In Hoang Liet ward, more than 110 makeshift market kiosks had existed for 5-7 years in the HH Linh Dam urban area, with a population of about 40,000 people. At first glance, everyone thought, "It's too difficult, it can't be cleared." Recently, following a directive from the City Police Director, the People's Committee of Hoang Liet ward, the ward police, and other functional forces immediately took action, completing the task in less than 24 hours. The lesson here is: When the government is determined and acts quickly and efficiently, even the most difficult tasks become easy.
Secondly, land clearance is a perennial bottleneck for projects. The 1.6km section of Ring Road 2.5 from Dam Hong to National Highway 1A, with a total investment of over 1,317 billion VND, started in 2014 and was expected to be completed in 2017, but was delayed by 9 years because 18 households had not yet handed over their land. City leaders personally inspected the project, finalized the schedule, and requested Dinh Cong ward to clear the land before December 15, 2025, and open the road for technical traffic before March 31, 2026. As a result, on February 10, 2026, the project was opened for technical traffic by Hoang Mai Construction Investment Co., Ltd. - Hanoi . The lesson here is: Officials must dare to act, dare to take responsibility, report obstacles to superiors, and propose solutions. When the government takes decisive action, campaigning and publicizing, people will see the clear benefits and will support it.
Thirdly, urban management cannot focus solely on the "difficulties" but must also consider the "benefits." Initially, residents were worried about clearing makeshift markets, but later benefits emerged: a cleaner environment, smoother traffic, and reduced fire hazards. Land clearance provided opportunities for businesses to develop, land values increased, and people could travel more conveniently. The government, in turn, strengthened trust and upheld the rule of law.
The biggest lesson is: Difficulty or ease doesn't lie in the nature of the work itself, but in the attitude and determination of the person carrying it out. If officials avoid responsibility and fear accountability, even small tasks become difficult. But if they dare to think, dare to act, and act promptly, then even the most difficult tasks can be accomplished. The two typical cases mentioned above also partly reveal the advantages of the two-tiered local government model, where decisions are made faster, from the issuance of documents to implementation. This also creates confidence for the Tam Trinh, Linh Nam, and Nguyen Canh Di road renovation and expansion projects in southern Hanoi, which have been delayed for many years. If the government is decisive, land clearance will be completed on schedule as required by the city.
The successful urban management and land clearance in Hoang Liet and Dinh Cong wards has benefited all three parties: residents, businesses, and the government. Residents enjoy a safe and convenient life; businesses have the opportunity to develop; and the government affirms its management capacity, fostering trust and discipline. More importantly, this innovative approach has created a new mindset for other localities in the capital to learn from: not avoiding difficulties but confronting them with determination and prompt action. This is a profound lesson in urban management for Hanoi.
