Digital transformation of the Tax industry: Creating breakthroughs from policy to action
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. The Resolution identifies: science, technology, innovation and digital transformation are the most important breakthroughs, the main driving force to develop modern productive forces, improve production relations, innovate national governance methods, promote socio-economic development, prevent the risk of falling behind, and bring the country to rapid and sustainable development in the new era.
To specify, on March 14, 2025, the Prime Minister issued Directive No. 07/CT-TTg to promote the implementation of Project 06 on developing population data applications, electronic identification and authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030. This is an important step to help synchronize data and facilitate state management as well as people and businesses.
Implementing the above direction, the Ministry of Finance and the Tax Department have promoted the application of information technology, improved the legal environment, developed infrastructure and provided electronic tax services in a centralized and integrated manner. With the motto of taking taxpayers as the center of service, the Tax sector has implemented many key tasks with good results, recognized by the Government, society, businesses and people.
According to the Department of Technology, Digital Transformation and Automation - Tax Department (Ministry of Finance), since the beginning of 2025, a series of documents and decisions have been issued to specify the tasks: Action plan of the Tax Department to implement Resolution 57-NQ/TW and Resolution 03/NQ-CP of the Government; Notice of assignment of tasks according to Directive 07/CT-TTg; establishment of the Steering Committee and Working Group to implement Resolution 57-NQ/TW and Project 06.
The Tax Department has upgraded its IT system and applied electronic invoices and documents according to Decree 70/2025/ND-CP. From June 1, 2025, the system will receive data on electronic invoices with codes, without codes, invoices generated from cash registers, and many other types of invoices according to regulations. At the same time, it will receive data from large units such as banks, electricity, petrol, etc. and prevent invoice cancellation.
The Tax Department also implemented a program to support households and individual businesses in applying electronic invoices generated from cash registers.
Up to now, there have been many organizations providing services in coordination with many incentive programs, such as prices starting from only 100,000 VND/month, free sales software, free electronic invoice packages of up to 5,000 sheets, and free tax declaration consultation.
In addition, the Tax Department issued Regulations on the data components of invoices, electronic documents and methods of transmission and receipt with tax authorities according to Decree 70/2025/ND-CP.
The Tax sector upgraded 134/219 administrative procedures to online public services in part or in full. Of the remaining 85 procedures, 80 are being upgraded to full service, 1 procedure is upgraded to partial service, and 4 procedures maintain the same level of information provision.
The Tax Department has integrated online payment services for financial obligations on taxes and registration fees on the National Public Service Portal. At the same time, the IT system has been upgraded to receive, process, and return results of administrative procedures under the one-stop mechanism.
From July 1, 2025, the Tax Department will implement the use of personal identification codes to replace tax codes according to Circular 86/2024/TT-BTC. TMS, eTax, iCanhan, iTax Viewer systems... have been upgraded accordingly. The Tax Department coordinates with the Ministry of Public Security to compare tax code data with population data. As of June 10, 2025, the matching rate reached 95%.
The Tax Department builds a model of connection and synchronization with the National Population Database according to Decree 70/2024/ND-CP and the Law on Identification. Deploy electronic identification and authentication for individuals and organizations from July 1, 2025.
For individuals, people can use their VNeID identification account to log in to eTax Mobile, iCanhan and use electronic tax services. To date, there have been more than 22 million logins using VNeID.
For organizations, by June 11, 2025, 885 out of 1 million businesses will log in with an organizational identification account, with 142,983 identification codes issued.
The Tax Department also coordinated with the Ministry of Public Security to deploy biometrics on eTax Mobile, integrate tax information on the VNeID application, ensuring data security and accurate authentication.
By the end of the year, the Tax sector plans to continue developing science, technology, innovation and digital transformation according to Resolution 57-NQ/TW and Project 06. The focus includes: Continuing to upgrade IT applications on invoices and documents; coordinating with organizations providing support services for households and individuals doing business to apply electronic invoices from cash registers. Promoting digitalization and reducing administrative procedures; deploying on the National Public Service Portal and the National Data Center; reducing paperwork thanks to integrating VNeID data. Coordinating with the Ministry of Public Security to connect and share data with the National Population Database; expanding biometrics on eTax Mobile to increase security and convenience.
