From green manufacturing model to model industrial park
Since its establishment, Musa Pacta One Member Limited Liability Company has cooperated with Khai Thai Cooperative (Phu Xuyen District, Hanoi ) to produce banana fiber products. Banana fiber products are made from banana stems with the current international market price of about 3.5 USD/kg. Director Bui Khanh Dung said that the company has worked with 10 cooperatives in Hanoi and northern provinces to invest in three large factories producing banana fiber and banana products. The 10 cooperatives are creating jobs for nearly 600 workers, depending on the time.
In 2021, Ha Diep Limited Liability Company ( Bac Kan city) invested capital to build a factory and a large-scale golden flower tea processing machinery system. Director Ha Minh Doi said that the unit invested and cooperated to grow more than 15 hectares of golden flower tea in Don Phong commune (Bach Thong district) and Dong Thang (Cho Don district); applying modern drying technology to create whole-flower golden flower tea products with almost intact shape and color when fresh, preserving the full content of precious micronutrients. Up to now, whole-flower golden flower tea products and tea bags have been recognized as 4-star OCOP products, available at major supermarket systems nationwide at high prices.
TNG Investment and Trading Joint Stock Company, the largest garment export enterprise in Thai Nguyen province, has just inaugurated and put into operation a rooftop solar power system at the Viet Thai Garment Branch with a capacity of 998 kWh, an investment value of 16 billion VND, meeting about 50% of the electricity demand for the unit's production, producing electricity worth nearly 200 million VND per month. In addition, this system also reduces emissions of about 800 tons of CO2 per year.
Chairman of the Board of Directors Nguyen Van Thoi said: “The company has used modern calculation simulation software in design; replaced coal-fired boilers with electric boilers to reduce CO2 emissions, so the company's garment factories in the industrial clusters: Son Cam, Vo Nhai, Nam Hoa, and the Cotton Factory are certified as green factories”.
At Thang Long Vinh Phuc Industrial Park, the investor, Sumitomo Group, has reserved 20% of the land fund for green trees, lawns, ornamental plants, water surfaces and roads; invested in building 5 factories for rent to serve high-tech projects with little impact on the environment. The industrial park also invested in building a centralized wastewater treatment system with a treatment capacity of 9,000 m³/day and night, capable of treating wastewater to standard A according to Vietnam's environmental technical standards; installed a solar power system with a capacity of 4 MWp, helping investors reduce production costs and reduce CO2 emissions.
In addition, localities are making efforts to attract strategic investors and environmentally friendly projects in industrial clusters; aiming to attract green FDI and limit projects that cause environmental pollution.
Supporting businesses in green transformation
Faced with increasingly stringent export market requirements, the biggest obstacle for industrial enterprises when applying the green growth model is the high initial investment cost, requiring large capital, especially for small and medium enterprises. Many enterprises are not able to borrow preferential loans or do not meet the strict criteria to access support funds from the Government and international organizations.
In Hanoi, more than 60% of industrial enterprises in the area have not applied advanced production technologies or have only implemented simple energy-saving measures.
To overcome this problem, many businesses have proposed that the State have strong support policies on tax, credit, and support for human resource training to invest in modern machinery and technology in the process of green and circular production conversion. Director of Musa Pacta Company Bui Khanh Dung proposed that management agencies should have preferential policies on tax and credit for businesses to convert to green, invest in clean technology, and use sustainable energy in production. In addition, support the transfer of research and application of science and technology on green conversion to businesses, helping businesses access and effectively implement the conversion.
Vinh Phuc province has issued a project to attract strategic investors until 2030, identifying the goal of successfully attracting large projects, strategic investors, and multinational corporations. Chairman of the Provincial People's Committee Tran Duy Dong said: The province accompanies businesses in implementing sustainable green development solutions, specifically supporting the Vinh Phuc ICD Logistics Center project, aiming to become the first dry port with zero net emissions in Asia by 2040; coordinating with Honda Vietnam Company to implement solutions to reduce emissions to the environment during production activities...
In Thai Nguyen province, along with the policy of selectively attracting FDI into industrial parks, the Provincial People's Committee has issued the Green Growth Action Plan for the period 2021-2030 to exploit and economically use resources; prevent and combat natural disasters, respond to climate change, protect the environment and biodiversity; implement the goal of green growth, low carbon emissions, achieving net emissions of "0" by 2050.
To address the challenges that may be encountered in the “greening” journey, Dr. Nguyen Sy Dung, former Deputy Head of the National Assembly Office, said that localities need to integrate the goal of zero net emissions into socio-economic development plans and urban planning. Specifically, building ecological urban areas, organic agricultural areas combined with renewable energy, and increasing urban green areas. It is necessary to apply greening criteria in industrial development, encourage businesses to reduce emissions and use clean energy. The Planning Project of provinces and cities for the period 2021-2030 needs to be implemented in the direction of prioritizing the development of low-emission economic sectors, taking advantage of solar and wind energy.
