The Ministry of Transport recently requested the Vehicle Registration Department to seek expert opinions on whether vehicle registration should be based on time or mileage, following current controversies surrounding vehicle registration.

In reality, the current system of vehicle inspections based on time intervals has revealed many shortcomings and limitations over a long period. However, according to experts, applying a method of calculating vehicle inspection cycles based on kilometers traveled instead of time is not a simple matter.

Speaking to VTC News , Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that the solution of inspecting vehicles based on mileage poses many challenges for management agencies because vehicle owners can use technology to manipulate the actual mileage.

" The trick of tampering with the odometer on a car is not difficult and is commonly used in many auto repair shops today ," Mr. Quyen shared, adding that " for now, periodic vehicle inspections should still be implemented ."

According to the Chairman of the Vietnam Automobile Transport Association, in order to apply this method, there needs to be a solution for managing the mileage displayed on the vehicle's odometer in a realistic and accurate manner.

Do we have the technological infrastructure to identify vehicles that have ‘cheated’ on mileage? And once such cheating is detected, what kind of penalties should be imposed? ” the transportation expert continued to question. He also stated that regulatory agencies need to use modern solutions to effectively manage vehicle inspections based on mileage cycles.

According to Mr. Quyen, even when applying a periodic inspection system based on mileage, the possibility of "vehicles left unused for extended periods" needs to be considered. The mileage may not increase significantly, but prolonged disuse can lead to wear and tear or damage to other vehicle components. Determining how to conduct inspections in such cases presents a difficult challenge for authorities.

Everyone knows that managing vehicles based on mileage is correct, but how to manage it accurately, scientifically , and fairly is a big problem. If inspections are based on mileage, private and family vehicles will benefit. Because family or personal vehicles only serve private needs, their travel is much less frequent compared to commercial vehicles. For a long time, the uniform inspection based on time has put private vehicles at a significant disadvantage. Therefore, everyone understands that it is time to conduct vehicle inspections based on actual mileage to classify vehicles operating in a limited area and used infrequently. But to manage effectively, parts and machinery also need to be thoroughly evaluated ,” a transportation expert stated.

Experts believe that the shortcomings in vehicle inspection have been evident for a long time, and authorities have recognized the practice of treating low-mileage vehicles the same as high-mileage vehicles. This leads to significant discrepancies in mileage, yet vehicles are required to undergo inspections at the same time. This not only wastes resources for vehicle owners but also for society as a whole. " Knowing this, how to manage it accurately requires careful study ," the Chairman of the Vietnam Automobile Transport Association further emphasized.

Given the recent overload at vehicle inspection centers, some have suggested that, to avoid this problem, company vehicles and vehicles belonging to government agencies should be transferred to inspection centers under the Ministry of Public Security and the Ministry of National Defense for management and inspection. Regarding this issue, Mr. Quyen stated that the inspection activities of the Ministry of Public Security and the Ministry of National Defense have different equipment and production lines, which do not completely match those of the Ministry of Transport. Therefore, transferring inspection activities to those agencies would require a complex negotiation and adjustment process. Furthermore, the nationwide management software system is not yet interconnected. Therefore, a synchronized management system is needed in the short term, which requires considerable time and effort.

Regarding the proposal to calculate vehicle inspection cycles based on mileage, a representative from the Vietnam Registering and Inspection Department stated that the department is continuing to research this issue before submitting a final report. The Vietnam Registering and Inspection Department is studying models for calculating vehicle inspection cycles in other countries and selecting those suitable for application in Vietnam, tailored to local conditions at different times.
