Program to eliminate temporary and dilapidated houses: Racing against time, "finishing" with quality

68 communes and wards in the western region of Dak Lak province are entering the final stage to complete the goal of building and repairing 7,247 houses for policy families, poor and near-poor households before August 30, 2025.

Although "racing" against time, ensuring quality is the top priority, a measure of the success of the entire program.

Implementing the two-level local government model, after the arrangement, the Provincial People's Committee issued many documents guiding localities to complete the Steering Committee (SC) for eliminating temporary and dilapidated houses at all levels to suit the new model. At the same time, resolutely implement the Program to eliminate temporary and dilapidated houses with the spirit of 6 "clear" (clear people, clear work, clear responsibility, clear authority, clear time, clear results) and 4 "real" (tell the truth, do the truth, real effectiveness, people benefit from it).

On that basis, localities quickly deployed synchronous and drastic direction, inspection and supervision work. The Steering Committees of communes and wards were strengthened with the participation of representatives of the Party Committee, People's Committee, police force, and Vietnam Fatherland Front Committee. The members of the Steering Committees of communes and wards did not hesitate to face difficulties, "going to every alley, knocking on every door" to grasp the situation, listen to people's opinions, and promptly resolve arising problems.

The newly completed house was given to Ms. H Phon Byă's family in Buon Don commune.

According to data from 68 communes and wards in the western region of Dak Lak province, by July 14, construction had started on 6,375 houses under the Program to eliminate temporary and dilapidated houses in the province, reaching 87.97% of the plan. Of which, 5,235 houses were newly built, 1,140 were repaired; 3,874 houses were completed (including 2,903 newly built houses, 971 were repaired). Notably, 17 communes and wards completed 100% of the plan to eliminate temporary and dilapidated houses, including: Ea Ktur, Vu Bon, Ea Kly, Pong Drang, Krong Buk, Krong Pac, Tan Tien, Ea H'leo, Ea Drang, Quang Phu, Hoa Phu, Ea Pal, Yang Mao, Krong Ana communes and Buon Ma Thuot, Ea Kao, Cu Bao wards.

This result is thanks to the proactive and flexible nature of local authorities, many communes and wards have implemented creative methods, suitable to local practical conditions. For example, in Cu Pong commune, the commune Youth Union established a Youth Volunteer Team to eliminate temporary and dilapidated houses, and mobilized forces to support working days to build free houses for disadvantaged households.

On the part of the Party Committee, there are drastic and close instructions, making the elimination of temporary and dilapidated houses a key political task. Comrade Nguyen Hai Dong, Secretary of the Party Committee of Pong Drang Commune, one of the localities that completed this program, said: “With the spirit of whoever has something helps, whoever has merit helps merit, whoever has property helps property, we mobilize all resources to successfully implement the goal. Each house must ensure safety, quality, be able to withstand natural disasters, be suitable to the cultural identity and customs of the people, contributing to improving the quality of life and sustainable poverty reduction”.

Accounting for more than 50% of the total number of houses in the western localities of Dak Lak province under the Program to eliminate temporary and dilapidated houses (Project 241) led by the Provincial Police. According to Project 241, the whole province will build 4,285 new houses for poor and near-poor households, with a support level of 80 million VND/house (of which 60 million VND is supported by the Central Government, 20 million VND from the provincial budget).

Right from the beginning of implementation, the Provincial Police proactively coordinated with the Department of Construction and the Department of Finance to survey, make estimates and organize conferences to evaluate the progress of the implementation of the Project to eliminate temporary and dilapidated houses for poor and near-poor households in the province with the participation of 42 contractors and construction material businesses.

The goal is to remove price difficulties, ensure stable supply, contribute to shortening progress and improving project quality.

Along with that, many technical discussions were also held to unify construction methods, disseminate regulations on labor safety, and provide guidance on waterproofing and heat-proofing solutions suitable for specific local climate conditions.

The Logistics Department (Provincial Police) coordinated with the police of the communes to inspect construction materials for housing for the poor in the border communes.

Mr. Le Van Luan, Director of Le Nguyen Phat Transport Service Trading Company Limited (the contractor for 46 houses in 3 communes of Ea Nuol, Ea Wer, Buon Don) shared: “With a budget of 80 million VND/house, we must ensure the criteria of "3 hard" (hard foundation, hard frame, hard roof) in the context of escalating material prices, we have calculated many options such as proactively purchasing materials at original price from the supplier, using the company's vehicles for transportation, prioritizing hiring local workers to reduce costs, focusing maximum budget on the quality of the house. During the construction process, there are always police officers and local authorities supervising and checking each item, from foundation, columns, walls to roofs”.

In addition to supervising contractors, the police force of communes and wards also pay special attention to the quality control of construction materials. Lieutenant Colonel Le Thanh Tuan, Chief of Buon Don Commune Police, said: “The commune police coordinate with the Logistics Department (Provincial Police) and the construction unit to strictly inspect materials. All batches of sand, cement, iron, bricks, etc. must have documents proving their origin and quality before being put into use. We also conduct surprise inspections at the construction site to ensure the correct type and technical standards.”

Up to now, Project 241 in 68 communes and wards in the West of Dak Lak province has started to build 4,158 new houses; of which 2,175 houses have been handed over. With the drastic participation, responsibility and synchronous solutions, the Program to eliminate temporary and dilapidated houses for the poor in the western localities of Dak Lak province is gradually achieving its set goals, bringing joy to thousands of poor households. Particularly, the communes and wards in the East of Dak Lak province (formerly Phu Yen province) have completed the program to eliminate temporary and dilapidated houses before the province's merger.
