Digital transformation of infrastructure

Developing infrastructure, especially infrastructure serving digital transformation and green transformation, is one of the key tasks set by the Ministry of Construction for 2026, aiming to improve the efficiency of state management in the construction sector. This transformation creates a foundation for connecting and sharing data with ministries, sectors, and localities, promoting the development of digital government, digital economy, and smart cities.

Recently, in order to implement the Party and State's policy on promoting the development of science, technology, innovation, and national digital transformation as outlined in Resolution No. 57/NQ-TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 71/NQ-CP dated April 1, 2025, of the Government; and the directives of the Central Steering Committee on the development of science, technology, innovation, and digital transformation, the Ministry of Construction has officially launched the national database on construction activities and key digital systems and platforms of the industry.

Deputy Minister of Construction Nguyen Viet Hung stated: "The establishment of a national database on construction activities marks an important step in industry management, creating a unified data foundation to effectively serve the direction and management of the industry, while providing official and transparent information to citizens and businesses."

Mr. Le Thanh Tung, Director of the Information Technology Center (Ministry of Construction), informed that the national database on construction activities and 9 specialized databases include: railway infrastructure; road infrastructure; air transport infrastructure; construction professional capacity; ships and crew members in the maritime sector; vehicle registration; clean water supply and urban drainage; housing and real estate market; and urban development.

For information systems handling administrative procedures in the construction and transportation sectors at the local level, the focus is on implementing a centralized, unified model nationwide.

The synchronized operation of these databases and information systems will form a unified, synchronized, and interconnected digital data infrastructure from the central to local levels, serving as a foundation for modern, transparent, and data-driven management; improving the efficiency of administrative procedures and reducing time and costs for citizens and businesses.

These databases and information systems also help to enhance the monitoring, tracking, and evaluation of the quality of services provided by state agencies; support direction, management, forecasting, and policy-making in the fields of construction, urban development, and technical infrastructure; create a foundation for connecting and sharing data with ministries, sectors, and localities, promoting the development of digital government, digital economy , and smart cities.

From the perspective of the beneficiaries, Mr. Dong Minh Tien, representative of Dong Tien Transport Company (Nghe An province), said that with the introduction of this shared data, the information of citizens and businesses is digitized, stored, and does not need to be provided again, making administrative transactions between agencies, organizations, and businesses more convenient and time-saving.

At the Ministry of Construction's conference summarizing its work in 2025 and outlining its tasks for 2026, Prime Minister Pham Minh Chinh also emphasized that one of the breakthroughs the construction industry is aiming for is the development of science and technology, innovation, digital transformation, green transformation, and circular economy, with a focus on green transportation and smart cities.

“2026 is a particularly important year – the first year of implementing the Resolution of the 14th National Congress of the Party and the Socio-Economic Development Plan for the period 2026-2030; in which, one of the three strategic breakthroughs is clearly identified as developing a synchronous and modern infrastructure, especially multimodal transport infrastructure, technology infrastructure, infrastructure serving digital transformation, green transformation, energy transformation, and achieving double-digit growth targets,” the Prime Minister said.

In 2026, the Ministry of Construction will continue its goal of promoting innovation, digital transformation, and building an e-government, in accordance with the spirit of Resolution No. 57/NQ-TW dated December 22, 2024; and Resolution No. 71/NQ-CP dated April 1, 2025, ensuring that data is "accurate, complete, clean, and active".

The Ministry of Construction is focusing on implementing the project to establish an Innovation Center to carry out tasks in the new phase associated with digital transformation. Simultaneously, it is implementing the National Key Laboratory System for Electrified Railways (high-speed railways, urban railways) and Smart Infrastructure to research, receive, decode, and master the technology for implementing key national railway projects.

"Establishing a new growth model, restructuring the economy, promoting industrialization and modernization, with science, technology, innovation, and digital transformation as the main driving forces, while ensuring macroeconomic stability, improving productivity, quality, efficiency, added value, and competitiveness of the economy. Promoting the development of new productive forces and production methods, focusing on the development of the digital economy, green economy, circular economy, and building a digital society that is environmentally friendly" is also one of the key tasks recorded in the Draft Political Report of the 13th Central Committee of the Communist Party of Vietnam at the 14th National Congress of the Party.

Previously, according to statistics on the Government's monitoring system, the Ministry of Construction had completed 100% of its assigned tasks in 2025 regarding the development of e-government and digital transformation, with a satisfaction level of 93.3% among citizens and businesses when using public services at the Ministry of Construction.
