VHO - A modern governance model for sports institutions, closely integrating the State, community, and businesses, is not only in line with international trends and domestic policies on the socialization of sports, but also meets the specific requirements of Ho Chi Minh City in the period of accelerating digital transformation and integration.

To gain a better understanding of this issue, a reporter from the Culture section interviewed Mr. Ly Dai Nghia, Director of the Ho Chi Minh City Sports Training and Competition Center.

First, could you please tell us about the current state of the sports institution governance model in Ho Chi Minh City?

Ho Chi Minh City has a fairly large network of sports facilities (over 8,300 training locations), and the exercise movement among the people is also very vibrant (the rate of people who exercise regularly was 32% of the population in 2020, ranking first in the country).

This is a strength: a favorable social foundation for sports development. In addition, Ho Chi Minh City has a large number of sports federations and associations (34 federations, hundreds of clubs), playing a dynamic community role in supporting the organization of many mass sports events as well as high-performance sports competitions.

From an external environmental perspective, Ho Chi Minh City is facing a mix of opportunities and challenges. The biggest opportunity is Resolution No. 98/2023/QH15 on piloting special mechanisms and policies for the development of Ho Chi Minh City, effective from August 1, 2023, which grants the city the authority to proactively select, attract, and implement PPP projects in the sports sector.

- What is the necessity of transforming the governance model of sports institutions in Ho Chi Minh City, sir?

The transformation of the governance model for sports institutions is not just a subjective desire, but has become an objective and urgent requirement.

The goal is to mobilize non-budgetary resources to renovate and upgrade existing facilities; invest in the construction of new key projects to meet needs until 2035; and operate the entire system efficiently, achieving partial or full financial autonomy.

To achieve this, the new governance model must create incentives for the private sector and the community to participate alongside the government.

Therefore, Ho Chi Minh City needs to quickly shift to a modern governance model, combining multiple components to exploit and operate sports facilities. This is a step in line with the general trend (learning from international practices) and also consistent with the direction of the City Party Committee and the People's Committee of Ho Chi Minh City regarding innovation, improving the efficiency of state management, promoting the socialization of physical education and sports, and developing the sports economy .

- In your opinion, how necessary is the transformation of the governance model of sports institutions towards modernization in Ho Chi Minh City?

The need to modernize the governance model of sports institutions in Ho Chi Minh City is more urgent than ever, given the limited public resources and the ever-increasing demands for sports development.

Through theoretical and practical analysis, the tripartite governance model combining the State, community, and businesses emerges as a groundbreaking solution. This model leverages the combined strength of the public sector (policies, planning, oversight), the private sector (investment capital, technology, efficient management), and the community (social oversight, maintaining service objectives, promoting activities) to effectively operate sports facilities.

International experience has demonstrated the immense benefits of multilateral cooperation: it mobilizes financial resources, ensures professionalism in governance, and upholds the mission of serving the public good.

In line with Ho Chi Minh City's sports development orientation, the proposed model is entirely suitable and feasible, given the city's favorable policy mechanisms (Resolution No. 98), abundant social resources ready to participate, and strong determination to digitally transform the sports sector.

- In your opinion, what factors are necessary for the successful implementation of this model?

To ensure successful implementation, the study recommends several key points: Firstly, the early issuance of guidelines for implementing PPPs in the sports sector of Ho Chi Minh City, providing a legal basis for cooperative projects.

Secondly, select a few pilot projects to implement bidding for management, and learn from the experience to expand the scope.

Third, establish a transparent monitoring mechanism with the participation of stakeholders to ensure that businesses operate in accordance with their commitments and provide good service to the people.

Fourth, link the governance innovation process with the digital transformation program: Apply intelligent management systems to monitor effectiveness in real time, making it public for citizens to know and interact with.

Finally , always prioritize communication and training: It is essential to build social consensus on the new model and prepare the management team with the necessary skills to transition to modern management thinking.

With a synchronized implementation of these solutions, Ho Chi Minh City can absolutely build a model for managing sports institutions, simultaneously leveraging the State's proactive role and unleashing the immense potential from the community and businesses.

The success of this model will not only solve the immediate problem of sports infrastructure, but also contribute to making sports an important economic and service sector of the city, contributing to the dynamic, creative, and sustainable development of Ho Chi Minh City in the era of deep integration.
