethnic minority area in Quang Binh, helping them to have income. Since then, they have contributed to reducing the rate of poor households in the ethnic minority area in Quang Binh.
Sharing with reporters of the Ethnic and Development Newspaper, Mr. Tran Thang, Chairman of the People's Committee of Quang Binh province, assessed: “After more than 3 years of implementing the National Target Program 1719, the ethnic minority and mountainous areas have had strong changes in socio -economics. The gap in living standards and incomes of ethnic minority and mountainous areas compared to the average of the whole province has narrowed. In particular, the poverty rate in ethnic minority areas has decreased by 8.05%/year (the planned target is to reduce by over 4.5%/year); the rate of communes with asphalt or concrete roads to the center is 100%; the number of medical stations built solidly is 100%...
