(Baothanhhoa.vn) - Implementing the digital transformation program, the Customs Branch of Region X has implemented many solutions to promote administrative procedure reform and effective digital transformation, creating a strong transformation towards modernity, professionalism, and taking businesses as the center of service. On the digital technology platform, the unit not only simplifies procedures and shortens customs clearance time but also creates momentum to promote import and export, improve the investment environment, and make practical contributions to local socio-economic growth.

Customs officers of area X handle import and export documents online for people and businesses.

The X Regional Customs Branch has the function of State management, organizing the enforcement of customs laws and relevant legal regulations in Thanh Hoa and Ninh Binh provinces. In order to facilitate people and businesses to participate in import and export activities, right from the beginning of the model conversion, the unit has promptly stabilized the organization, innovated working methods, tightened public discipline, and at the same time promoted the role of each cadre and civil servant as a "reform nucleus". From small things such as working overtime, shortening the time to process documents, assessing the level of satisfaction of businesses, all aim to best serve businesses, in order to remove barriers, creating maximum convenience for production and business.

Not stopping at traditional administrative reform, the unit is proactively applying information technology and digital transformation. From July 1, 2025, the unit officially deployed the CCES System (also known as the centralized customs management system). The system is deployed to increase work efficiency, internal management, and ensure the quick and accurate circulation of documents and information on a sector-wide scale. In addition, the unit also deploys 24/7 automatic customs dossier inspection assignment on the VNACCS/VCIS system, minimizing manual assignment time, helping civil servants promptly handle receipt, customs clearance and quick release of goods, no longer in the situation where businesses ask about declaration assignment. The activities are implemented by the branch in the form of guidance, support, and provision of customs legal information to customs declarants, taxpayers, and businesses in the management area in many appropriate forms to help businesses quickly access, grasp, and comply with legal regulations such as organizing dialogue conferences, working directly and online; continuing to maintain and promote the effectiveness of hotlines, support forms via Zalo, Viber, controlled email, etc.

Regarding internal management, 100% of the direction, operation and internal management activities of state agencies are carried out on the basis of a comprehensive and unified management platform; 100% of records are created, stored and shared electronic data according to regulations; 100% of cadres, civil servants and public employees are trained, fostered and popularized in basic digital skills...

As of early July 2025, Customs Area X has processed 87,499 declarations for import and export registration in the province, with a total value of import and export goods reaching 7.72 billion USD. Of which, the export value reached 2.99 billion USD; the import value was 4.73 billion USD. The main export items include garments, wood chips, clinker, iron and steel, petrochemical products; the main import items are crude oil, machinery and equipment, raw materials for the garment industry, chemicals, plastic beads, etc.

With the spirit of innovation, companionship and service, Customs Area X has actively contributed to the economic recovery and growth of the province. The total state budget revenue in the province of the unit reached 9,982.7 billion VND, equal to 92.3% of the total revenue of the branch. Of which, Nghi Son Port Customs collected 9,658 billion VND, Thanh Hoa Port Customs collected 320.24 billion VND; Na Meo International Border Customs collected 4.26 billion VND; collected from the Customs Inspection and Post-clearance Inspection Team 200 million VND. This result clearly demonstrated the effectiveness of reform, modernization and digital transformation.

Customs Region X not only performs well the role of State management of customs, but also affirms itself as a reliable companion of enterprises. With the spirit of innovation, dedication to reform, service mindset and drastic actions for a favorable business environment, it is and will continue to be the guiding principle for the unit to firmly step forward in the journey of customs modernization, contributing to the development of the digital economy, promoting investment, creating sustainable growth momentum for the locality.
