Having attended several public consultations and voter outreach sessions in Kim Tra ward since the implementation of the two-tiered local government model, it's easy to see that the atmosphere is calmer than before, with fewer heated debates, sharp criticisms, or expressions of frustration. After these meetings, most Kim Tra residents leave feeling satisfied, or at least, without expressing dissatisfaction due to not receiving satisfactory answers from the authorities – something many have witnessed or may have experienced in similar meetings.

On two or three occasions, I "inquired" with Mr. Nguyen Dinh Bang, Secretary of the An Thuan residential group. Mr. Bang confirmed that the atmosphere at recent public consultations and meetings with voters was indeed "a bit subdued," but the people were happy because their requests were addressed directly by government leaders and representatives, without lengthy explanations. Those issues that could be resolved were discussed with a roadmap, and those that could not were explained clearly and transparently, without evasion or beating around the bush.

Mr. Nguyen Dinh Vy, a resident of Hamlet 7, An Thuan residential area, believes that the current activities of engaging with voters and receiving citizens have shown a clear improvement. It's not just about "listening to what the people say," but the ward government is also demonstrating determination in action, resolving issues quickly and decisively. They keep their promises to the people, acting decisively and without hesitation.

“Not only in voter outreach, but also in the area of ​​administrative procedure reform at the ward level, there have been positive changes. Despite the increased workload after the merger, the staff still ensure that applications are processed quickly and people are provided with dedicated support. This contributes to building an image of a friendly, people-oriented, and people-serving government, and is a factor in strengthening people's trust in the local government,” Mr. Vy said.

Enhancing the role of elected representatives

As the head of Delegation No. 8 of the People's Council of Kim Tra Ward, during his interactions with voters before and after the ward's People's Council sessions, Mr. Tran Anh Tuan observed:

"In reality, there are still certain limitations in some voter outreach sessions. Some voter opinions are general and lack specific proposals. Conversely, the compilation process sometimes focuses on note-taking rather than analysis and prioritization. The follow-up and resolution of requests are sometimes untimely, leaving voters with concerns."

Therefore, Mr. Tuan suggested that, first and foremost, People's Council representatives should proactively grasp the actual situation in their assigned areas, anticipate issues of concern to voters, and guide the content of discussions. This helps ensure that speeches are focused and avoid repetition or rambling.

The method of synthesizing voter opinions needs to be reformed to clearly categorize them by field; clarify the core content, causes, and propose specific solutions. In particular, it is necessary to emphasize long-standing issues that cause public dissatisfaction so that the People's Council has a basis for consideration and resolution.

An equally important aspect is post-session monitoring. Delegation groups need to strengthen their oversight of the resolution of petitions and promptly inform constituents. This is not only a responsibility but also a key factor in consolidating public trust.

"Improving the quality of discussions at the People's Council sessions is also an urgent requirement. Each delegate needs to carefully study the documents before the session, prepare speeches relevant to local realities, boldly express their opinions, and propose specific and feasible solutions," Mr. Tuan suggested.

During the operation of the two-tiered local government model, the demands on People's Council representatives are becoming increasingly higher. Mr. Tran Anh Tuan's proposals are also worth studying and implementing, thereby helping representatives further improve and enhance certain skills, such as: synthesis, analysis, critical thinking, and the courage to speak up, act, and take responsibility. This will make local People's Council meetings more substantive, contributing to building a more transparent and effective grassroots government that better meets the expectations of the people.
