(Baothanhhoa.vn) - Implementing the digital transformation program, the Customs Sub-department of Region X has implemented many solutions to promote administrative procedure reform and effective digital transformation, creating a strong transformation towards modernity and professionalism, with businesses at the center of service. Based on digital technology, the unit has not only simplified procedures and shortened customs clearance time but also created momentum to boost import and export, improved the investment environment, and made practical contributions to local socio-economic growth.

Digital transformation in the customs sector

Customs officers in region X process import and export documents online for citizens and businesses.

The Customs Sub-Department of Region X is responsible for state management and the enforcement of customs laws and related regulations in Thanh Hoa and Ninh Binh provinces. To facilitate import and export activities for citizens and businesses, right from the start of the model transformation, the unit has promptly stabilized its organization, reformed its working methods, tightened public service discipline, and promoted the role of each officer and employee as a "reform nucleus." From small things like working overtime, shortening processing times, and assessing business satisfaction levels, all are aimed at providing the best possible service to businesses, removing barriers, and creating maximum convenience for production and business.

Beyond traditional administrative reforms, the unit is proactively applying information technology and digital transformation. From July 1st, 2025, the unit officially implemented the CCES system (also known as the centralized customs management system). This system aims to enhance work efficiency, internal management, and ensure the rapid and accurate flow of documents and information across the entire sector. Furthermore, the unit has implemented an automated 24/7 customs document inspection assignment system on VNACCS/VCIS, minimizing manual assignment time and enabling officials to promptly process, receive, clear, and release goods, eliminating the need for businesses to inquire about declaration assignment. The activities implemented by the customs branch involve guiding, supporting, and providing customs law information to customs declarants, taxpayers, and businesses in the managed area through various appropriate forms to help businesses quickly access, understand, and comply with legal regulations. This includes organizing dialogue conferences, working directly and online; continuing to maintain and enhance the effectiveness of the hotline, and providing support via Zalo, Viber, and controlled email...

Regarding internal governance, 100% of the direction, operation, and internal management activities of state agencies are carried out on a unified, comprehensive governance platform; 100% of records are created, stored, and shared electronically according to regulations; 100% of officials, civil servants, and public employees receive training, professional development, and basic digital skills education...

As of early July 2025, the Customs Department of Region X had processed 87,499 import and export declarations in the province, with a total value of goods reaching US$7.72 billion. Of this, exports totaled US$2.99 ​​billion, and imports US$4.73 billion. Main export items included garments, wood chips, clinker, iron and steel, and petrochemical products; main import items included crude oil, machinery and equipment, raw materials for the garment industry, chemicals, and plastic pellets.

With a spirit of innovation, collaboration, and service, the Customs Department of Region X has made a positive contribution to the economic recovery and growth of the province. The unit's total revenue for the state budget in the province reached VND 9,982.7 billion, equivalent to 92.3% of the total revenue of the sub-department. Of this, Nghi Son Port Customs collected VND 9,658 billion, Thanh Hoa Port Customs collected VND 320.24 billion; Na Meo International Border Gate Customs collected VND 4.26 billion; and the Post-Clearance Inspection and Review Team collected VND 200 million. This result clearly demonstrates the effectiveness of reform, modernization, and digital transformation.

Customs Region X not only effectively fulfills its role in state management of customs, but also affirms itself as a reliable partner for businesses.
