Transformation from the "Four Good Party Branches"

The "Four Good Party Branches" and "Four Good Grassroots Party Committees" models are creating a clear transformation in leadership in carrying out political tasks in the upstream areas of the Tien River. Many party branches are shifting from formal meetings to discussing people's affairs and resolving issues arising from local realities.

Mr. La Hong Phong, Secretary of the Tan An Commune Party Committee, stated that the core objective of the "Four Good Party Branches" and "Four Good Party Committees" models is to improve the quality of activities of grassroots party organizations and party members. The model focuses on the criteria of successfully completing political tasks, maintaining high-quality party meetings, fostering unity and discipline, and ensuring the performance of good cadres and party members. Through the synchronized implementation of these criteria, the Party Committee focuses on leading the political system and the people to effectively carry out socio-economic development tasks and maintain national defense and security. Regular party branch meetings are maintained, and the content of these meetings is increasingly practical and closely aligned with local issues.

After implementing the model for a period of time, it is easy to see the change in leadership thinking and working style of cadres and Party members. While previously Party branch meetings sometimes focused heavily on reporting, now many branches have shifted strongly towards discussion and finding solutions to specific local problems. “Cadres and Party members not only work in offices, but have proactively gone to the grassroots, staying close to the people, listening to their thoughts and aspirations. The working style of ‘respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people’ is gradually becoming a norm in the activities of many Party branches in border areas, which is very encouraging,” shared Ms. Le Tien Huong, a retired cadre from Vinh Xuong commune.

In Vinh Thanh A hamlet, Vinh Xuong commune, the implementation of the "Four Good Party Branch" model has created many positive changes in leadership and task execution in the residential area. Vinh Thanh A hamlet has 460 households with 1,710 inhabitants, organized into 7 people's security teams. Over the past period, the Party branch has directed mass organizations to promote propaganda and mobilize the people to transform the agricultural structure, apply scientific and technical advancements to production, contributing to increasing people's income. To date, the average per capita income of the hamlet has reached over 75 million VND/person/year. People actively participate in the movement to build new rural areas, improve the environmental landscape, and build a cultural life in the residential area.

In the field of security and order, the Party branch promotes the role of people's security teams and self-governing groups, mobilizing people to raise awareness of crime prevention and combating social evils. As a result, security and order in the area have been maintained, and many emerging incidents have been resolved promptly at the grassroots level.

In reality, the leadership role of grassroots Party branches is becoming increasingly prominent, especially during important local political events. During the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, security and order in the area were ensured. Party members within the branches played a core role in disseminating information and mobilizing people to participate fully in the elections, contributing to the smooth and lawful conduct of the elections.

Ms. Le Thi Thuy Hang, Secretary of the Party Branch of Vinh Thanh A Hamlet, shared: “From the practical experience of our Party branch, we realize that the most important factor in building a Party branch that meets the ‘four good’ criteria is unity and cohesion within the branch, and the sense of responsibility and exemplary conduct of each Party member. When the Party branch is truly united, and each Party member plays a pioneering and exemplary role, leading the implementation of tasks in the residential area will be more convenient and effective.”

To ensure the model continues to be effective, localities need to continue innovating the content and methods of Party branch meetings in a practical manner, closely linked to the political tasks in each area. Each Party member must be assigned specific tasks, with individual responsibility linked to the results achieved. When Party branch meetings truly become a place for discussing and resolving people's issues, the political core role of the Party organization at the grassroots level will be increasingly affirmed.
